There is an immense crowd of visitors here at j this time ; moro, it is thought, than at any fann? er period. It is about seventeen yours since I visited these Springs. Then the surrounding country was a dreary waste of sand and scraggy pines. " Even the neighborhood of the far-famed i Congress Spring was in every aspect of the case, | (except its salutary waters,) forbidding in the ex- j treme, presenting no other variety than a quag- j mire surrounded by sterile sand hills. Ballston was then thought and spoken of au?l resorted to , b\- visitors as the most fashionable place of resort, j But what a change lias taken place 1 Ballston and its Springs have gone into oblivion, and dur mv stay li<"r<' 1 ?,uvc ,lot hoard the place spoken ofbyasingle individual .Saratoga is in every' one"? mouth, and its many fountains of health are i literally running down every one's throat. The Conrrircss Sjiring is crowded every morning by vTsiters, and a number of boys kept busily em? ployed dipping up the delightful water. Yester- j day morning the crowd was so great that it was ? with difficulty approached, and as I saw no chance ? for a modest man, I had to content myself with \ a draught from the tonic water.-- of the Columbia Spring hard bv Among the visitors here are Col. Webb, of the Regular Army, and Col. Stone, (1 presume of the militia:) Mr. Van Buren, the ex-President ; Mr. Granger, the ex-Postmaster (.?inora! ; John A. Oliver, Esq. the ex-Comptroller General; Mr. i Porter, son of the Governor of Pennsylvana, and '? the present Sheriff of Philadelphia. There are many other distinguished personages, clerical and lay, whose names I will not undertake to give. ? Pr?sident VVayland has left his better half here as a hostage to ensure his safe return while he has ! gone to Hamilton College, doubtless to perform somepood work. I wits about to mention among the list of visi- ' (ere the name of John G. Spencer, the present Secretary of the Treasury, but 1 find the know, iflij ones so much divided upon the question whether it be Mr. S. or not, that I dare not trust even my own eyes to allit m the fact. 1 will mention thacircumstancial evidence. At breakfast one j morning 1 heard Col. Stone's familiar voice pro- ', nouncing lb?: words " Good morning, Mr. Spen? cer,'' while his eyes were directed with a bow to a gentleman at the other end of the table whom even- body said vvtin Mr. Spencer. The gentle, i man appeared to be very much engaged in dis. CUEsio|r bis breakfast, but looked up and observing ! the Colonel's courteous salutation, replied, "Good i morning, sir." *' Tray how arc you getting on at ? Washington .'*' quoth the Editor of the Com mer- ; cial. "Very well,'' says the gentleman," " ex- i cent that the Captain is somewhat uneasy." "He ? lias boinc reason to be. lie has a pretty good Cabinet, however, except the Secretary of the ? Treasury," says the Col. " I suppose I must un* ] derstatid tfio exception as a courtesy to present company and in return must inform you that it is m contemplation to ' improve the condition ' of the Commercial Advertiser, i low would an em? bassy ?abroad answer the purpose." The Colonel seemed anxious to improve the condition of his I valuable paper if it could be made any better than it is, but there was such a general laugh at the table that 1 did not hear his reply. Some thought the gentleman intended to make an open olfcr to purchase the 'Colonel ; others thought it an un- | meaning joke, while the more knowing ones said ?t was a dry hit at a certain mission which the Colonel expected to receive, but which, to the disappointment of his friends, was unexpectedly withheld. 1 saw the gentleman who was thus addressed by Col. Stone in frequent conversation with Mr. Van Buren, Chancellor Walworth, Wal? ter Bownc, John A. Collycr and other distin pished personages. I would therefore advise our Whig friends to be on the look-out for some new movement on the political chess-board. I am at the Union Hall, where every thing is ? conducted with great regularity und order. Yours, P. ?X?~ \W think ihat without b?-iu?- at Saratoga, we can i?x* : r>Uin. VOL. III. g?O. m? M0.V?MEXT TO GEORGE WASHINGTON. LIBRARY .OBSERVATORY..'..GALLERY FOR PAINTINGS. STAT1ARY, ETC In tlie year 1833 an act of Incorporation was '??ranted by the Legislature of New-York to a company of gentlemen for the purpose of erect? ing in tlie City of New-York a monument to the memory of General Washington. The Company organized by the appointment of Hon. Morgan Lewis President, and Hon. Gideon Lee Treasurer. The subject was brought before the public, and some efforts were made to procure subscriptions, which to the amount of some .$50,000, were speedily obtained, but from some cause or other the matter was not vigorously prosecuted, and it went to sleep. Fortunately the greater amount of the moneys actually collected fell into honest hands. The Hon. Stephen Allen succeeded ?Mr. Lee as Treasurer, and alter the Company ecased to act, Mr. A Urn deposited the money in the Sa? yings Bank, where it has been accumulating ever since. At the session of 16 13, Lbc Legislature passed an act incorporating The Washington Monument Association in the City of New-York, and we are informed that th?- gentlemen named in the first section of the act have so far matured their plans, that there remains but little doubt of the speedy completion of one of the most splen? did Monumental Edifices ever reared in the world. The Bunker Mill Monument is '?2\i feet hiirh?this one will be 125 feet. In a few days their plans will he laid fully be- ! fore the publie, and the books lor subscriptions i will be opened on the first of September. The i moneys collected by th<- old Company, wc under? stand, will be passed over tu the Treasurer of the ? present Association, and we have good authority f?>r stating that our public-spirited fellow citizen, the lion. Moses II. Grinnell, heads the list of subscribir:? with the princely sum of $10,000, while .Mr. Mason, one of the contractors on tlie Harlem Bridge, a^rcc? to furnish stone from his quarries lor the entire work, the value of which ?s estimated at ?20,000. The engraving which we present below is from the plan drawn by Ca?a in Pollard, Esq. an emi? nent New-York architect. The material propo? sed for its construction is the .North River gra? nite, and the entire cost will probably not exceed ?400,000. The hite lor location is nol yet positively agreed upon, hut the Park in fronl of the City Hall, and Union Square, are both spoken of. Below we give a full d? scription of this mag. nificent structure, embracing in its design not only the Monument, but also Halls for a Library, ? Galleries lor Paintings, and Rooms for various ! Collections of Revolutionary Memorials, and a ; grand Astronomical Observatory.
