Whereas, section 804o of the Revised Statut e of the State of Louisfana, aoproved March 14, 1870, provides "thattne Governor shall issue his proclamation.upon the advice t f the Board of lealth, deolaring any place where there shall be reason to believe a pestilential, contagious or infectious disease exisls.to be an Infected place. stating the number of days a quarantine is to be performed by the yessels, their passengers, offi cers and crews coming from such place or places." Now, therefore. In pursuance to the provisions of the statutes aforesaid. and upon the recom mendation of the Board of Health stating that there is reason to believe that, at this season of the year, there is danger of the introduction from the tropics of yellow fever contagion, I, IRANOIS T. NICHOLLi, Governor of the State of Louisiana, have thought proper to Issue this my proclamation declaring that all vessels arriv ing, from and after the fifteenth day of June, A. D. 1877, from the ports of Rio de Janelro, Ho vana, Matanas. Saglu La Grande, Cardenas Clenfuegos. Santiago de Ouba, Kingston, Porto hiec, Han Juan, Hanto Domlngo and Vera Orus, shall be subject to quarantlne, and that their officers, crews, pabsengers and oargoes arriv ing from the above named places, or having touched or stopped at any of them, shall be sub ject to a quarantine of ten days, And I do hereby direct the proper officers at the Quarantine Natfon to rigidly enforce the execution of this proclamation, and any viola. tion of the laws of this State on this subject mat ter to be vigoroudy prosecuted. Whereas, application has been made to we for the cancellation of a bond drawn by GEORGE B. JOHNSON, and by him subscribed, on the thirtieth day of December, 1t75, as principal, for the sum of ten thousand dollars, with Wright R. Fish, Honore Pothler, Joseph Alphonse Walker, John A. Watkins and Patrick Keenan, as securities, conditioned for the faithful per formance of the duties of said George B. John sop, as Auditor of Public Accounts of the State of Louisiana. Now, therefore, I, Francis T. Nicholls, Gov ernor of the State of Louisiana, have thought proper to issue this, my proclamation, giving public notice to all persons to whom these presents shall concern and who are therein in terested, to show cause, In writing, at the office of the Secretary of State, at the city of New Or leans, within ninety days from and after the last publication of this notice, why the said bond should not be cancelled and annulled, and the securities above named discharged from any further liability. Carter was. on the night of the twenty-third of May. 1877. at the northwest corner of Common and St. Charles streets, in the city of New Orleans. brutally mur dered; and whereas, one JAMES WHITE is ac cused of having committed the crime: and whereas, the said James White is now at large,. and has fled from justi.O: * Now, therefore, I, FRANCIS T. NICHOLLS. Governor of the State of Louisiana, have thought proper to issue this, my proclamation, calling upon the good people of th is State to give their aid and assistance in arresting and bring ing to justice the said James White, in order that he may be tried for said crime; and by vir tue of the authority in me vested by the laws of this State. I hereby offer a rewatr; of FIVE HUNDRED DOLLABR for the apprehension and safe delivery of said James White in the Parish Prison of the parish of Orleans. James White is a white man, aged twenty seven years, height five feet six inches, florid complexion, smooth face, brown hair, welghs about 1li pounds, dresses neatly, is a native of Louisiana. is well known as a gambler through the whole United States.
