TB E1U, II$ED 0AZT C tt.ll, The petition of a large number of oerohlant and others to our City Ad adnisatttors reppeotigg alleged abuses of the oOmpaay whioh owns the con tract Of lease and use of the property occupied by the Sugar Sheds, demands and will, we trust, receive the full and thorough examination of the City konnoell, It is to be regretted that the petition is not more speelflo in its allegation of abuses of the franohises rather improvidently granted by the elty to thWs company in 1,49. But as the charges are very emphatic, though gen eral, we assume that the respectable "eigneth of the petition will be prepared to prose what they charge, and on such proofthe City Administrators will afford some relief for their grievances. The questions to which the investiga tion should be directed are these: 1. Whether the owners of this con tract have charged the preoeribod rates which owners are required to pay for the sheltering and storage of sugar and molasses. These rates are twenty-lve cents per hogshead of stegar and fifteen cents per barrel of molasses as long as the sugar and tao lasses are held by first owners, but, on every sale and transfer, the same sugar and molasses should pay at the rate of fifteen cents per hogshead and ten cents per barrel of molasses. If these rates have been exceeded, the lessees have violated the contract. 2. The lessees are required by their O0fitract to furnish sheds and shelter and all proper facilities for the conduct of the sugar trade, If they have 'failed therein they are in default on their con treat. They have not the right to enact fees for sugar and molasses not sheltered by them. 8. They are also bound to pay to the city ten per cent. of all the amount received by them for the storage and sheltering of sugar and molasses. It is an interesting and pertinent in quiry whether the city has received punctually its share of this large bur den upon our commerce. The legality of the city authorizing and sharing in such a tax may well be questioned. The wisdom or policy of the city grant. ing such a privilege for the exclusive use of the public quay to an individual Or company has long been more than questionable. In fact, there have been decisions of our Stpreme Court against the legality of any such power or grant in the case of the wharfage tax for the deposit on or use of the wharf by the owners of products landed thereon, which wa temlpted to be imposed by Mr .. e ifT. Peters when he was at M.i head of our city government, twen 'ty-five or thirty years ago. What Mr. Peters was prevented by the interposi tion of the courts from doing was done in 1809 in this lease and contract between the city and the Sugar Shed Company. THE EUBIOON PABSED. The passage of the Danube by the Busslan army will compel the British Ministry to manifest, in a more de cisive and effective manner than here tofore their policy and purpose as to the Russo-Turkish war. There can be no doubt as to the determination of the Russians to force their way to Constan tinople, and as to their capacity to do so. With the artillery and machinery they command, the passes of the Bal kans will be easily traversed. Constan tinople is then at their feet. Of course the Turks will make gallant defenses and there will be great losses on both sides. But the end is certain; Constan tinople will fall. There is only one ob stacle which can possibly arrest the Russian progress and occupation of the Byzantine capital. That is the Intervention of England. This has been threatened at times, but afterwards those menaces have boon qualified by speeches of the Ministry indicating a pacific and non-interven tion policy. At this critical moment no emphatic and positive declaration has been made by the Ministry of their pur pose to interfere actively against the Russlan design. And yet it would seem to be a wiser course to make such nlater ference before Russia had advanced so far toward her object. Shl' has now crossed the Danube and will soon assail the Balkan line. Will she then recede on the demand of England after all her losses and sacrifices? We fear not. And then is England prepared to op pose her entrance into Constantinople? These are serious questions and facts, suggestive of apprehensions of the gravest character as to the maintenance of the peace of the Old World. The light rains throughout the South west during the last two weeks have given great impulse to the growing crops. The cane on the coast has an unusually thrifty and vigorous appear ance, and the crop of corn nearly made 3Ieverywhere more abundant than it has been since the war. Indeed, it is believed that in Louisiana there will be no need of buying corn this year, the home product being sufficient for the demand for consumption. The only drawback upon the sugar planters is the high price of peas, the great and in dispensable fertilizer of our p'antations. Many planters this season have used cotton seed meal with great advantage. The cane when this fertilizer is used is at least a foot taller than that which has not had the benefit of it, even upon plantations of great fertility. The use of this meal, at $25 per ton, has proved e preferable on some of our best planta- s tlons. There is unusual activity and energy on all the plantations and a happy harmony between employers and c employes, which, with good prices augurs a rich return of our agricultural product this season. a NNW AIWZZaTBIIZMIWTT.
