Scott opened nommunication with him and sought to pin him down to speltfic agreement upon points material to the practical operation of the plan which he had proposed. These points ere that Huntngton should join -re influences he con rolled to those friendly to Scott in common advocacy of a measure affecting right of way and land grant, which shoull prescribe rigid terms for the ful lment of pledges to buildt and strict regula tions for the joint operation of the road after It completion. Under a law depriving the Oentrai Pacifle of power to operate their end of the road, in the arbitrary and tyrannical man Aer characteristic of the operation of the old ine from Sacramento to Ogden, Scott was Willing to accept the same conditions for his end o the new road. and would have under taken to build to the junction with his own re nsources. But this proposition was regularly evaded by Huntington upon various pleas, the chief of which was that, under such an arrangement, Scott would enjoy unequal vantages in view of the greater ease of constructing the eastern half of the road the nuperiority in value of its land grant and tie larer volume of purely local business which it woiuldcommand. I happened to be familiar with =situation at that timre and was in a position to know pretty thoroughly all that was going m, from original sources of information. I was not specially nterested in the fortunes of either party. andi ha no object in the premises egoept such as might have been based upon what I regarded as considerations of general moment to the people of the Southwest and the constituency of the DEMOCRAT. Col. Scott gave sme no more of his confidence than he gave to every man who came to him for information or ,onsultation, animated by an interest In the de velopment of the Southwest. I labored under no prejudice against Mr. Huntington either, but watched his operations and heard or read his stterances on the subject with tile slingle pur osie of judging according to the logic of plain and unmistakable evidences. Under these clrcumstances I reached the con elusion, which I venture to say will be borne out disastrously to the interests of our section, that Mr. Huntington's sole purpose was to hold gut inducements enouch to secure the defeat of bott's programme and then quietly recede from all his pretensions, leaving the Southlwest where It is-without any thoroughfare at all. The arguments offered in the quoted extract are seductive. but, if followed, they will prove delusive. It is not Improbable that THE TEXAS PACIFIC BILL WILL BE BEATEN; or if nt beaten, so emasculated as to render it avalid for practical purposes. But if it is, the southwest will not be long in ascertaining the correctness of my estimate of Mr. Huntington's 3 do not know whether Col. Scott still holds open his offer of last winter for a definite ar rangement with Mr. Huntington to redu'e to afe termsof law the airy propositions of tile Itter; but I presnme he does., and 1 venture to myt that a renewal of that offer this winter will Mr. Huntington uuite as shy of speciflca Uons,and quite as profuse in glittering general itle, as he was last session.
