the labor question will out a big figure
in the elections and no doubt be foroed
upon ongress. The general govern
ment, he thinks, should exerolse a gen
eral supervision over the through traf
fil on railroads, somewhat analogous to
the Federal police power ovor navl
gable rivers. Blaine and Morton, he
thinks, are running a race to see which
will be the champion of "the solid
North." The P'reshlent's policy suits
him well enough, andi though the pres.
idential question will not hbe reopened,
It Is probable that the methods in which
Loulslana was carried for Hayes will be
investigated and put upon record.

thousand six hundred infantry, and four
.undred artillery. All of these cannot
be armed and equipped this year. Every
effort Is being made in that direction,

exertions two-thirds of these ,ommands
wIl be placed in a condition of
efloency ere the meeting of the Legls
lature."
