INEW-YORK TRIBUNE, NEW-YORK, THi rHDAY, SBPI- 20. E Advertisements- F >r Oallfornit 8tsamori,?ea Beventh page; for Amnserrv ?>??, iee first P*Se HS-Tho Whig State Convention assem bleu at Svracuso to-day to nominate a State Ticket, to be supported at the ensuing elec? tion. It will be seen by our die patches from Syracuse that H^n. Wasrixctox Hunt of Niagara, the present able Control? ler of the State, will probably bo chosen by acclamation as the candidate for Governor. The Convention could hardly ha7e chosen a more worthy standard bearer. TnE Galtiiin Case.?We hope none of our readers "will fail to examine the able and conclusive review by Controller Wiiit tlesey, of the Grtlphin Iuterest Swindle, vhioh we publish on the first pag? of to? day's ^Tribune._ In Dongi* *?, VrsttTiluy. The Senate took up the Joint Resolutions from the House, authorizing the President to commence suit against Mr. Crawford for the recovery of the Galphin interest, and after a long discussion in which Messrs. Paweon, Turnev, Ewi.vg, and Butler par? ticipated, the Resolution was laid on tho table, 27 to 25. The bills for thG establish? ment of Collection Districts in California, to make temporary provision for the working of tho mines, and for preserving order ia the mining districts, were passed. The Senate took up the Indian Appropriation Bill, adopted several amendments, and at 4 o'clock took a reoesa without disposing of the bill. In the IIouse the Senate bili providing for the addition of four Commissaries to the army was passed with amondment. The bill amending the act providing for tho better security of the lives of passengers on board American steamboats was aldo pass? ed. The bill requires that every steamb tat bo well supplied, wirb life buate?proscribes the number of passengers according to the dimensions of the boat?requires a life pre? server for each passenger, to bo furnished by tho boat owners, and to be always in readiness for use; and provides that no combustible materials be carried as freight, that the boilers be examined onco in six months, &c. Something of this kind is ab? solutely necessary. The number of lives lost by steamboat disasters during the pro sent season is quite appalling. The Army Appropriation bill was taken up and an amendment to pay the officers mileage accoiding to the usually traveled route instead of tho direct route was lost.? Good. An amendment; was adopted appro? priating $10,000 for tbe purchase of a bury? ing ground for Americans at the City of Mexico. A wrangling debate sprung up, in which several members participated, as to whothcr tho Whigs or the Opposition are re. spoii&iblo fur the squandering of the public money, and the general mUmangement of Public Afiuirp, greatly to the edification and benefit of tho 'dear peopVe,' uo doubt. Sun? dry motions were made that tho Coiumittco rise, when tho said Committee would find itself without a quorum, by rcuson of tho Op. positim members refusing to vote. Great disorder and uproar prevailed for two or three hours amid calls to order, motions to rise, tic. when at '.' o'clock the Committee roso and tho House adj lurned witbouthaving made any considerable process in the bill. Tho people will perhaps remember at tho Polls who they are who thus trifle with the public w'oal. Sonlh-W* ?<? i n Si w-YurU-Ii'iir Mcliooli ? Neu? Temperance. Edltorltl Gorreipondence. Owkoo, Ttogo Co. n Y Beat. 'a 18s0. I have boon looking for tho labt two days through tho South- Western Counties, for morly composing the secluded region of our State. Tho change wrought throughout this region by the Erie Kailroad is all but magical. AH tho villages aro growing rap? idly, Elmira probably tho most; while Binghamton, Osvego, Wavoriy (or Facbry ville), where the Road leaves the main stream of tho Susqnehanna, and iletferson are fast rising in business and importance. No part of the country can now Up unro flourishing than tho Counties of Broome, Tioga and .Chcmuttg, whilo those further West are beginning to feel the impotus soon to roach tho shore of Lake Erie. Tho Free School Meetings I have attend? ed at Jefferson and this place strengthen my conviction that the Country will stand with t! o Cities on the nide of Eduoatioa Free to All. If any County gives a major? ity for Kopeal, it will be one not fairly ciu vassed by tho friends of Frco Schools, Wherever the truth has been or shall b8 fairly exhibited, there will be a decided ma? jority for Free Schools. The opposition has boen as neisy and violent iu this regiou as anywhere, yet I believe both Counties will give a majority the right way. I rode ten miles north of this place yes? terday, through the valley ofOwago Creek, to attend a gathering of the Sons of Tem? perance at West-Newark, Tioga Co. Tue attendance was large?at least 1,500 beside outsiders?and tho feeling evinced most sat. iefaotory. Tho friends of Temperance are in earnest, and every new demonstratio? ehowB them more and more engaged in the cause. I never passed through a fiaer valley than that of the Onvego Creek?broad, smooth and fertile, and with a wealth of orchard and grass such" as is rarely seen. So uni? formly line a growth of Apple-trees cannot often be found, and they are generally load? ed to the earth. Ail through this region Apples are very abundant, Thore has been. no frost yet to hurt anything, and most of the Corn is out of the way. The yield has not been very heavy. Buckwheat 'u abun? dant and pretty good._ n. c. Tribune Agency in California. Our friertds in California can always ob? tain the latest dates of The Tribune from Messrs-. Still, Conner & Co. The interest of the county in which Rochester is situated, has been expressed by a subscription from parties en? tirely ttsponaiblo, amounting to about seventy ?yo thousand dolla-s Fi'ty thousand dollars ia es pected fem New-York and Brooklyn. From wha1 we know of the enterprise and pecuniary ability of Baptists in this city and vicinity, we think this sum will be easily and speedily secured, and a preat and useful institution of learning bo given to the western section of the State by a body of Christian! who have hithetto been aomewhat dc lirtitiect in this department of Christian benevo leice.
