Whereas. it is provided by act No. a. of the
General Assembly of this State. entitled "An act
to provide for a convention to frame a new con
titution of the State of Louisiana, and maklng
an appropriation to pay the expenses of the
same," approved January as. isis. that an eleo
tion of delegates to meet in convenUton to frame
anew oonstitution of the B!ate. shall be htil on
TUFSDAY. the eighteenth day of March. A. D.
1879. and It is made the duty of the Governor.
Immediately after the passage of sald act, to
Issue his proclamation for the election of dele
gates to be chosen to such convention, to be
apportioned as the members of the General
Assembly of the State are Low apportioned by
law. as follows, to wit:

and direct all sherlfT. commissioners of ehIc
tion. and other offimcrs therein concerned, to
hold said election on the day aforesaid, at the
pla'es do.ignated by the local authrritlies there
of, and to cause the same to be conducted ant
the returns thereof to be made in the manner
and within the time prescribed by law.

Plans, profiles and specifications of the abovn
works are now ready for inspection at the State
Proposals shall be addressed to the under
signed, and acti one indorsed for the par
ticular levee on which the hid is made.
The sealed proposals must contain a deposit,
in cash or a certifled check, amounting to one
cent for each yard of the estimated contents up
to 10,000 yards. and a quarter of one cent for
every additional yard. to be forfeited to the
State in case of the failure of the contractor or
bondsmon to qualify within forty-eight hours
after adjudication, or else the proposed bonds
men must indorse on the bid their willingness
to qualify, and thnt they are worth. over and
above their liabilities, an amount exceding
one-third the cost of the work. In either (ase
the bond must he completed within forty-eight
