HOW IT WAS DONE. The modus oferandi by which, under the Radical administration, the moneys in the hands of the tax collectors were employed by the Governors, Kellogg and Warmoth, is faintly shadowed forth in the revelations of El. Fulton, the ex-tax collector, just brought back from California. These tax collectors received the taxes, In certain propor tions, In money and In warrants, with this money they bought warrants at discounts, and through the Gover nors managed to pay them in at par, thereby making large profits for themselves, perhaps, but which a suspicious world has always be lieved were dlvided with the Gover nor. Then, when the chiefs of the party--the Head Chief was always the Oovernor- were in present need of money-always, of course, for party purposes, he sends some old or new warrants to the tax collector, and made him exchange them into current funds. It would be the greatest a*andal to insinuate that Warmoth, Kellogg and West's suddenly acquired large fortunes were swelled by these large and constant paotollan streams. The late archive embezzler and ex Auditor, who is tow enjoylng the lux irles of his golden yacht in Mobile Bay; during the whole administration of Kellogg was the trusted mandatory and manipulator in these transactions. When Kellogg wanted money, he had only to have a warrant issued and direct his secretary to go around to Johnson and get it cashed, and the money was handed over and the warrant otood for it. We remember a little illustration of this which may have passed from the memories of some of our readers. When an appeal was made, In 187:1, for subscriptions for the relief of the sufferers from the terrible epidemic of that season, Kellogg, then enjoying his comfort and grandeur at the Fifth Avenue, New York, sent a telegram, to his private Secretary to fill up " a blank warrant on the contingent fund for one thousand dol lars and to take the warrants to John son, get it cashed and hand the money over to the committee for the Shreve port sufferers and then tell the newspa pers. We do not refer to this incident to revive the discussion respecting the morality of this transaction. That has already been sufficiently handled. But we refer to it to illustrate the manner In which this office was run and this corrupt business conducted. Fulton promises to give further illus tratilol, According to the Times inter view, Mr. Packard was quite as great an adept in this business as Kellogg. It appears that he, too, required Fulton to cash the warrants is sued by his government, under an obviously illegal act of his bogus Legis lature. Fulton would not do it until the Treasurer assured him that the war rants would be received for taxes, even if the Nioholls government should be installed, as he (the Teasurer) had two years of his term to serve. If this state ment of Fulton be true, Messrs. Pack ard and Dubuclet have need to explain their connection with this exchange of worthless warrants for the good money paid to the tax collector by the people. There has been a grand larceny in this office, and some one ought to be held to account for it, where so many are so clearly indicated as having shared the "loot." We are credibly Informed that Com missioner Chamberlain is on his way back from Hartford, Ct., with an order from Judge Billings, issued in cham bers, which grants nearly all that the Calcasleu logmen demapded. We would hall with pleasure the definite an nouncement that Rob Roy Carter was at last circumvented in his black-mail ing and free-booting enterprises in Cal oauleu. Our fellow-citizen Major John II. New, who is under a promise to furnish the DEMOCRAT with authentic and relia ble intelligence from the seat of war in the East, had at last accounts sailed from England, bound to Syra, Greece, the present headquarters of war news and principal port of bhe archipelago. We look forward with much interest to the letters of Major Now, who has not only had a large experience and ob servation of military operations, but is a graceful, graphic and sensible writer and keen observer. Sister Annie, in the sensational drama of "Blue Beard," could not have peered more anxiously with her bright little eyes toward the horizon for the expectant horseman, who was to save Blue Beard's last matrimonial venture from contributing her lovely head to the gallery of similar articles of vert'u, so carefully preserved by the anx ious but somewhat exacting tyrant, than did that delegation from the Custom House which this morning rushed to the fond embrace ofItheir rescuers, who had at last arrived per steamer Bertha. We refer, of course, to those gallant knights, Tom Anderson, Gantt and J. P. Harris, fresh from the breezy prairies of St. Landry, who come to bring their godson and ward in chancery, once, too reformatory a collector, to hik knees, and a full confession of his de pendence and subjection to their au thority and control.
