ThtVtuv* Rtttr ....Lord I Rlgin vnd a Migratory Cabinet Cort*?fOui*?* of 1 bo Tribun?. Toronto. C. W. Saturday, Sept. 7. On motion of Mr. J W. Gamble, one of the more violent and ultra member* of tho at.oci8.ted family Goverr.iTjent, wbi'b barroscd. pillaged, and arrest? ed the progress of Caosna West for many yours, a resolution was adopted iu the York County Muni? cipal Council here, last week, to the effect that & Constitutional Convention should bo convened to frame a Republican Constitution for Canada.? When the Legislature was organizing Local Muni? cipal Councils, Gamble, then in the Legislature, and 40 years old, would not truit a Township to elect a Constable. It is now near election time, Gamble wants to be ejected, and the general senti? ment tetde toward electee institution!. We have ? gang of expert burglars here, who break into dwellings and astonish the inhabitants by the number and extent of their depredations. Borne of them, as it is believed, have got into the hands of the police, bat the night-work goes on ? An hotieit colored man, a baroar, observed same auspicious looking characters about tbe premiios of his next door neighbor, a silveremith, gave tbe po? lice's hint, and oo^searching the premises the ofHoers fourld hlm'in tfc* act of melting up some of the sto len plate, more of which was found secreted near him. A Provincial Exhibition of Mechanical and Agri traltrara! productions, flowers, c*cc. on a large scale, la to take place on the 18ih lust, at Niagara, when a Mr. Ttmrston proposes to ascend in a balloon. Canada, as yet, does not go the full length of & free education and good teachers for ail at the public cost, but it soon will. A Methodist preacher la the Superintendent of our Upper Canada Com? mon Schools; the Provincial (iovernment grants a farge sum yearly for education j the several towns and Counties are assessed at least an equal sum; County, riding and town superintendents of schools are elected by the people, or appointed by the County Council. I would fain hope that Free Schools for nil will be voted for next November in your State. W. L Mackenzie had an old claim ob the Coun? ty of York, which the Municipal Ciuncil paid the -Other day. The sum was small, (over X)?O;j the Old violent party made a violoat outcry about vot Ing money to a rebel, &o. Ao.; but the majority Stood tirai, because tbe debt was just. A few days since a poor laboring man named Webb wua committed to Kingston Jaii for trial, charged with the murder of Wm. Hrennan, an old fortune-teller. Breouan had got ri::h by propbecy ing good fortune ; had lent WabbSlS on interest, and tbe evidence shows that he was last seen en tering Webb's house, and bis body found thereaf 4er buried in tho woods, awfully mangled. Next day Webb exhibited the note he had given de? ceased. Strange, indeed, it one man has murdered another in cold blood to get rid of a claim of $18. Well informed persons estimate the wheat crop of Canads, this year, at 7,uuo,UUU bushels above the usual average. The new Bouse of Assembly iu New-Brnoa Wick are elected under the very uncertain cogno? men of Reformers. They arc plo tted, it is said, so Elective Institution?, Reciprocal IVa io, (if Others will reciprooat;-) Municipal Oopuratioos, Law Reform, anil Cheap Government. I fear they have too many members of the attorney species to do tbe good anticipated. A profound lawyer is one of the greatest acquisitions a legislature can obtain, but the commuu ruu of practising lawyers, though the first to jutu the cry of " law reform,' ?always increase the cuuiuston they pretend to remedy?it is the tinker ineodtagone nolein the farmer's kettle bui making two more during the operation. I hope New-York will adopt a complete code of practice, civil aud crimiual, next winter, and if it needs improvement, on trial, improve it; give us balf a dozen of new editions if you will in 9, dozen of years, but give us a uniform code of practice in some one ejtato, and put an en i to those court made rules and contradiotory prece? dents. Example* weuiust have, 'tis true, bullet them go as notes below the ?State authorized text. Away with that profitable but iniquitous mystery, through whiok knavery has too lorg found in liti? gation a too certain city of refage! We are to have a new coinage of Gold and Sil? ver, but at what Min, tbe Statute (of10th ult) saith not! 1 wish they bad added Copper, for it is one of the most scarce attioles in Toronto, Though the Intrigues of Hayner, who for 2 yean has had the jobbing of the contracts and mauage ment of postal affairs here, and gets $12,000 a year of sarlary for preventing the advent of cheap postage, we are likely to have the old postal system continued L dont know how loDg. A single letter to Montreal, :ib'0 mile*, costs 27 cents postage, aud an American newspaper is charged nearly two cents, Canada postage, if