AN EQUITABLE OLAIM. The facts given in our morning edi tion relative to the unfortunate loss to the city of all benefit from the hand some donation of Judah Touro and R. D. Shepherd suggest similar disasters d that have occurred to other bequests of p a similar character, respecting which a our worthy Mayor is preparing a re- g port, which will soon appear. There is a typographical error or omission of a o in the statement of the donation of Mr. R. D. Shepherd for the finishing - the billding for the Almshouse and em bellishing the grounds. It should have been $50,000 instead of $5000. Those old gentlemen had their own ideas relative to the most judicious ap- I plication of their charitable means. One of their favorite ideas was that of an almshouse where both home and shelter and employment could be fur nished to the destitute, and beggars and tramps would be required to abide, under wholesome restraints, but in com fort and under a judicious discipline. A There appears to have been a keen and large prescience evinced by these vener- 1 able philanthropists in their plans. In those days beggars and tramps were al most unknown in New Orleans, now they are as numerous as the vermin in Egypt during the plague. Thus an alms house of the character indicated has be come a great need, a most desirable in stitution. The edifice erected previous to the war and paid for out of the legacy of Mr. Touro was burned whilst in' pos session of and used as the barracks for United States troops, then in the occu pation of the city. Has not the city a just and equitable claim upon the United States government for reim bursement of the amount of this char itable bequest destroyed? Would any government refuse to restore to so noble a purpose the value at least of the prop erty which was taken out of the hands of its trustees and used for government and military purposes? Are there not innumerable precedents in the action of Congress and of the government for the granting of such reimbursement, even of private losses and iutoh more of charitable and benevolent institutions, caused by the acts of the government and its officers and employes ? A most enterprising and useful citi zen departed this life at Ocean Springs on the 19th of August-Mr. A. A. Ma ginnis, a native of Baltimore, Md., and for thirty-six years a resident of this city. In his early career in this city Mr. Maginnis pursued with great en ergy and success the business of ship building. He had the sagacity, how ever, to appreciate the great importance and value of the cotton seed oil busi ness, and was the first person in this city to embark in that manufacture on a large sealed With his mechanical skill, great 64.rgy and excellent sense he managed td render this a very profit able and successful manufacture, and proved to be the founder of a business which has since become the largest, most profitable and most attractive to capital of all others which have been started and prosecuted in this city during the last twenty years. There are some half a dozen incorpo rated companies engaged in the business which realize handsome profits. Mr. Maginnis was the pioneer in this man ufacture and to him is due the introduc tion and invention of the many im provements in the ingenious and ex tensive machinery employed in convert ing an article that had been previously thrown away, or used only as a manure, into so many valuable forms and uses. As a citizen Mr. Maginnis was greatly esteemed in this community for his lib erality, public spirit and for all the social and domestic virtues. He leaves a large family and a handsome estate.
