Local insurance matters quiet; no fires, no losses, and a very light business just now, but pleaty of hope for the future. * We have more than once referred to the a folly of musters and tournaments of fire de partments, and now we find the Argus of Chicago discoursing thus sensibly upon the same subject: " Underwriters ought to pro test vigorously and effectually against such folly. The most practical way would be to canoel policies in communities which suffer themselves to be denuded of their firemen.'" The manufacturers in this country of fire works have nearly suspended operations, ow ing to the passage and enforcement of ordi nanoes by town and city corporations pro hibiting the using of the various dangerous dorts, Much property and many valuable lives have been saved by the prohibition. OChronlcle. There are other lines of business which, through being improperly conducted, present more and greater dangers than evenithe most hazardous fireworks-to which let attention be given. Georgia has a law requiring all fire Insur Ioo companies doing business in that State to deposit $25,000 in the hands of the State Treasurer. Now let them require a similar deposit from all bankers and merchants hav ing creditors within her borders, and the speculative Georgian who desires to invest without the labor of investigating may go on in safety, perhaps. By the way, they might read the third section of the Indiana insurance law with some interest in this con nection. Indiana has a novel insurance law, which it would be well for all favoring high local tax ation to read and thoroughly ponder. It reads as follows: Section 8. When by the law of any other State any taxes, fines, penalties, licenses, fees, deposits of money or securities, or other obligations or prohibitions, are imposed upon insurance companies of this or other States or their agents, greater than are required by the laws of this State, then the same obliga tions and prohibitions of whatever kind shall in like manner for like purposes, be Imposed upon all insurance companies of such States and their agents. All insurance companies of other natlons under this section shall be held as of the State where they have elected to make their deposit and establish their prjp cipal agency in the United States. One of the features of the "co-operative" plan, as shown by the history of the Chicago 'Protection" swindle, is the facility for fraud in making "assessments" for deaths. Mem bers have no protection against being swin dled by "assessments" for pretended deaths which never occurred and deaths of persons who were never members, or who never had any existence. And this feature is absolutely inseparable from the plan, however modified. [Spectator. And the fact that present officers are all men of undoubted integrity does not change the matter one whit; they may not, in all probability will not, and if the organization meets its promises cannot be permanently its offioers; and you can by no means be sure of securing successors who are also of undoubted integrity. The arbitrary action of State insurance commissioners during the past twelve months toward companies coming within their jurisdiction, by which the business of those companies has been seriously damaged, and their very existence jeopardized, which action was doubtles stimulated by the recog nition of the bad odor which had arisen upon them by reason of tho utter failure of com panies which the said commissioners had in dorsed as perfectly solvent, has done more to call the attention of the insurance and the insuring public to the utter worthlessness of State supervision than anything else. In tended as a safeguard to the people against insolvent companies, or those which by cor rupt or incompetent Inalagement were fast proceeding toward insolvency, it has only succeeded in tolling them of their loss after that lobs had been incurred and the guilty -ticials had made good their escape, and in bolstering up tottering concerns while they plundered a few more victims. For these reasons, and for the further reason that State supervision of any business "is at variance with correct views of the true objects and purposes of government," let State insurance departments be at once and forever abolished. ------~~t--- P Pearl o apna. k for Boapnna and you will get the best soap.
