It has been surmised that his object in sappointing a oommis Oto visit Louisiana and report on the state of affairs there is simply an expedient to gain time, and that his real purpose is to make terms with the Vonsertative interest at the South and t a working majority for his adminis tation in the House. If this is his game Sres of Louisiana and of the entire so far as heard from, will not not assist him in playing it. The con servative journals of New Orleans and 4lsewherc in the South ate unitedly apposed to further delay in the cases of iouisiana and South Carolina on any pretext or conditions. We would not say that the Presidentmlght not finally be able to make the bargain, the design of which is attributed to him. It might be possiblb for him to get up a coalition with a number of Southern Conserva tives in the House on the terms of recog Ilsing the Nicholls and Hampton gov ernments, or merely withdrawing the Federal troops from South Carolina and Louisiana, with a distribution of ofMioes and patronage as another sweetener. But it is doubtful if such a bargain would long be kept on either side, and its effect on the Hadical wing of the President's sup porters would probably be damaging to him. The better and the only reasona ble way of settling the difficulties at the South is to make no bargain at all. If the President will but act right in this business and honestly try to fulfill the spirit of his inaugural address, he can implicitly trust the Southern Sena tors and Representatives to stand by him in every effort he may make to give good government to all parts of the country. They are alert, and glad to appreciate any sign of fair dealing -and justice at Washington, and no com pact is needed to render them friendly to an administration which does not treat them as enemies. Whatever the President's motive may be, the idea of appointing a commission to visit and report upon Louisiana is a mistake. In this the President has probably yielded to advice, instead of following out his gown opinions repeat edly expressed. In his public utterances he has pledged himself to a policy of mon-interference in Southern State affairs, and has reprobated the use of Pederal troops in that connection. These promises were hailed enthu iaatically by moderate men of both par ties in all sections of the Union. Had the President's ilrst official act been the withdrawal of troops from Louisiana and South Carolina, it would have been very generally approved on all sides. The Packard and Chamberlain factions expected nothing else, and, after a little blustering, would have acquiesced in the recall of the Federal forces, and the ~loholls and Hampton governments would have quickly and firmly estab lished themselves by a peaceful revolu tion. But the President, by postponing his decision, lost the golden opportu nity. Every day's delay gives new hopes to the partisans of Chamberlain and Packard, and makes the ultimate adiuatment of the differences on any terms more and more difficult. Both parties become more irritated by the eontinued suspense, and more unwilling to bide by the final decision. Troops have not been needed in Louisiana or 8outh Carolina to preserve the peace; but they may be required there to pre vent civil war if the danger is tampered with much longer. The President is only making matters worse by procras ,inatiOn. mnly. mnischief can result rrom the determination to send a new commis sion to Louisiana, but it is not irremedi able. If the commission is made up of air unprejudiced men, who will see and decide quickly, and if they report to the Presidebt in favor of withdrawing the soldiers, the trouble may be terminated in Louisiana within a short time. The resater the dispatch the greater the probability of averting a riotous out break in that State. The pacification of Louisiana would be much hastened, of aOurse, by the adoption of a let-alone Snlicy in South Carolina. There is, lortunately, no talk of sending a com mission into that State, but the invita lion of Hampton and Chamber lain to Washington seems, at best, to defer the hope that the President will r.mptly call off the troops and leave lie Hampton government to assert its authority, which it would easily do within twenty-four hours, and without bloodshed, ir it wer" not restrained by the Federal power. That course, how 4Vert is still opened to the President, and it is the best. They shall also give notice in said advertiseoment, that within three months from the time of their first meeting, the work of audit will close, and that all creditors of the parish, whose claims are not presented within the time designated, will not be audited or funded. Be it furl/cr oenrtrtl, etc., That any person fueliug aggrieved by the rejection of a claim may establish its validity contradictorily with the parish, and any taxpayer of said parish may, in case he desires, institute suit before a competent court, in his own nnrnie, to contest the validity of any claim audited; 1r',lorded, said suit shall be inst'tuted within thirty days from the time the board of audit close the work of audit itg, and iu case the decision be adverse to the validity of the claim, the same shaill not be funded. Said bonds s'all be signed by the president of the police jury, and countersigned by the secretary of the board of audit; but shall only be isued by the sanction of the board of audit, andl under tihe immediate supervision thereof.
