Financial Business on Final Passage. Mr. Brown called up the following ordinances. which having been read twice, were now on their third reading, and they passed unanimously, the yeas and nays having been called: 1. An ordinance making appropriations for charitable institutions for July, 1877, amounting to $3142 66. 2. An ordinance providing for the payment of the several accounts therein named for July, 1877, beginning "Firemen's Charitable Associa tion." etc., amounting to $14,833 82. 3. An ordinance providing for the payment of the several accounts therein named, for July, 1877, beginning "New Orleans Gaelight Com pany," amounting to $18,422. 4. An ordinance providing for the payment of the accounts named therein, beginning "J. D. Houston," and amounting to $6994 40; the total having been changed to thisfigure from $6966 02, by amendments which were first unanimously adopted. 5. Resolution appropriating $520 75 to pay the assessors for March, 1877. 6. An ordinance providing 'for the payment of the several acoounts therein named, beginning "SergeantEd. yan," and amouating to $667 15; the total baeig been ohbgtd to this a~gua frOm $701 15, by amendments which were first unanimously adopted. Deals Fatorably on the petition of C. P. Petrinl, chaplain, for the cancellation of a tax bill. Mr. Brown submitted the semi-.annual report of the Department of Public Accounts, 250 copies of which were ordered printed. The following report was read and referred to the committee of the whole Council: BunavYon's OFrFCE, New Orleans, Aug. 8,1877. - To the Honorable Mayor and members of the Oity Couniel: Genlemen-At the request of Mr. J. H. Scott, importer and dealer in oils, etc., we visited the above named establisment for inspection and re speotfully submit our rep )t. The luilding is situated on Comme~ce street, Nos. 48 sad 45, and constructed similar to any oommon warehouse, and we are clearly of the opinion that the said building is unet to have oils of any quality stored therein. We again beg leave to suggest that buildings fer thestorage of nflammable oils, etc., in addition to the safeguards provided in the ordinance, should be built not more than one-story high, say eighteen or twenty feet in the clear, with two brick walls laid from the footing of the foun dation up to eight feet in cement; the joists of the ceiling floor to be 8x15 inches, laid one foot from centre so centre, lathed under with laths two inuhes wide by one-half inch thick, thiselath ing to be plastered with cement, so asto fill the space between the Joists with MiesIssippi river sand at least one inch above the Joists; the floor ing to be of brick or flagging laid in cement, with proper slope to the centre of -building to a cement well. Wolfe, Jr., Becretary Board of Commie aioners of Consolidated Debt, asked for and ob tained six weeks' leave of absence. Mr. Brown obtained a leave of absence for his chief clerk, Mr. Snethen, until September 15, 1877. Uminltished Business. Mr. Oavanac called up the resolution extending the stemship, wharf at the foot of Gaiennie street, whioh was adopted. Mr. Denis called up the "ordinance relative to pnrvbs," which wat adopted. Whereas, authentic information has been by me received that Eloiska Bernard was, on the 26th day of June. 1877, brutally murdered in the parish of Assumption, in this State, and that FACUNDO BERNUCHAUD is charged with having committed said crime; and whereas said Facundo Bernuchaud has fled from the justice of this State, and it being important and Highly necessary for the good of society that the perpetrator of such crime should bebrought to justice and dealt with according to law; I, FRANCIS T. NICHOLLS, Governor of the State of Louisiana. have thought proper to issue this my proclamation calling upon the good people of this State to give their aid and assist ance in apprehending and arresting said Fa eundoBernuchaud in order that he may abide his trial for the crime for which he stands charged. And by virtue of the authority in me vested by law. I do hereby offer a reward of FIVE HUN DRED DOLLARS for the arrest, delivery and conviction of said Facundo Bernuchaud. Facundo Bernuchaud is about five feet four inches high, weight. about 160 pounds, is about 21 years of age, has gray eyes. light hair, full face, wears a small moustache and has a heavy scar on the left check under the eye.
