"An actto incorporate the Barataria Ship Canal
Company: to authorize said company to con
struct and operate a ship canal, and all harbors,
looks, dams, dykes. levees, etc., neoessary for

river, at or near NewOrleans,.to the deep waters
of the Gulf of Mexico. through. at or near Barn
taria Bay or other harbor, roadatead or outlet

specify who are wholesale dealers and whole
sale merchants, and to relieve retailers and re
tail merchants from the payment of a wholesale
license tax, and to relieve all persons from the
payment of a license tax as apothecary or drug
gist who are not engaged In the business of fill
ing prescriptlons or compounding medicInes.
and to provide that no one but a licensed drug
gist or apothecary shall keep for sale or sell
c:ertain named or specllied poisons."
The bill was taken up with .the Senate's
amendment, as follows:
Strike out section 2 and insert in liJu thereof
the following:
'" lc. 2. Be it further enacted, etc.. That mer
chants, where there Is no licensed drug store lo
cated within eight miles of the place where such
