Governor Hlampton planted himself at squarely upon the constitution and laws ti of the country, and won the emancipa- st tion of South Carolina. lie positively l and promptly refused to enter into any w bargain or compromise; nay, he even S doelined to consider any proposition looking to either. As an honorable ai man, and one making history, he could i1 not have done otherwise. If he was al elected Governor of South Carolina he al had no right to make his title to that E office an object of barter; if the Legisla- tl turo which recognized him was the a legal Legislaturo he had no authority p to consent to its reorganizing under it an order from Washington, nor to tE any trade or compromise, the consum- vl mation of which depended upon that Legislature electing to the United States Benate any man who was not the free as and honest choice of a majority of its a members: Tho stand taken by Gov. It Hampton was so courageous, honest and p invincible, that it compelled immediate 11 recognition by the Administration. Had 'I the leader of the South Carolinians t, wavered or faltered; had he consented ri to parley with Chamberlain; had he con- te sented to a reorganization of the legal e Legislature of South Carolina; had he c agreed to buy exemption from Federal tryanny from the Administration by the p surrender to the Republicans of one or p two Senators, the country would not tl now be resounding with the glad intelli- c gence that South Carolina is a free a State. Fresh negotiations would have n been entered upon; the Legislature a would have been called together; there would have been a delay of weeks, or a possibly of months; an actual expendi- j, ture of a hundred thousand dollars at t least would have been incurred, while t the State, hovering upon the verge of t civil war, would have suffered in its ma- i1 terial interests to the amount of many hundreds of thousands. But to every suggestion or proposition looking to any measure, bargain or j I compromise, calculited to impair to the t slightest extent the Hampton Govern- I ment, or to the election to the United t States Senate of any man other than the d one who might be the free choice of the Legislature, Hampton, without any dis- c c~ssion, without any temporizing, with- t out any hesitation, positively dissent- I ed, and, as we remarked yesterday, the t President was left the choice of imme- t diately withdrawing the troops from the s State-House at Columbia, or of re-in- 4 auguratlog the Grant policy, and at tempting to uphold Chamberlain with I the Federal army. Hampton has thus seoured a speedy and satisfactory settlement of the South 1 Carolina case. That now is what we want in the Louisiana ease. Every day c that the present situation in this State t continues, the material interests of its ' people are damaged to the amount of t hundreds of thousands of dollars. The delay in the settlement of our political troubles has already imposed incalculable and irreparable losses upon our property-holders, merchants, planters and industrial classes. The people have grown weary of such a situation; they demand that the grasp of the Federal power shall be released from their throats, and that the reign and supremacy of the constitution and the laws shall be restored in this State. They do not want any bargaining be tween. politicians; they will not submit to any trading for legislators and eenatorships; they require and demand that the reign of law shall be re-estab lished over them, and that all political Squestions shall be settled, not by bar gains and compromises, but by the rules and methods prescribed by the laws. The Nicholls government is an established tfact. Lousiana is a free State, entited to all the rights of any other State, under the Constitution of the United States. Under that Consti tution her people have a right to elect their Oovernor and Legislature, and their Legislature has the right to freely choose who shall represent them in the Vnited States Senate. These are rights which armed and superior force may overthrow, but which no compromise and no political scheme can destroy or abrogate. The peo ple are determined to surrender none of them. The highest duty of the Governor and the ]egislature is to sus tain these rights intact. To reject any proposition of Mr. Hayes' Commission looking to the surrender of any one of them, will require not two seconds. Mr. Hayes must carry out his solemn pledge to re-establish local self.government in Louisiana, or he must revive the polioy of Grant, and hold the State with Fed eral bayonets. Hampton forced the issue in South Carolina, and Nicholls will force it in Louisiana. The bill incorporating the Barataria Ship Canal comes up in the Senate to day, and we hope will be promptly passed, as it has already passed the House. The company proposing to construct this groat and very Im portant work ask only to be Incorpo rated by the Legislature, and to have the privilege of purchasing such public, lands as, in the construction of the canal, they may reclaim, at fifty cents per acre. The lands in question are now practically worthless, being un salable at ten cents per acre. Were they reclaimed by dykes and levees, such- as this company propose to build in constructing their canal, they will add immensely to the wealth of the I State. The Barataria Canal Company have assurances that if they obtain the legis lation they are asking for from Louisi ana and from Congress, they will be able to raise all the funds requisite in A Europe. No cost will be imposed upon A the State by the passage of this bill, and it gives energetic and enterprising parties ground on which to solicit the investment of foreign capital in an en terprise here of great importance and value. Yesterday was "April Fools' day," G sacred to the memory of all dunces, and, as has been the custom from time G immemorial, the reporters of the city prepared to "fool," astonish and de- G light our people with some grand hoax. To make this more telling than ever, a to give it a greater veri-similitude, the reporters of all the papers determined to take the same subject, and thus effectually and certainly deceive the credulous and stupid public. After long deliberation the somewhat played out telephone was chosen as the proper subject for a hoax and, laying in their heads together, these reporters concocted a story which they thought would take everybody in, simulta neously turned it loose upon the public and waited to count their victims. But, alasl all tricks are liable to fail, and a pretty large failure the annual journalistic hoax of 1877 proved; in fact, the only persons made " fools " of were the reporters themselves, by the lamen table exhibition they made of their ignorance. ''' The performance to-day," says the Picayune, who, notwithstanding her venerable age, joined heartily in the joke with the other youngsters, "will begig playing in New York at 12 m., but the concert will not be heard here until about 1:13 p. m., owing to the difference of time." Alas ! What a hoax ! For the benefit of these reporters we would like to state that 12 m. in New York is not 1:13 p. m. a in New Orleans, but that it is exactly the reverse. In their zeal and ignorance these hoaxers overturned all the laws of V nature, made the sun rise in the west and set in the east, to the no little - amusement of the small boys about 1 town who, knowing something of geog- G raphy, which the reporters apparently did not, laughed heartily at this singu- el larly gauzy and transparent hoax. And if the persons hoaxed and fooled C on this occasion are not the reporters themselves, we are mightily mistaken. The public is entitled to a good laugh at their expense. FOR SALE.