it only travel 10 miles in the mails! Tbe Post OtrJce hero shuts up every time a mail come* in, sometimes 30 to 50 miaute?, and finally closes at six in Summer, opening for de? liveries not seldom at half past-eight! Grumbling seems of no use j you have to aocommodute your? self to organized iticonveuiouoe or cross the lines. Tbe Legislature ol Canada, last session, was more popular in its charaoter than I have over known it before. Ol the many and irnportsut general bills passed, not one was reserved for con? sideration in England. Your act for the formation of incorporated j iut-stock cunipafiies for manu? facturing or mechanical purposes, was engraftdd on tho statute book with very little alteration. Every exchange paper here costs nearly a cant to the eoitor who receives it, if in the colonies; and if a paper is sent from forooto tu Lewiston, on its way to the States, to one of jour editors, it costs the sender nearly two cents, beside otner t*ro for every sheet received. It really would seem as if parties here contrived to make the business depart? ments as odious to the publio as possible. You admit tea duty-free; we pay ou tho average 5 to 13 cts. per lb. and tho prooeed* are squandered. Notwithstandingmttny drawbacks, Wettern Can? ada prospeis, through the industry and enterprise of its people. York County, by this year's conaus, exclusive of Toronto, contains fit, 192 inhabitants; 15,119 heads of families asse?sed; 8,6" 16 lauded pro? prietors (being two-thirds of the number in Ire" land); 14,555 occupied dwellings, and only 225 un ocenpied; 269 schools, attended by 9,249 children; 78G.046 acres of land occupied, 19 ',478 under crop, S4,18a under pasturage, 464,920 acres woodland; the average voluo of cleared land is from $9 Co per acre, and of wild land Si 90 to Sis. Lord Eoiiu is travtdiug iu the W?st, anJ the Wesses favorable to the men who manage matters here tell a little of bis popularity, while the outs their vehicles, represent him a* a hated and '< hate? ful" man, and pray for his removal. If it be t-ue that we are going to have a brief session next Winter, and then a traveli g Cabinet, with the Government and all its officers on the move to ward the Gibraltar of America, Quebec, perhaps L >- i E. may be preparing to leave with.na fuse months: but on that subject 1 mayt;u!y ssy that I k-iow nothing. H q The Potato Rot at Trft East ? Tha Boston Jonnud is informed by a gentloratn who has re? cently returned from a journey throagh several c ?an ties in New Hampshire, that the potato rot has made its appearance, ai d is committing serious ra? vages. 60 far as our informant oould learn, tha )ut appeared simultaneously in varioa* sections o! the State. In some situations the tubers are b*. ily rotted, whiie in others no signs tf the dis? ease have as yet appeared Some varieties .if the potato have also entirely escaped. Much excite? ment and apprehension exiats among the farmer* in consequence of this calamity. We hear cm plaint* of the rot from several town* in this State. The Old Colony Reporter says: . . " It is conlined principally to one or two varieties, theChennDgoes, and the pink eyes, or calicoes, are nearly aii whTch have yet, to oar knowledge, been affected. The former has, ever since the first ap prarance of the rot, some years since, be-sn the most affected, and we should think it advisable to relinquish its culture, at least for the p-esent." The Seirburypo't Herald State? that the rot in ! that vicinity appears to be far worse than in any . previous year. A great portbn *f the crop is fou od I to be rotten already in the hills, and if it is not s mn arrested, the crop threatens to be entirely cat off. We learn that in Norfolk County tho pjtat ;es are generally diseased, and the crop will t>e much reduced. The Providence Journal say*: We regret to learn that this disease has suddenly appeared in tbis quarter. A few days ago the potato looked finely. But now, we hear of their decay io a'l di? rections, and many fields whicb promised a large yield, will not be worth digging. Another Stfamhoat Explosion? The Chica? go Tribune of the 6th says: We learn from per? sons who came in Itst evening on the cans' packet 'Cataract,' thtt a couple of miles above tho city they passed the wreck of the ' Calumet Trader,' a little steamer which plies between this city and tbe head of navigation on the Calumet. Fhey were told in pasting that her boiler had a little while before exploded, killing two of her crew, and badly wounding another, the boa: immediately afterward sinking. The ' Trader' had j.ist starte! out of port, and was loaded with shiuglas, salt, ccc. Flood in Otsego Co.?Tho Utica Gazette un? derstands that a number of bridges in the snath psrto' Otsego Co. have been swept away, ana that one dwelling house was precip tated into the stream and a portion of its inmates drowned.
