The feeling of antagonism whioh hat for a long, tlmo existod in downtown shipping circles against the organization known as tho Seamen's Boardlng.Houso Keepers' Be nevolent Association, has lately taken tho form of open hostility, nnd it Is reported that n combined effort is going to bo made very soon to overcome Its tyranny and, if posii ble, to crush it out of existence. This Association, ai was related In The Etenino Wonm not lone ago, is composed of tho keepers of sailors' boarding-houses, and includes in Its membership nearly all the proprietors of such resorts in tho city. It has a charter from the State which was obtained under tho law providing for tho in corporation of benevolent and missionary societies, bnt it is cloimod that thero is nothing in tho work of tho society or its objects which entitles it to be regarded as either the one or the other. Tho charter, howevor. has tho effect of binding the members together in a close organization and enables them, by concerted action and by tho Imposition of heavy Ones upon members who violate its orders, to ox eroise a degree of tyranny in tho shipping business which those who are unacquainted with tho facts would never suspect. Although the shipping masters, owners of Tessels, shippers, agonts, and even tho United States authorities, aro all down on the Asso ciation, It exerts such a terrorizing influenco that thov aro all afraid to opposo if, knowing that if they do It can mako things very dis. ngroeablo for them by delaying the clearing ot vessels and preventing captains from se curing crews, and the like, and they all havo submitted to its dictation and impositions as tho easiest way out of the difficulty. All sorts of boarding-houso keepers aro member of this Association, from thoko who are known to keop respectablo placos (who aro in a decided minority, it appears) down to the proprietors of the lowest and most dis. reputable dives to be found in the city, whoro sailors havo the attractions of plenty of rum and women of ill-repute placed before them to induco them to spend money. The result is that to far as the sailor him self is concerned in nine cases out of ten he is sent to sea burdenedwith debts contracted during his stay in port, und ho 1b frequently unable to work them off during the whole voyago for which ho ships. They also practise a system of swindling upon the sailors by inducing thorn to go usuoro whon they arrive m port, which, under our laws, is equivalent to a desertion, and tho sailor forfeits any wages due him from tho captain. This is dono very often, by British cap tains especially, and in most coses the cap. tain, who is in with boarding-house kooDers, is very willing that this trick should bo prac tised, and both sides aro thus benefited, tho boarding-house keepors getting boarders and the cnptaiu tho wages of the men. To be sure he has to thip another crew, but this expense, which goes to the boardiug house keepers, still leavca him with a good profit, especially if ho remains any length of time in port. Sailors aro thus secured by means of run. ners, who are employed by the boarding, house keepers, and who get so much a man for every capture they make. The sailors aro ignorant of the law and aro very easily entrapped, and when one or two start ashore tho rest follow like a drove of sheep. In disposing of sailors who lodgo at theso boarding-houses, the proprietors employ a set of men known as "jackals," or on door agents, who go to the captains intending to sail and make a contruct to get him a crow. He pays the jackal from &2 to 93 a man, al though this is directly against tho law of tho United States, and in turn has to whack up with tho boarding-houso keeper who employs him. Sometimes a ' jackal " gets into bad odor with the Association, and then he is boy. cotted, and if the Association finds that any captain is employing him to get a crew they will forbid all members, under a heavy pen alty, to ship their boarders on the same vessel. A heavy penalty is provided by tho United States statutes for receiving advances from captains, on the shipping of a sailor, for dents contracted by the latter, yot this is done right along, ana, as already described, a sailor is placed under every temptation to spend money and contract debts by many of the boarding-houso inaBtcrs. Of course the sailor knows nothing of this until ho gots to sea, or when he tries to col. lect his wages when thev fall due, and as ho is the only one who has a right to mako a complaint the boarding-house harpies aro perfectly safe in violating tho law. They get an order from the captain on tho owners or agents of the vessel for the amount, and it is presented for psyment as soon as tho ship has sailed, Tho owners do not make any kiok.as a gen eral rule, for they know it is in tho power of the Association to make things very uupleas. ant for them if they refuse. In this way tho shipping laws are violated every day right under tho eyes of tho Com missioner and his subordinates, who are up. pointed and paid by the Government to soe that the laws ore- properly enforced. It is on this account that tho shippers and merchants are now getting ready to Kick over the traces, and, with organized action, those who are going into the movement think that they can break the power of the Association which has tyrannized over them so long. The first thing to be done, they think, is to havo tho charter of the Association, which holds theso landsharks together, deolsred void. This they propose to do by showing that it has violated its chartor in many ways.
