None of these just, - equitable and merciful purposes comne t within the purview of the covuention. rIts sole province Is to devise new (11md effect ive methods of exlortlon and confiscation to enforce the live and a half mills tax. It has t nothing to do with the taxpayers or with a measures for their relief.
