TURIIISI DULLETINN. [N. Y. Tribune.] The Turkish official bulletins from the seat of war continue to be interest ng reading. When the Russians were fighting at Sistova for a footing on this side of the Danube, and every one was suffering tortures for news,.the govern ment allowed no word of this to be pub lished, and instead gave to the public the announcement that in an obscure place in Bosnia a Iaud of victory bearing troops of his imperial majesty had, by the grace of God, destroyed a band of Bosnian rebels, composed of four men, of whom three were killed and the fourth took refuge in inaccessible portions of the mountains, and the imperial troops captured on this occasion one horse, three muskets, three revolvers, one knife and a waterproof overcoat, besides some food and ammunition. Fancy a confiding public buying an official bul letin for two cents and spelling pain fully through the mass of Arabic char acters composing it, and finding its burden of news to be only this at a time when the line of the Danube was being broken up. After such maltreatment at the hands of the bureau of news, the public will not be lieve a word of the telegrams now com ing in from Erzeroum describing the rout and pursuit to the frontier of the Russian army of the Caucasus by the ever-victorious Turkish troops. Even the Turks themselves cannot believe that such luck has befallen them. Re dif Pasha, the Minister of War, has gone to the Danube, and everybody, in cluding the Sultan, breathes more freely. Even from far-off Carson river, in Nevada, come reports of the extraordi nary mortality among the tishes. The Indians say: "No more catch 'em. Heap sick-heap die." The purpose for which it is establlshed is the building, cnnstrlctiing, maintaininag and operating rillroads witllhin the limits of the city of how Orleans, for the transpor tation of goods, wares, maerchandisu, grain, cot ton and all oilier articles ofilright or commerce from oine par't ef the city to another; the an t ulrllg and holirng, by grants from the State neglslature, or the municipal authorities, or by purchase, lease, contract, or otherwise, froml grantees all franchises rights, privileges and fowers, that may have eoon, or hereafter may oe conferred, that may ie desirable or neces sary for that end; and the nature of its Isil ness will be the offecting of such transportation by steam power or otherwise andt the Presl dent and Vice President are designated, as the omfoers on whomn citation may be serydl. 3. In case of ai tie vote the President shall have the ca-ting vote. The bhoard of directOrs shall fix the amount of compensation, or salary, of all persons employed in the service of the company. They are hereby oempowed to make, frame and adopt such by-laws rules and regulations as they may deem requisite for the Interests of the company and the transaction of its business. They are authorized and empowered, in the name of this corporation, to contract and be contracted with, to sue and bte sued, to hold, re 'eive, purchase, mortgage and convey property, real and personal, and all rights, franotsaes, powers and privileges for building, maintaining and operating a railroad or railroads for trans portition of freight through the streets of New Orleans, whe:her the same be conferred by the State of Lonitslana or the city of Now Orleans, and whether the same be conferrod on corpora tions or individuals. and they tire specially au thor ized to borrow money for tbo purchase of suich real estate, personal property and fran chises as may be requisite for the purposes of this corporation and for the constructlon and equipment of their ral road, and secure the punctual repayment of thei same by hypotheea ton and mortgage of any or all the property tracks, railroads built., or to be constructed, and franchlses. 7. No stockholder shall ever be made liable or responsible for the conftracts or faults of this association in any further sum than the unpaid balances due to the company on the shares owned bly him; nor shall any more informality in organizing have the efTfe't of rendering this charter null or of exposing any stockholder to any liahility bvofrd the amount of his stock. 8. The stockholders of this company, at a general meeting to be convened for that pur pose, shall have fu I power to make any modifl cations, additions, or changes in this act of in corporation, or to dissolve it with the assent of three-fourths of the stockholders in amount of stock retprssented at such meetings. Any such modiflfationt, additions, changes or dissolution shall tie recorded, as required by law.
