Congress will act promptly, and the suspense in which these affairs have so long been held will soon terminate one way or the other. There i no doubt that the behavior of nour ,.amaeona since his arrival here has done much to elevate the Dira administration in the esti tmation of Congress; and the cour'age and frankness with which the Mexican Ambassador courts inquiry and seeks a hearing have ntitlie put the trilling and pettlfogging of Evarts to, the blush. The enate at l:30 p, m. resumed considera tion of the resolution of Mr. Matthews. declar ing the right of the government to pay honds i n silver, and Mr. Kernan, of New York. spoke in opDosItion thereto. Mr. Kernan opposed the resolution, an aid that Congress had said that the bonds asuld be paid In coin, and it meant the toin which was at that time the legal tender of the country. To attempt to pay it now in a difflhrnt material would be bad faith. He said the government Ia- Ih. not ooined sliver dollars enough to pay the bt, and if they should, and the people had to take silver for their bonds, they would have to take it away in earls. He said ell'or was never practically used for large payments, and in fif teen years the government had coined only .ao.sO, silver dollars. Mr. Thurman said that could not be so. Mr. RKernan replied that he took it from the g mint reports. Mr. Thu man was about to read the number of half dollars and quarters. wihen Mr. Kernan, interrupting. said that he said and meant silver dollars. Mr. Beck said there were sixteen million trade dollars alone. I Mr. Kerman said they were not money: they were only tokens that Congress providdtl for the trade betwteen the United States and China: they were not a legal tender. He said he meant the dollar of the fathers and only eight tnillionll of those had ever been coined. That was an honest dollar: but the resolution now before them provided for the payment of the bonds in dollars of 412 . grains. The government eloot ed, in 173., what it would par its bonds in, and it elected to pay in gold, and not in silver. Now. when you can make a coin of 8 per cent less value than gold. and can save that mu,-h by paying your bonds in it you want to pass a resolution to make it lawful for you to do so. Is that fair ? The holders of the bonds have a right to say that such a course would not be honest? Will it be right to pay the bonds issued since 1873 in silver? People who have come here since 1573 and have purchased our bonds when we were telling the world that gold coin was our only legal tender, will not consider it honest or just to be comielled to accept their pay in silver coin. a dollar of which consists of only 412.i grains.
