Charlie Thorn's new led river steamer is set up and in shape at Mack's yard. Capt. G. A. Di. ton Is here observin her progress, and says she will be ready to launch in three weeks and ready for business by the 15th of September. Oapt. Jack W. Blanks writes his "new Ouahol te pcket, building at Jeffersonville, will be com pisled by the 10th of August. She will be quite light for a boat of her ise, and will not draw over eighteen inches in the deepest place. She will carry and store near 2800 bales of cotton, and if the machinery, which looks so tfr all well, come up to my expectation, hoe will be the greatest low water boat afloat, and one that will comeas near burning no fuel as any boat you ever saw, and she will prove a trteasure wherever she sees" BT. Lotun, July 4.-During the past three weeks about 8300 hh o of tobacco have been shipped from Southern Ketucky, via the aset Tennessee and Virginia Air-Line lailroad to Norfolk and thence by steamer to Liverpool, and to this ex tent the problem of direct trade with Europe has been solved. A Galena correspondent writes: Our grain mer chants have their warehouses filled to overilowing with grain1 and are waiting patiently for that "June rise' prophesied by old river men; and as Congres has failed to make any appropriation for the Improvement of Galena river, they may content themselves with singing, "Waitng, fond ly waiting." Mlasures, July .--The Coal Hill was arranging to give bond to-day, and will start up the river as soon as it is done. The libel was for sinking the e-all steamer Bertie some months ago, while the latter was coming up in tow of the Coal Hill. The enit has a tflimsy foundation, and will hardly re sult in more than annoyance to the Coal Hill's aptain. New York Journal of Commerce: There is a steady tendency toward the asser tion of the rights of the general government over many things which the States have long been regulating for themselves. This is especial Ly observable in the Supreme Court decisions on questione growing out of State laws relating to commerce. That tribunal is gradually taklng away from the States, and restoring to the Fed eral govesument, the powers of supervising and taxlang commerce. One of the most striking of these decisioce was that declaring uaoonstiution al the emigrant head-tax which New York, Cali iornia and some other States had imposed and collected for many years. The same ocurt has now upset a Loutsiana statute under which the master and wardens of the port of New Orleans made surveeys of the hatches of all seagoing vessels and charged them roundly for the superfluous work. Commerce, having sufferer from this burden for nearly ten years, at last made bold to resist it, and the result is a ew-plete vioCory against the local statute and the New Orleans oftcals. This triuamph is gained nader the constitutional provision that gives -ants the power "to regulate commerce with natioes sad among the several Btates," ee.
