After the Boston fire, and in time prrselnce of the disastrous results that had attended it, molst of the surviving companies realized the nwl.slty of adopting paying rates. But when the business lame fairly roemunerative, owing to increased rates and the absenco of large conliagrations, thle greey demon of a rivalry devoid of reason, sprang into exist ence between the companies. T'he effect of lthis rivalry has been manifested In the reluc tiom of rates until a point has been reached, nearly forty per cent below that at which rates wore fixed prior to the Chicago fire. I'nless the undercutting systtonl which is now In operation be abandonosi, the existence of the companies who continue to practice it must necessarily hb of brief duration. What In Nald In a Philadelphia Paper About Alphabetical Jewett's Threats. rPhiladelphia Times. ] The threat made at Cincinnati by Jewett, the Secretary of the Louisiana Republican State Central Committee, that in crr;ain emergencies he would expose the manner in which Louisiana was carried by doctoring the returns of super visors, contains a good deal more than appears on the surtace, and some of the circumstances at least are known to several persons. After the election the supervisors of Eset and West Fe licians sent in their returns without protest, each ridiculing the idea of protecting on ac count of intimidation. The Democratic major ity in East Felicoana was 1743 votes, as cast in the regular boxes, and over 400 cast in other box ec by men deprived of registration owing to the alsenee of the supervisor. This br.ught the Demooratic majority no to some 2200. In West Feliolana it was about OJO. When It was found that Hayes' election depended on the State all the power ofthe Iepublican chiefs was brought to bear on tlese two supervisors, as the State could not by any means have been carried for Hayes unless their parishes were thrown out. The fact that there were no Republican votes cast in East Feliciana made a good case on its face for the Republicans. The supervisor of West Feliclans made a protest after the time re* quired by law. The supervisor of East Fecloiana made a general statement of affairs as they had been reported. He refused to swear to this report because it was mere hearsay, and he did not know that it was true. This was afterward changed to a regular intimidation protest, a jurat attached and the parish thrown out. Threats were made that if he exposed the cheat he would be imprisoned on trumped.up charges, and both of them were as sured by a member of the Republican visiting committee that they would be provided for, and a letter guaranteeing this given them. The clos ing chapter of this transaction is a curious one. The supervisor of West Felicians had possession of this letter. He was shot down in cold blood after the inauguration and the letter mysteriously disappeared. The supervisor of East Feliciana left the Mtate. Let Jewett speak, by all means.
