An amendment. wa:s nmade by Mr. Tucker, which limited increaised recruiting to the cav alry arm of service, and in effect authorized reoruiting to 25,010 mn,. was revjited The auestion then recurred on the amend ment of Mr. Clymor. providing for the, reeruit nag of a force of fpur cavalry reginmints to their full numbers. and to be emphloyed on th1.4 Texas border, but limiting the fore to 2,o.o0 men. Upon this there was a contest. The yeas :and nays were demanded, and t ie ainendanent was adopted: yeas 1733, na s5 127. After the first roll call had Iben completed and when members who had not answerd arose to have their votes recoilrdei. Mr. Saylor, -of Ohio, stated that he was not within the tar when the last name on the roll was called. and he was asked ia Iltnanimous consent to vote. The rule is explicit that members shatll not be en titled to vote unlt.ss they are present during main roll call, and as the vote was sup losed to be very close, Mr. Conger objected to Mr. Savier voting. Mr. Knott raised the question whether the member could be depriv, d of his vote at any time prior to the annouaneu ment of the result. Nov. 12.-The Controller of Cur rency has declared a dividend of 15 per cent in favor of creditors of the Crescent City Na tional Bank of New Orleans. beilng in all 75 p'r cent. Also a dividendi of 16 per cent in favor of eretditors of the Loekhaven National Bank of Lockhaven, Pa., and First National Bank of Wichita. Kansas. The Controller also declared a dividend of 25 per cent in favor of creditors of the Minor National Bank of Geor.etown, Col.. payable as soon as necessary schedules can be prepared by receivers.
