The Necessity of a Loulmtana Man There. [Baltimore Sun ] Judge Spofford, the new Conservative Senator from Louisiana, is spoken of in some quarters for the vacant position on the bench of the Supreme Court, and his name has been urged upon the President, but not, it is bellieved, at the instance of Judge Spofford. Kellogg and his friends are said to be very anxious that Judge Spofford should have the appointment, for then they think Kellogg would have no trouble In being admitted to the Senate. In this they reckon without their host, for if the appointment is tendered to Judge Spofford, and he should accept, another Conservative Senator would be imme diately designated by Gov. Nicholls to serve until the next meeting of the Lou isiana Legislature. It is thought in legal circles that the new justice of the Supreme Court, whoever he may be, should be well grounded in the Latin code of Louisiana. The want of knowl edge of the Louisiana code of laws has for some time been a cause for serious embarrassment to the justices of the Supreme Court. OUR SelTEl( REPUBLIC. The Mexican Electoral Commislion. CITY OF MEXICO. May 11, via Browns ville, May 12.--On Wednesday, May 2, Congress, with 132 members present. counted the presidential votes and de clared Gen. Porfirlo Dlaz President. On Friday, the 4th Diaz went to the gates of the city and was presented to the army as the President elect and by it escorted to the Palace, where the troops passed in review. At 9 o'clock yester day he was inaugurated with much solemnity and enthusiasm. After taking the oath of office he solemnly declared that he would occupy the Presidency for one term only. The diplomatic corps, with the exception of the United States Minister, was present. A civic procession. followed by the military, then escorted the President to the Na tional Palace. The term of the present Congress will not expire until September. An elec tion for Senators anti members of the Supreme Court has been ordered. The Pope's Health. The Pope's health continues to occupy the attention of the papers. The Lon don Lancet says : " Two symptoms pre occupy the attention of the physicians of the Pope-the persistent anorexia and the unrelieved aedema of the lower extremities. On Sunday he was unable to eat more than a little soup, and on Monday, the 16th, he could only masti cate, not swallow, a few drams of under done meat. The tendency to passive serous effusion is so marked that cere bral misohief from that cause is gravely apprehended. His Holiness has far from refreshing sleep at night, and during the day he shows weariness, only partially relieved by intervals of slumber, into which he rel ees in the af-k- 99a ant evening, ins mental vivacity continues, however, and at the receptions, public or private, which he gives almost daily, he impresses visit ors with a stronger belief in his vitality than his state before and after these Interviews at all justifles. Meanwhile he is watched with the greatest vigil ance, and Dr. Pelaello, his physiclan, and Dr. Ceccarelli, his 'secret' sur geon, see him alternately at frequent intervals, and hold consultations every twenty-four hours as to the treatment to be maintained or moditled."
