We print this morning a full roster of the officers and men who constitute the militia of this State, and who, day and alght, during the eventful period of one hundred and twenty days which inter vaened the 9th of January and the final recognition of the legitimate govern Ment of the State, stood guard over the court-rooms and other public places, ready, at the tap of the bell or the blast of a trumpet, to grasp their rifles and shotguns and stake their lives in the de tense of constitutional government in Louisiana. A glow of pride must Irradiate the breast of every true citizen of this State who glances over this long list of the names of the men who were so deeply aterested In the establishment of our legitimate government, and the extir pation of carpet-baggery in our midst, that they were ready and willing to light, and, it necessary, to sacrifice their lives in our common cause. The politicians and press of the North for years have charged that the opposi tlon to ladicoalism in Louislana was manltained by ruffians and assassins; I the publication of this roll of heroic aames is the most complete refutatlon of this infamous slander that could be made, while it is a stinging rebuke to the lnsolent adventurers and audacious I upstarts who assumed for years to gov. em this State, and oppress and plunder I ItM people. I There was much surprise expressed abroad at the bold and defiant attitude asfumed, pending the existence of the two rival government in this state, by the supporters of the constitutional t government. The roll of the Louisiana G militia, printed in our columns this t morning, may explain our resolute att-l. t tude; for never was agreat cause backed I by a nobler or more determined and t heroic military force than that which I this roll represents; and impartial his-. tory will aflirm that this force was t the argument which finally established I the Nicholls government and swept from 'I our midst the last vestige of the vile e and shameful fraud known as the Pack-. .ard government. 4 It would have been a proper and most b graceful act bad the Legislature, in the I last days of its session, after it had ap- r propriated in charity twenty-odd thou- b sand dollars to relieve the necessities of t the Metropolitans, who had for weeks f threatened the peace of the city, for- i mally recognised the services of the p men whose names we print to-day, and e who upheld without price or hope of re- t ward the rights and honor of our State. t: *This act of justice was omitted, we are a sure, in the hurry of business, and we it take a sincere pleasure and pride to day, on this glad and auspicious oc canion, supllyiog as best we can the neglect of the Legislature by publish- b ing this glorious roll of honor. They have not yet learned, and thank Clod, . they never will learn, that their flrse and highest duty is to obey order s They understand that they were men and cittisne before they were soldiers; and while they will be ever ready to peril their lives at the call of duty, they will also always re member that the constitution and lawve of their country are of higher authority than the will and orders of any ofloe-r, however high his rank or illustrious I his name. It is this fact which makes a well orgaMised militia the firmest but. wark of a free country. The patriotlsm which inspires them to rally to the doe tense of the nation against foreign inva - slon, prompts them to arm for the pro tection of the laws of the Rtepublle against the wicked and lawless opera. tions of domestic traitors and usurpers. COLLtoCIt Iitou. We publise in another column a nom munication highly eulogistic of -Judge John L. King, the recently appointed Collector of this port, We have no per r sonal acquaintance with Judge Kling, f nor has our harsh criticlsm and s "ondemnation of his appointment f been prompted by/ any feeling of Individual hostility to him. He may be, for all we know, an honest and virtuous man in private life, but his close affiliation with the most I Iniquitous band of political conspirators Ithat ever attempted to impose them Sseolves upon a free people through fraud and rascally practices, makes him a legitimate object of criticism and non demnation. Moreover, the fact that he obtained his position through the per. sonal Intercession of Tom Anderson with the President is notorious, and we do not propose to lose sight of It. This appointment is practically a recognition of the servlces rendered by the Ieturn log Board to the RIepublican party In de frauding the nation of its chosen Chief Executive, and a condonation of the in famous crlmes of that body of political reprobates, How any man, and par tloularly any Loulslanian, who pos sesses the least self-respect and pride of character, could make himself a party to such infamy by close personal and political affiliation with its perpetrators, we never could and cannot yet under stand. If Judge King is an honest man, he will have an opportunity of showing It by ostraclsing and turning his back upon all applicants for positions under him whose record is not free from the stain of political and personal immoralli ty and dishonesty. There sla a world of truth in the homely adages of the peo. pie and, until we have good reason to d, otherwise, we shall judge Mr. King and others similarly situated upon the principle that "birds of a feather flock togetheri" We certainly shall not be prompt to express a favorable opinion of any man, however much he may be estpmed by his personal friends, who has leagued himself with the enemies of Louisiana in the hour of her peril and has no better claim to immunity from criticism than that he never violated the penal statutes of the State. By joining hands with Packard, Anderson, Wells and their consorts, Judge King has won the love and admil ration of the Riadical party and ought to be content. It he desires to win the respect of the honest people of this State, let him mend his recent ways and endeavor to obliterate from the minds of his fellow-citizens the memory of his political transgressions. OUR CIIIZrN POLI)IBt$. We publish elsewhere a full roster of the officers and men composing the military organizations which, acting as militia, have upheld and, as conserva tore of the peace, have kept in check the lawless ruffians and camp.followers of the infamous pseudo-governments of Kellogg and Packard. Many, nay, most of these, have given their services to the State gratuitously, and at much loss and inconvenience to themselves. Their reward cannot, under the clrcum stances, be other than the proud con sciousness of having well performed a patriotic and sacred duty; nor have have they asked or hoped for any other. A country would be poor indeed if its people should be unwilling to bear the burden of occasional military service in times of dire necessity such as those from which we have just been so hap pily rescued. The gratitude and ap plause of a redeemed people will always enshrine the lives and memories of those who, like the patriots composing the roll of heroes we publish to-day, are ever ready to sacrifice their private interests for the public good. MAJOR HENRY ST. PAUL. Among our welcome guests from Mo bile there is none more welcome than Major Henry St. Paul, whose generous, liberal hand it was our pleasure to grasp yesterday with that feeling of cor diality and pride which the memories of the eventful past alone can prompt. The name of Henry St. Paul is as familiar to our people as' household words, for the earlier days of his life were spent among them, where he was ever found foremost in every worthy en terprise; now in the capacity of a lead ing journalist, then as the promoter of some charitable object, and again as a soldier. It was Henry St. Paul who organized the dashing Chaseurs-a pled, who so distinguished themselves ft at Seven Pines, where many of the gal i lant boys were slain, and soarcely one - man out of ten of the command oame d out of the fray unscathed. Iis name i- will ever remain assoolated with the ir valor they displayed In this and in I- other bloody conflicts in which they it were engaged. Cavanae, Diamond and MeOaffrey In the negative -that clause of the resolution which provided that " If any negligence is manifested or continued by said lessees In the commencement or prosecution of the work, eteps may be taken by the City Council for a ferfelture of the lease." It is difficult for outslders to under stand upon what principle these four Administrators object to holding the wharf lessees to a strict compliance with the terms of the lease.
