To the Editor of the Tribune: In your paper of this morning a piece appeared wader the head of " Reform in the Navy," which is calculated to prejudice tbe mind of the Public against this most important arm of our National Defence. It was most evidently written by a per? son who knew nothing of the subject, for he pro? posed that u Midshipmen shall hereafter be made from the Apprentice^.*' If that, was tbe case, we would indeed have a fine Navy, one of which we could boast?our officers composed of the very tiregs of the country, and our Navy a disgrace to America. He also state* : " The officer Srst steps on board a National vessel a Midshipman, bearing a war jant from the Government?a warrant for tyranny *ver, and abuse of tbe helpless slaves of this atro? cious system." Is this correct ? Is our Secre? tary a tyrant, that he gives a warrant for the ex? ercise of undue authority ? No, sir, it is far from being correct: no such warrant is given; no such power is allowed to be exercised; and hy such an assertion our " Naval Commanders" (those who have fought and bled for the welfare of their coun? try ) are declared tyrants. Who is there that can accuse Decatur, Bain bridge or Perry of having been tyrants ? Was it tyranny to humble proud England ? Was it tyranny to soar our glorious stars and stripes above her bloody cross? If it was, God grant that such tyranny may ever last in this country, and may tbe Navy of America be able to boast another Decatur, another Bainbridge, and another Perry, to bear her banner in triumph o'er the deep. The article complained of above was our own, and no one else is responsible for it; but it was based on the experience and narrations and forti fced by the judgement of several who have served m the Navy?both as gentlemen and whipping posts. We see very little in this article that needs an? swering. The same objections were made in France to the selection of officers from the ranks of the Army; yet when had France better armies than those forced under the Republican rule, when merit wns the only requisite to rank and promo? tion ? If our Naval Apprentices are now " the dreg! of the Country," that a fiords the best rea iud in the world for changing a system which fills the Navy with ' dregs.' Was it with ' the dregs of the Country' that Perry and Bain bridge won their victories? Never believe it! But let the beating of sailors be stopped, and the monopoly ol promotion abolished, and our Sailors and Naval Apprentices would no longer be " the dregs of the Country." If 'Constant Reader' cannot understand thut v/e oppose an abominable system without accusing itny men, particularly, wo waste words in talking with him. The Colonization Society.?The Intelligen? cer states that the American Colonization Society held its annual meeting in the Hall of the House of Representatives at Washington on the evening of the 18th inst. which was attended by a great num? ber of distinguished men. Rev. James Laurie, D. D., one of the Vice Presidents, presided, and Mr. Gurley, the Secretary of the Society, pre? sented the Fxecutive Report. Among those who took part in the proceedings of tho meeting, we observe the names of Senator Miller of N. .1., Senator Morehoad ofKy., Hon. J. R. Underwood of Ky., Wise of Va., Mason of Ohio, Mr. Pen son, Solicitor of the Treasury, and others. On motion of Rev. Mr. McLain, the Society pledged itself to raise nt least $40,000 the present year for great ?inject?, which it is urgently important should be uttained, such as the purchase of addi? tional territory, the opening a road to the forest* in the rear of the Colony, the removal of sundry emigrants whoso elaim? to the interposition and aid of the Society it is well nigh impossible to re? sist, and for various other purposes. Blackwell's Island.?Joseph Keene, Esq.. the very popular superintendent of Blackwell'* Island, deserves great praise for his benevolent el torrs in behalf of the unfortunate inmates of that establishment. On Tuesday last he made arrange? ments for that devoted Washingtonian, the Rev. Mr. Balch, who delivered a very able und affecting address, which was crowned with very sigiml suc? cess. Mr. Keene himself, with a number of hi;, assistants, with about U00 of the prisoners, signed the Washingtonian pledge, and on Wednesday evening another meeting was held, which was ably and feelingly addressed by Mr. K. Dowries Con nery, of the Prospect, und Mr. William F.dtnonds, of the Marshall, when about 100 of tho prisoners came forward and signed the pledge. May it not be hoped that the result of these meetings may long be felt in the happy experience of all the par? ses concerned. [Washingtonian Organ. Heaven prosper their undertaking! Extraordinary Memory.?The memory of Dr. Leyden was most tenacious, and he some tiaiea loaded it with lumber. When he was at Mysore, an argument occurred upon a point oi Knglish history; it was agreed to refer it to Lev den, and, to the astonishment of all parties, he re? peated verbatim th? whole of an act of Parliament in the teign of James relative to Ireland, which decided the point in dispute. Martin Chuzzlewit,' appeared the last day of the year, and ha.-* excited a good deal of interest. The opening chapter, desultory and general, is rather weak ; but the two chapters which follow contain some vigorous writing, more condensed and epi? grammatic than the author's usual style. The he? ro of the piece, an old misanthiopic invalid, has adopted an orphan child, a stranger, in the person ftf a young lady about seventeen, his constant com? panion, to whom he pays a handsome annual allow? ance, on the understanding, according to Martin's statement, " That no term of affectionate cajolery shall ever be adopted by either to the other, but that the shall always call me by my Christian name, and I by hers. Sne is bound to me by ties of in? terest ; and losing by my death, and having no ex? pectation disappointed, will mourn it, perhaps; but for that I care not." The old man, it ought to be premised, being rich,1 and disgusted with the fawning and servility of friends and relatives, who used him for bis wealth, has taken a solemn oath never to leave her sixpence when he dies. In striking contrast with the inflexible sternness and eccentricity of Martin Chuzzlewit, ?lands the character of Pecksniff", an oily hypocrite, who doles out aphorisms and mor? sels of philosophy?the worthy parent of two fright? ful beauties, whom he styles ' Mercy and Charity.' He belongs to tb** Squeers genus, inasmuch as he calls himself " architect and surveyor," though, of his architectural doings, nothing was clearly known, "except that he had never designed or btiilt any thing," bat like his prototype, the York? shire school-master, almost, if not entirely, con? fined himself to the reception of pupils in his house. " His genius lay in ensnaring parents and guardians, and pocketing the premiums." The other characters introduced are.?the land? lady of the Blue Dragon, near Salisbury, (at whose house Chuzzlewit and the young lady, who nre tra? velling, stop, the old man having been seized with illness on the road ;) a smart young fellow, named Weslock, of one Pecksniff's articled pupils, who " had been taken in and done for; an insipid, go?d meaning creature named Pinch, who lives with, and acts as clerk to Pecksniff; and the beauties "Charity and Mercy,'' already mentioned. As far as a judgement can be formed of the first number? which, by the way, is like judging a house by a sin? gle brick?the present work promises to be equal, if not superior, to any thing the author has yet pro? duced. There are detached portions of it which for power and graphic effect will bear u compari? son with any thing he has ever written. Master Humphrey's Clock damaged the literary reputa? tion of Boz; Martin Chazzlewit seems likely to raise it.
