It figures out that there are 50,0(x) Mextcan votorans still loft in this coun try, all of whom are, of course, either old or mllddtlle-tl ment. If ai small pension, such as s grantted the veterans of the war of 1812, were given tile Mexican war veotrans, It does not think that one-half of tlhem would apply for It. Says the (burier-Jotrnal: "The men who would apply for the little pension," It says, "weglve oursuporannuated soldiers would he men who went out to Mex hto in their ytuth or in the prime of manhoxod to light the battles of their country, but who have Ioon carried through misfortune by the vicissitudes of the last thirty years to a point where even a little aid in recognltiou of their early services would be a great help to them. If there are twenty-five thousand such men, an al lowance of eight dollars per month would amount to $2,400,000 per year. But every year this amount would decrease, for every year would carry off a new detail of veterans to joIn their omrades who have passed away. No nation has ever maintained Its military supremacy and reputation that did not care for its veteran and disabled soldiers, and nothing Is better calculated to inspire patriot isn antd love of glory in the minds of young men than the spectacle of a nation paying honor and tribute to old men who in their youth fought our battles." The Criminal Sheriff has obtained an in junction against the city, prohibiting it from paving any of its officials until his bills for keeping prisoners are paid. Judge Smith, of the First District Police Court, has notitled the Mayor and Adminis trators that he will no longer pay over the lines collected in his oflice to the city, but will apply the same to the payment of the expenses of his court, for which the city has made no provisions for several months. And now comes the Jefferson and Pont chartrain Railroad Company with an injunc tion against the further use of their property for the drainage of a large and important area of the city. Here we have a complete stoppage and sur pression of the principal functions of the corporation; a stoppage from paying its officials; a stoppage of revenue, and a stop page of drainage. How a municipal corpo ration can be conducted under these re straints and with these obstructions, will pre sent one of the most pleasing queries ever encountered by administr tore. If Now Orloans th0 11o1. build this road, it willat b uilt oy ther italllst tho havose no intort whoi her no nerests , and whose seol object will r t) onake thld don vestment pay. would 11 skeh a history of the competition that waged for threo years t10 tween the thr'e groat railway intAerosts of tCio North, resulting in tho bankruptcy of all three and then told how It had boon comprio misen . This road would come in competi tion with the St. Louis riulls, and the holders of its stock, if actuatal by no other motive" than those of men who had no intlrests hero, would do as those corporations had done. They would DIVIDE TIlE TERRITOIRY, and compel, by discrimination in rates, the trade of certain localities tU go over certain roads, and prove the earningrs. There is but one way to avoid this and that is for NEW ORLEANS EIRCHIIANTS AND CAPITALISTH to build and control the road. They will have other commercial interests to subserve that will overbalance all competition. But they need not fear any successful rivalry. A loco motive can draw but flfteen loaded cars on the Iron Mountain and Missouri, Kansas and Texas roads, while on this road the same locomotive CAN DRAW SIXTY LOADED CARS for the whole distance, except 100 miles, and over this distance it can draw thirty-three cars. You will come in competition with these roads, but what would be ruinous rates to them, for this very reason, would be a handsome profit on this road, which reaches a market 400 miles nearer than St. Louis. This road can be built and equipped with 400 cars, forty engines and sixteen passenger coaches for $14 000 a mile: but estimating the cost at $20,000 and he would be ONE OF TEN MEN TO LEASE the road at 7 per cent a year at that cost for ninety-nine years, and he would make more money out of the speculation than any enterprise in this city pays. If New Orleans does not propose to do more trade than she is doing now, she has just 125,000 more peo ple than her commerce can support. Mr. Clark ended by SUBSCRIBING $2500 tothe road.
