Bi:vtster. Bteison. Sweeuer, Taylor, Tnek, Underbill, Van Dyke, Vlntou?68 I have sent this vote more for the purpose of ?bowing tbe dodging propensities of a number of members who wore mum, than as giving a test. It was not a test, because a portion of those who did yoto roprooeed to Hscooerderation, did so bocauso of its being in the way of the Appropriation bills, and will vote against it on iti merits. You will see on the list 1 send you many eraiuros of marked names. Tart of these were occasioned by the dif? ficulty of hearing this responses, as is not unusual. But the greaterpart of them show changes Among tbe changed votes were those of all the special Free Boilers present, except Mr. Gibdi.ngs They voted under a mis apprehension of the necessity of the case, and chatted unhesitatingly the moment they ascertained their mistake. There was quite a struggle over a speck! appro? priation bill, reported by Mr. Batly, from the Ways andMeana Comniittee.directiogSlfiO deficit money to he paid to the members of tho present Con? gress. To this an amendment ordering fifty thou uand(I) to pny for the books already ordered, up? ward ol S'.'.oou more for extra stationery usod by Members, or professed to boused. To all whi:h was added a further amendment proposing to pay Messrs. Hugh N. g.Yimi aud Ai.mun W.B ibbit *}3 a dsy, each, from the beginning of tho present 8ession. These all got through tho Committee, but when they came before the House, thare was considerable of a straggle by Tollers, and Yeas and Nays. It was a close vote, and the Speaker hesitated. It was whispered around that there was a tie. One and another finally rose, but gave tbe Speaker no relief. Having waited in vain for a fuller and more decisive vote, as long as he well could, amid *>| .?,..-:,-. of " what's tho matter?'' ho Anally announced thn vote as standing Yeas 73. Hay* 77 ; and the bill lost by his own vote making a tie I Considerable surprise and feeling was exhibited, and a motion to reconsider and to lay that motion on the table, followed from Mr. Thompson of Mis? sissippi. Pending which, Mr. FowLEK nuved an adjournment, that carried with a prompt and hoavy Whig vote. The Members had scarcely disappear? ed from the Hall, before a miscount was discovered by the Clerk, ahowingthe billfo have been actually pasted by a voto of 78 to 7G?leaving out tho Speaker's vote. So here will be crub? for n " muss" tomorrow, no doubt, to tho watting of more or less time at this lato hour of the Session. Just as the House was about adjourning, the President's Private Secretary appeared witu tho California.Texas Boundary, New-Mexico, and Utah bills?a moment too late to verity my prediction of the admission of the new RcvresenUtives tj day, which I made by telegraph this morning. _ SIGMA. Fwe Schools? District Taxatiou. BmyXNA, Cheoan , Co. Mouday, Sept. 2. T? th* Xditor of Th* Tribun* i I advocate with you the principle of Free Schools, but I respectfully dissent from your views respecting District Taxation as expressed in your remarks on tho letter written by Mr. Thompson, and also the one written by Mr. Jonos. Tho idea that " we weaken district responsibil? ity and incitements to frugality by abolishing tho district tax" may ittdoed appear[true ai first, but when wo eossider that there is generally an abid? ing conviction of the importance as well as the ne? cessity of education, we cannot well do otherwise than conclude that the people would exert them flolxes to have good schools a good length of time, and to have them well attended, though their at teution be not called to it quarterly by the collec? tion, of a district tax. hi a community where near? ly two thousand voluntary or select Schools are supported, beside a large number of higher insti? tutions of learning, all depending in a groat degree on the eOicicLcy of Common S2h00ls. it cannot bo that interest will in the least decline by removing , tbe district tax. Yours truly. Y. H. Hematks. Our correspondent has not taken pains to com preher.d the objection he ?Ldeavors to ans wer.? We tfetnur tothe removal of aU taxation from tbe l>istrict, because ail pecuniary responsibility on tho part of the District, as a District, will tharoby be destroyed. If a District may pay it* teacher what ever sum it may ebooee to give, and draw on ihe County or State for tbe money, what is to pre? vent exorbitant salaries for the benefit of tbe son, net hew ard cousin of-theDistrict Officers whom tbey may engage as teacher ? Peri trs it may be found advisable to increase the gcrcral or county tax.'bat we decidedly object to tbe removal of all taxation from the D strict It would tot do, ur.leis the District is to bo over ruled by Coonty or State Officers in fixing salaries cVc. <Vc which we think would not work well. Convicts Escaped from the Prison.?On Sat? urday afternoon, three convicts escaped from the State Prison atCharlestown. Their names are Wil? liam Barry, John Lowell, alias Greele; Nolan, alias " Boston Frank," and William 8eele, who opened the way by means of false keys, with which was fastened nn iron door, leading to the additional ward now building. From this building they es enped one by one, just as the coast appeared to be clear. It is said that Lowell was hailed by a man at work in the saw-mill, and replied by threatening to knock out his brains if he spoke another word. A fourth, named William Newton, was preparing to take his departure-, when the absenseof the three was discovered. Seele had only one year to serve of his sentence for robbing Davis, Palmer & Co.'s store, nine years ago. Lowell had served a few months of a ten years' sontenee. [Boston Post. The surface level of Lako Cochitu ate rose in that time ?0 inches, which is equal to 375,000,000 of gallons of water, and the Lake is still rising. This is equal to no days supply, at the present rate of consumption. The daily amount which fljws over Knight's dam into Sudbury river and is wanted, is estimated at 70,000,000 of gaj. Ions.
