A very interesting and ihl.hly important case was decided by Judge billitgs ito the United States District Court Friday. Cineinnatti Enquirer: The projeet of a lightning packet for the Cml cnneati and New Orleana trade is still under is lr , I aa, the hnventor oe f tme oom bnod hgh and low pressure steam engine, was in town or a few hours, but left last evenitg for the new steamer Natchez, now building at the Marine hallway. From reliable letters (that we have had permission to read) from parties using his condensers, there eat be no doubt of the suceoss of his improvement. It is dilly proving its economy and strength on many of our river boats and has been in use for years. Capt. T. P. Leathers was the first to introduce it on his boat, and has continu, d to use it. and so have all others who have put it on their boats. The above boats speak plainly for its recom mendation. Parties are figuring on a new side-wheel steamer for the New Orl-ans trade,. to be built after the model of the A A Donnally. LOUIsvILLI.- Capt.S. . Pari-ot, of the famous Vicksburg and Yazoo river "P" line. contract ed on Saturday with the Howardas or a 500o bale steamboat. She will have a full, fine cabin. aid be a No. 1 steamboat in every particular. The river is now lower tnan at any time since the C. B. Churr h sunk, and Capt. Dugan has bulkheaded the deck off, and expects to raise the boat in a few days. ST. Louis.--The New Orleans An-bor Line stamers are also being supollej. with Lamp's refrigerating boxes. The Jas. Howard took South the first. Memphis Avalanche: Capt. Parker. pilot of the Florence Meyer. which steamer was caught at Dardenelle by low water, some weeks ago. came over on the Hat tie Nowland, standing a watch at the wheel with Billy Haines; he returns Saturday on the Katie Hooper. The Meyer has now 1500 bales of cotton on board and has engagements for about l00o bales, and will go out as soon as the water will permit, and will take her cargo to New Orleans. Capt. Parker informs us that she will return to the Arkansas river for a load of cotton that she has now engaged to take to Cin cinnati. [innati. Special to the Democrat.] ST. Louis. Halliday for New Orleans. John Dippold and barges for New Orleans. i'the Halllday was drawing 0 feet Irge and has 600 tons between here and Cairo. A coroparative statement of seaegoing veseels In the port of Few Orleans, made up to April I5, 1879, shows that there were 50 steamships, 91 ships, 9 barks, 4 brigs and 19 schooners. At the same date last year there were 19 steamships, 94 ships, 43 barks, 7 bIlgs and 11 schooners. The Aus bark Norea. Sutters, from New Orleans for Gibrala , Is a total wreck at Jupiter Inlet. Crew at Jaokson il le. Tonnage at Pensacola is scarce and in demand. On the 14th of April fifty cargoes of timber and lumber were three awaitit g shipment for Luban and European ports. The Swedish bark Nordmaling, from Galveston for Liverpool. was wterked March 29 on Sandy Cay, B hams. He, cargo, oonsisting of 1190 balm c.Stoml, was saved, taken to Nassau, and placed in charge of the Swedish Consul. The srhooner Annie Chase, Gibson, of and from iSew Orleans for Tampico. put into Sabine Pass April 4 in distress, leaking badly, baving had four feet of water in her h Id. Its purpose is to second and supplement, the w,rk of tle Board of Heablh and the city authorities, in put ing our city at once in ae good a sanitary conditilln as po-sible, and in keeping it so and steadily improve it. To this end it asks the earnest and intelligent co-operation of every citlz-n, rich and Door, who has an interest or pr ide in Now Orleans. or any regard or love for the prosperity of tuis city. For any effective cleaning up and keeping clea n of the city a considerable sum of money will be requi, ed in addition to the very small sum appropriated to that work by the ci y bult get, for wtlich limited atrproorlation the De partment of improvements, nor any other de partmet t are not to be tlnmed. The money we ask you to contribute for our work will return, however, at once to the labor ingclasses of our peotle by giving employ meat to many men in enforced idleness. It will do good in both ways and still remain at horne. C0,mmittees are now engaged in soliciting contributions to the treasury of our association from the business men and institutions of our city. But such canvassing must of necebtsty be partial, and we appeal at once to every citiz n to contribute according to his ability, and with out waiting to be asked. It must be understood that the association is purely voluntary. It can expend only what is given it. It can impose no tax and make no loan. We need not argue that it is better to spend money to. prevent sickness, than to cure it. A dollar now judiciously spent may save a hundred here after. It is noble and humane to contribute, as our people did last summer, their thousands to nurseand car e for the indigent sick. It is no less noble and humane and far wiser to contri bute their tens and hundreds now to prevent such sickness and misery again. We believe our people are awake to the cou,mon sense viewof thisquestion. Fellow-citizens. the for tune and future of our city are in the balance. The dullest cannot fail to see this, "God helps those who help themselves." Even the Almigh ty cannot help those who will not help them elves. To the patriotism, the benevolence, the intel ligence and self-interest ot our people we ap peal. The eyes of the country are upon us at thismoment. Let us res-lve the:t no effort of ours shall be lacking. Let the rich give largely, Let the poor man send his mite. Let the ladis not forget this work: there are none more interested than they. 1No contribu tion will be refused on account of its small neas; all will be acknowledged promptly as de dired. We do not doubt that the reople of New Or leans will chow thrnmselves in this undertaking worthy of their name and record. The only re ward desired by those who founded thi asso elation. and will for the present direct its efforts, is the' approba'ion of their own conscience and the earnest hope that when their work is com pleted it can be said of them: "Well done, good and faih hful servants."
