[Aasumption Pioneer.] The "old man of the s.a" is again wperched on our shoulders for six ysairs to e'oeli, and how we are to rid ourselv\'es of this miisr'pr'e aentative Is the qumistion. With all his sa gacity and cunning, it is ha-rely possiblel that the Invoetigating conimittti's of our LegIslat ture may tind solme "uncover'd tr.! ck" throguh which justice may attain its .inds, andythe State of Louisiana e lproperly repre sented in the Senate of thi Uti t.Lid States. It Is difficult, even now, with all of our pre vious experience of Radical pliancy of con science to con.eove how pairtisatnshtl should be carried so far to maintain a short livld su premacy in the Senate. "Drowning men catch at straws," and the Radicals are will ing to prolong their control over the sena torial patronage for a twelve-month by giv ing their countenance and support to this creature of the infamous Returning Board. sargent's Chinese Bill. IN. Y. Tribune.o WASHIrNTON, Dec. 11.--Senator Sargent's bill to restrict the immigration of Chinese to the United States forbids the inaster of any vessel owned in whole or in part by a citizen of the United States, or by a citizen of any foreign country, to take on board at any Chi nese or other port more than ten (hinese pas sengers, male or female, with the intent of bringing them to the U1nited States. It makes the violation of this, should it become a law, a misdemeanor, punishable by a line of one hundred dollars and imprisonment not ex ceeding six months, for every passenger ex ceeding ten. The bill also requires the mas ter of any vessel arriving in the United States from a foreign country to report to.he col lector of the district in which the vesEl shall arrive, a separate list of all Chinese passen gers taken on board the vessel at any foreign port, and of all such passengers on board at the time of arrival. This list is to be sworn to by the master in the same manner as directed by law in regard to the manifest of the cargo. An additional section provides that informers shall be entitled to one-half of any penalty or fine collected under the pro visions of the act upon their information. The Way To Treat Hayes. [Charleston Journal of Commerce.l If the report which comes from Washing ton conerning the appointment of Corbin as United States District Attorney be true, then has Mr. Hayes wiped out any little sentiment of gratitude which might have been kindled In the hearts of the people of South Carolina.
