WASRHIN1TO'N July 2'.-The Syndicate in Euttrope, in their advertlemtnent offer ing the four per cents, use the following language as appears from the weekly edition of the London 7'ines, date 13th inst viz: "'1these bonds " . * are redeem able at the pleasure of the United States, after the slet of July, 1907, In coin of the standard value of the United States on said July 14, 1870 (gold coln)," etc. The words "gold coin" are in paron thesis. IThe attention of Secretary Sherman was drawn to this advertisement, this evening, with the remark that it would seem likely to convey a false imlres sion, inasmuch as the standard coin in July, 1870, Included the Eilver dollar. The Secretary replied that he did not think that the Syndicate meant to con vey a false impresilon, as they were careful to place the words "gold coin" in brackets. "I have met nobody, how ever," said the Secretary, "who advocates the payment of these bonds in any coln of less value than gold. They will certainly be paid in gold, or coin of equivalent value. It is always tinderstood that a debt is pay able in the currency in which It is con tracted. We have but one standard now, and cannot be supposed to be con tracting a debt on a promise to pay in a metal whloh may some day be adopted as a standard. It was a favorite argu ment with the greenbackers that a debt should be paid in the currency In which it was contracted. Nobody can de mand with slaouety that these bonds shall be paid in a debased currency." 'he secretary then passed on to a brief general discussion of financial matters. lie is in constant receipt of advices from the syndicate showing that the saletf the four per cents is steadily progressing in the most satisfactory manner. in this conneotion he referred to the fact that since the inauguration of Hayes the annual expense on account of interest on the public debt has been reduced in the sum of $:1,tI00,000. This was by the sale of $135,000,Ott) of the four-and-a-half per cents and of $71, oo,,0H) of the four per cents, which were sold u) to to te 17th inst and those sold since that time. With reference to the cry of contrac tion of the currency he called attention to the fact that since he assumed the office only $4 000 0()0 of greenbacks have been canceled, while new national bank currency to the amount of $5,000,000 has been issued. Of course some of the national banks have retired the cur rency, for which there was no market during that time, but for this the See reotary of the Treasury could not proper ly be held resposible. In speaking of the success of the four per cent loan in this country, the re mark was made that it seemed some what remarkable that, with all our hard times, people should be willing to invest at such a low rate of Interest. To this the Secretary rejoined that the country has a surplusage of currency, for which no use can be found. For ex ample: The statement of yesterday showed that of the outstanding green backs sixty millions have been deposited by private parties in the Treasury for safe-keeping. It draws no interest, earns nothing, and is of no use to any body. There is no demand for it, and it is, therefore, put in the treasury where it will be safe from burglars and bank failures. "lf I had my way,"the Secretary observed, "I would issue bonds at once to buy up this sixty mil lions. Then, with a very little more gold in the treasury,--for we have a good deal there now,-we would be at specie payments, and the country would not feel it. Wo would have as much currency in active circulation as we now have. I could not canoel any more greenbacks if I would, because the three hundred million limit would have been reached, and I would not if I could. The cur rency could be increased as rapidly as might be desirable, as there is no limit to bank issues. I would issue the bonds to-morrow to buy up this sixty millions, and thus reach specie pay ments at once if I had the power, but I have not that power, and must wait the slower pro cesses of the law as it stands." The Carroll ('srV7'ltire atn nounces its Willingness to take any kind of a dollar, The woods from Lake Providence, East Carroll, to Floyd, West Carroll, have become passable at last, the water from the Bass crevasse having some what subsided. The parish of Ascension has been di vided into three levee districts, with syndices to care for the levees in each distrlct, The syndies of the combined districts compose a parish levee board (they serve with out pay), have authority to call out hands to work on the levee, etc., and to collect $2 a day from each hand falling to work when called on. The crops in Morehouse-on the hills, in the swamps and prairies and the bavous in fact everywhere, are as fine as can be--better than since the war. And some say that the outlook for brisk times and plenty of money next winter is splendid, as a proof of which they re for to the fact that the planters and laborers generally have been living and depending more on their own resources this year than ever before. Hence their debts are small. The commisslon created by act No. 24, of the General Assembly of the Sate of Louisiana, at its extra session in the year 1S77, to ascertain the amount of in debtedness of the late parish of Carroll, convened in the town of Providence, in the parish of East Corroll, on Monday, the 21td day of July, 1877, pursuant to adjournment. Texa~. Denison has organized a greenback club. George L. Patrick Is president. The big scare about an outbreak among the blacks of the Brazoria jun gles has passed away. The body of another murdered man has been found on the (ollad road, six miles from Ban Antonio. Mr. John Harrison, living not far from Oakwoods, in Freestone county, killed his son-in-law, named Cherry, last Maturday. The cause was a family difficulty. This makes three men shot down in that county in less than ten days time. The ofilcers of the D1issourl, Kansas and Texas ordered the shops at Denison to be closed and the men suspended. This, too, when the men had deter mined to stand by the company. The employes considered this unjust, and joined the strike. The school question is still unsettled at Fort Worth. Two-thirds of the voters favored the free schools, but two thirds of the taxpayers did not vote for it. The city authorities are awaiting to hear from the State authorities, lest they are called to account by Gov. Hub bhrl. The sheriff of Illll county on Frlbday of last week overtook and captured eight horse thieves, and about sixty head of horses were found in their ,pos session. Three of the men's names nie (traham, Mlascar and Yarborough. Tile entire party were consigned to apart ments in the Hill county jail. Deputy Sherift Braley, of Ennis. ar rested old man MeMillan east of Ennis, and was followed by hiis sons, who opened lire upon the officers and men. In the battle that ensned, two of the McMillans were shot, and Peter, it is thought, fatally. Thle prisoner was not liberated by his sons, but was taken to Madison county, where he was wanted to answer for murder. On Sunday afternoon In Anderson county, while a negro boy, son of old Decatur, a former servant of Mr. Ham lett, had a gun in his hand and a negro girl was playing with the children, when the gun was accidentally dis charged instantly killing the colored girl. The boy Is overwhelmed with grief, as the girl killed was his sweetheart. No blame is attached to the colored boy. Nicholas B. Calber, aged twenty years, and Ham Roberteon, aged six teen, of Collln county, stole some socks Sfrom HIunstable Brothers, and were making away, when they were pursued Sby offlcers on Friday night. Deputy Sheriff Waddell ordered Robertson to halt. which he refused to do, but fired at Waddell, who returned the fire, striking him in the back. He now lies in a precarious condition. Some of them now declare that they will be satisfied with no less than one hundred thousand regulars. The New York Graphie wants that many, and gives the following reason: " The total available militia force of the United States to-day, to quell any further extension of the railway riots, is given in the following table: Men.
