CONTINENTAL COMMEROE. We publish to-day the memorial of the Chamlber of Commerce of New Orleans to the President and to Congress. It asks the aid of these departments with a double object. 1. That the treaty making power of the govern memt may review its commercial conventions with all Spanish America, with a view to breaking down the Chinese barrier to conm mercs stablishe i by the rigid and Intolerant rate of tariff imposed between the United States and certain of these powers, and socur ing such a reciprocal modifloation of these duties as will favor commercial intercourse among the continentnal States. 2. That the national legislature shall co operate in this object by granting an appro priation adequate to the establlshment and maintenance of two lines of bl-monthly postal steamers, one to connect New Orleans with the ports of Rio de Janioro, and the other to connect New Orleans with the port of Aspin wall on the Isthmus of Panama, upon such schedules of time and station as to each as Congress may prescribe. Congress shall also consent to such special reduction and adjust moent of our revenue tariff as will give effect to any convention of reciprocity negotiated by the treaty making department of the na tional government. We regard this movement as of Infinite importance. Not only has the trade between the upper and interior West and the nations of Europe been taken across its natural highway, and from its natural outlet at New Orloans, but the trade In provisions and tropical goods to which the Western, and even the Southwestern, people are entitled, has been diverted from the most direct and eouonomical route by rail and river, and com pelled to pursue the Atlantic coast route to New York, and the railroads and canals of the Eastern States to Its Western destina tion. In like manner Western provisions are compelled to pursue the same Indirect and expensive course to reach their tropical mar ket. In the Injust and unequal monopoly of the European and the Continental trade by the Eastern cities, Now Orleans not only loses her just participation in this trade, but the West loses that employment for her steam boats, barges and railroads to which she is undoubtedly entitled. It is unneceessary that we should recapitu late the facts or arguments employed by the memorial, but we may remind our represent atives In Congress that the only undevelop ed fld1 of national commerce is to be found In the thirty millions of people and the live or six hundred millions of commerce lying on this continent and adjacent Islands. The immense surplus production of the United States demands more market. The West requires a cheap and direct way and outlet to this trade, which is best to be found by way of the Misalsissippi Vallry and the outlet port of Now Orleans. Our representatives in the Senate and House will perceive the advantages of our position and will not fail to favor an international policy which will trace its path to empire past our doors, and unite insepara bly the interests of all the States and Terri tories along and adjacent to the great route of water and of rail, which connects the Gulf of Mexico with the Lakes of Michigan and Superior. We have no hesitation In express ing the opinion that the President could not do an act more favorable to his plan of sec tional pacification than to assure the great productive interests and the carriers of the West and South access to a continental mar ket destined to rival the Indies, and especial ly to furnish the means to conduct that com merce and its corresponuencoe by one line of postal steamers between New Orleans and Rio, and another between Now Orleans and the Isthmus of Panama. DIED, On the morning of December 2, 1877, at the 1 residence of his friend and former partner, 2 Dr. W. E. Brickell of this city, Dr. Le Grand G(. Capers, of Vicksburg, Miss. This most worthy gentleman and respecta ble oitizse had sought refuge in Now Ot loans from the cares and fatigues of professional labor in the hope of recuperation, but it was ordered otherwise, and after a few weeks of I groat suffering he sank to his last rest. 2 Dr. Capers was a native of South Carolina and came of a line of people of whom the late Bishop Capers of the Methodist Episcopal Church was a shining exemplar. He was an educated and most excellent phesician and sur geon, a high toned and punctilious gentleman, a sterling patriot-as exemplified throughout the late war-a firm and trustworthy friend, and a devoted husband and father. Not only households suffer when such men die; he is a great loss to the community In which he lived. May Heaven protect and defend those whom he loved and who were so dependent on his exertions. D.
