AUMANSAA APFAI3$. A Propesltion by the Bondholders to Lead Just the Indebtedness of the $tate. [(biogo Times.] Naw Yonx, Aug. 14.-The holders of Arkansas State bonds have been request ed to communicate with the Bank of the State of New York relative to a scheme for refunding the debt of the State, ag gregating $14,833,882. The plan for re funding issuomitted by John D Adams, of Little Rock, Ark., and J. E. Redfield, who are resiectively represented as act ing for the Governor of the State and for the bondholders. The plan is to re fund these bonds with new State bonds hasing thirty years to run at two per cent interest for the first year, three per cent for the second, four per cent for the third, and thereafter six per cent, the first semi-annual payment for cou pons 'to be made July 1, 1878. Adams and Redfield agree to negotiate with the State authorities to deliver the bonds to the bondholders without expense, and in the event of the negotiatibns not being completed by July 10, 1878 the agreement between the bondholders and them is to be declared void. These are the general features of the contract under which the bondholders are to deposit their bonds in trust with the Bank of the State of New York, taking a receipt for the same, the object being to secure the negotiations which amount to an offer to the State by the bondhold ers. Yesterday holders of $1,800,000 bonds had signed the contract. What action the State will take is unknown. It is reported that the Governor of Ar kansas will call a special session of the Legislature to authorize the issue of the new thirty-year bonds at six per cent, if the bondholders signify their willingness to make the exchange. The indebtedness to January 1, 1878, of the State of Arkansas aggregates $18,556, 118. Its resources are, assessed valua tion of property 1877, $tih,000,00j. from which, at a State tax of eight 1lllls, it is calculated that $342,000 can be re lied upon to meet the interest on the proposed compromise debt. LOUISIANA JUSTICE. [Natbhse Democrat.] Louisiana justice of the present day will doubtless adorn the funny columns of the law journals of a future time, and the colored Dogberrys will be em balmed as curiosities which the world does not produce more than once in a thousand years. An incident has been related to us by a member of the Con cordia parish bar, which, while it ex cited our risibles made us at the same time think it is time for some action to be taken to put a stop to such caricatures of judicial proceedings and ignorant arrogance. A case was being tried before Justice Jake Dorsey,I in which a lawyer was engaged on either side, one of them being white and the other that honest wiseacre, Bowles. After the case had proceeded for some time the sheriff of the parish, with the great key of the parish jail stuck conspicuously in his belt, came in and after soundly berating the two lawyers for making money out of the poor colored people of the parish, and giving them to understand that he was running things now in the parish, ordered proceedings in the case to be brought to a close. Bowles had the temerity to sug gest that the sheriff had not the consti tutional right to interfere in a trial in a court of justice. He was, however, ef fectually silenced by Young who point. ed to the huge key in his belt, and told him if he did not shut up his jaw that he would put him in jail. Proceedings were stopped in the case, and when Dorsey was asked why he permitted this contempt of his court, why he did not put Young in jail, he replied, "Who gwine to put him in jail? Ain't he de high sheriff? Ain't he got de key?" AMERICAN HEIRESSES IN DEMAND. A Paris correspondent of the New York Tribune says that now-a-days when a young man of the upper classes becomes of marriageable age, a sharp lookout is kept for an American heiress by the managing mamma. He says: It is no longer asked, as of yore, for English heiresses. I scarcely know for what reason, but the British female Is rather at a discount; and the enor mous demand is for American marriage able girls. A French mother walks into the salon of her friends, whose "day" it happens to be, and quietly, in a kind of half whisper, says to the mistress of the h use, "Do you know Madame So and-So? Shie knows all the American colony. Couldn't(she find me an Amer ican heiress ?" There is no disguise about the transaction; it is all very rela tively frank and open. The Khedive has four of his sons in his cabinet. He lacks confidence in brothers-in- law. Potatoes are so plenty in Kansas as to be hardly worth marketing.
