cmmereial and FPinsaucial Matters. The reeoopts of ootton yesterday by the Jauk son lallroad rolled up 7004 bales. which is no .tceably large. .. -. The Western papers are ringing their over lasting Ohange. upon the silver bill arid the •' dollar of our daddies." and eonselurntl y have `little else, editorially, upon flnanr'ial and oom erlti"al matters. Nor the season of navigation just .loRsd there have been shipped from IuiTflo nonrly ,o000,o00 bushels of grain (4,.42risWs) and s 12a.1. - 0oo by rail (11i,95,111). Thu oharao on this mass of grain for elevating and trimming in .lffalo has been 1I cent per hushel, or neorly a million of dollars. As to our home flannanl's, the bunks of this 4lty are rptrese, ntlli as havini in their viiilti .a plentiful supply of fulnds ,mnd r.r ready to leet the demandr for dlsorunts, whli' are only moderato. Thu Cleannrlng-Hous returns lest week and thus far this week show a fair amount ot movement. .. Capt. Eads amd Col. Andrws,. we understand, left last evening for Washlngton to get their addltional half a miillion dollars. The GOrman budget for isis shows a ldo.nit of it9,0(is,00, which the, States of th't ftdernijon will be compelled to make good. The nmplro is by no means an inexpenslve fflair, and a is'w an nual defoiits of this magnitulde may weaken the affeotion of somni of the Htatls whlich do not ed mire Prussia nor sympathiz, with t.he ambition of her relgning house. Tolodo has a smart bankr,. who has awlfn. and they had a cow whilh was going to have a calf. It wasareod thIt if the calf proved ab helfer it should be the witn's property. The Cinoinnatt I'rie I cr.,curret estimates the total packing at the six principal points in the Westsinoe November I at A1.49.on(l hogs. against 1,5Il,000 for same time last year. The Regrulation of Rallroads. A bill has just beeon introduced into, the United states House of Rltpresontativos by Mr. Town send, of Illinois, to regulate eommrot Iby rail road among the several Staten. It pr)opos4e's to ,require railroads to receive and transport freight oears of othrr companies without charg lag any greater rate than is charged whets, the oars are the property of 1th road over which they pase. It prescribes as a ptnnllty for any violation of this provision a forfolture of three times the amount of damages sustained by the aggrieved patties to in paid to thi latter. A New Telegraph Line to Port Iads. F We have been shown a petition signed by many of our most reputable and prominent merchants, ship masters and ship brokers, and addressed to the Western Union Telegraph Company, to extend its lines to the passes. In this is recited the fact that there are now two linen in existence extending in that directi,"n; p but that they are owned by and exclusively used I in the interests of two towboat com panics, which T often necessarily clash with those of the ship masters, consignees and Other interested of parties in this city. The signers assure the w West Union Company of their patronageand In- p fluence in ease of this extension of their lines. The great steamboat It. E. Lee came in last A evening with an unusually large cargo, amount ing to 6070 bales of cotton and 26a5 sacks of cot ton seed. New York Trade Returns for November. The trade returns of New York for November show a" moderate sum over e the figures of November. 1.74. The total entries of specie and merchandise were $24,958,620. This is not far behind the highest November imports ever made. those of I t170, when the total was $28,117,237. The imports I at New York for eleven months in 1577 were $008,812,872; in 1870. $273.432.775; in t175.$:19,395, 246; in 1872. $4nS0,cHs.181. The customs returns show that merchandise paying the higher rates I had not come in as freely as formerly, and that the ratio is constantly deoreasing. The receipts ofsoustoms in eleven months of 1877 wore s.(t, 2. 132 68; in 1876. !89,840,071 ; and in 1875, S100o.039Ois. In eleven months the exports of 1877. including specie, were i296.73s.:I,; of 1876. $2(1j.58.471. and of 1875. $298,081. se0. As New York imports are about two-thirds of all the goods landed in the country, and sends out about forty-five per cent of all the exports, it follows from the above figures that the "balance of trade" in favor of this country for the past eleven months of 1877 must be about $*100.00,ooo. The Sugar Selzure Case. We have already made mention of the solzure. at Baltimore, of two cargoes of Domarara sugars suspected of having ben artificially col ored to evade the revenue laws. The adjudica tion of these oases will involve an immense amount of red tapeism, and consume much time before a decision is arrived at. The Balti more papers state that the first stop in the in vestigation will be the appointment of commis slons to take testimony. The commis-vons will visit Demarara. and probably other places, and the taking of evidence will be necessarily very much protracted. Pending the final adjudica tion, however, it is learned that the importers can release the sugars by giving the usual hbond required in such eases, which bond will, of course, be subject to the decision when it shall be reached. Distinguished counsel have been employed by William H. Perot, and Tate. Mul ler & Co., the owners of the cargoes seized, and the cases will be ably defended, It strikes us that it would be a much more simple and expeditious method to have a clhm ical analysis of!these sugars slade at Baltimore. which would inevitably bring out the true character of the sugars; and that it is palpably unneoessary to adopt the roundabout course of sending to Demarara to obtain a solution. We, in Louisiana. are most particularly interested in this subject, for the Demarara sugars are, as we have said before, about the only on's im ported into this country, which, from their grade and quality, can come in competition with the fine sugars of Louisiana. GENERAL REMARKS.-The market gene rally yesterday was dull, though there was a good hbuiness done in our leading staple. The reports from New York and Liverpool were unfavorable, as we noticed in our evening edition ; but, notwithstanding this, there was. a good business done and sales summed up 9700 bales. showing a decline of eic on lower grades. The returns from all the cotton ports show large receipts and a heavy gain. In sugar the market closed steady and firmer. with receipts amounting to 1477 hhds; sales. 1267 hhds. Molasses was active and slightly steadier. Receipts, 5451 bbls; sales, 3787 bbls. The sales of flour footed up 2000 barrels, of which 1400 were taken by two buyers, something unusual in these dull times in this article of trade. The market is quiet and easy, and the demand is only for local trade. The supply of pork continues moderate: our receivers are awaiting further developments in the West, some thinking that the porcine pro duct has not yet touched bottom prices. The demand here is light, the usual consumers of pork having evidently transferred their affec tions to poultry, game and other articles.
