There is quite an excitement in our literary c'rc'es respecting the new play of " Tho Bethro thai," by GioRGg H. BoKlR, which it ti be pro cuced on the ?tage for the lirst time, to-night. Mr' I Bokjer, ai you are aware, is a Phlladelphian. al ready well-known by his previous proluetlons, ?'Calayncs" and "Anne Boieyn;" one of which, though it escaped the observation of our American .-managers, has been produced in London with great success, which is the more remarkable, as it was written rather as a dramatic poem than an asting pity. " The Betrothal," which 1 have had tho pleasure o' reading, in one of the stage copies, is greatly in in advance of the above mentioned plays, aid I cannot resist the temptation of giving you a sketch of its plot with a few passages justifying my admiration of the power displayed in its execution 1 am awa-e that you are not in the habit of notic inp representations of plays upon tho stage, bo' you can have no hesitation in admitting a no? tice cf a work, which, if successful, may mark the commencement of a now era in the dramatic litera? ture of our country. The scene of tho Betrothal is laid ia Tuseany? and the time tho opening of the Fifteenth Century? though in era might as well be a modern one. for any distinctive character that we observe about the events. The plot may be brletly told The Marquis di Tiburzzi, ia a decayed nob'euian?in the descriptive language of the play he is ca led, "The Marquis di Tiburzzi, A lorry sequel to an ancient stock. No sooner, however, have the vows of betrothal been taken, than Count Juranio and his friend and kinsman, Balvatore, appear in the park of the Marquis, which they call ? "A pretty place Borne heritage of beauty. Yet harbors here. Mars bow me clustered blossoms Star the dark backgieuud of yon shady wood " Chance brings Costamta and Filippia to this spct, and tho gentlemen charaiod, introduce them? selves. Kilippia does not bid 8alvatore despair; but Costanza, faithful to her betrothal vow, tells Jurauio how futla are his wishes. Marsio in the meantime holds counsel with his friend 1'tetro Hogo, who endeavors to dissuade him from tho marriage; but Marsio's heart?if ho have one?is set on the sllianco with "blood, 'and will not listen to his advice. Marslo has a servant, Polti, an original charade-, constantly singing songs whioh have special and caballistio roferenco to tho "devil and |)r. Costanza is n-1 a fickle co quette in acknowledging her love for Juranio. in an interview with her cousin, whore they unotirden tbeir hearts to er.ch other as only pretty female cousins car, she relates an incident which occurred at some i'ueal coremonial. W*-hi?&to?, Tuesday, Sept. 24 To-day was let apart for finishing go the 0?lifor. cia business, the Civil and Diplomatic Appropriat? ion bill being now off hands. The first bill take a up, of this special order, was the bill for districting the State and appointing a Saperintend^nt of Mines, and twelve?reduced by amendment to six -agents, for as many Districts, to take charge of and repvlate the gold diggers. OQths soot_ The Senate hare adopted a regulation to anjjcm for a recess at 1 o'clock, and meet again at sis, for executive business. As 4 o'clock was approach? ing, everj body was getting into a fever of anxiety to pass the bill, all tho amendment* apparoatiy hav? ing be- n acted upon and the bill perfected to the minds of the promotersof it, when Mr. Fsxch had the moral courage to breast the storm and pnt the questkn, What evils they were aboat to legiilate to remedy Mr Fu.cn has been an experienced officer of a western land office, and bis opinion upon such subjects always commands attention. He simply said that be wanted that question answered beforo he voted, and that i*" it was not answered to bis satisfaction, he wished to move a substitute for the wboie bill. This hushed the stormy urgenoy of Senators at once. It seemed to be a question that nobody was just then prepared to answer, and so everybody gubstded into profound quiet, I and the final action on tho bill was postponed until j to morrow. As I do not know what Mr. Fki.ch intends to say or propose, I will simply take the occasion to have my own say on the subject. The squatters on the mineral lands around Lake 8aporlor made their own law, and executed it in their own way. It was called " The 8quatter a Law," and I have the facts related to me by intelligent gentlemen, famil.ar with the practical workings of tint code of jurisprudence, in a mainer to show that tuero was never a system anywhere more equitable in its Provision, more simple ia its details nor more prompt and etiicient in its execution. Tho discus liona in tho Senate today revealed that same Is true in California. That being the the case, nothing terms to me plainer than that the un? asked for interference of a Legislature seven or eight thousand miiee distant, gravely undertaking to regulate the details of a business with which they are totally and confessedly unacquainted down to such minute particulars as the number of square fe>-t which shall be occupied by each gold digger at d the shape which his pocket handker? chief of territory may assume when it lies on a Stream ?n<i when not, Ac. dco. has In it more of tho stuff that dissensions and lawsuits are made of tl-nt; ran be readily estimated. I will not say that a time will not come when some legislation will be necrs?ary on the subject, but I have heard of" no want o' any ss yet, anil I have no doubt than the usages which have grown op on tin spot ouajit to be taken as the basis of such legislation, whenever it is bad, nor do 1 doubt that, if some wero bad the Coutta would tahe notice ot these usages, at an ea"'y day, ami enforce them, as law. So much for tho general pulicy of the law.? Dot there was contained in tho bill a quiet inci? dental provision, far more important than the direct and obvious purposes of tho prospective enactment It wan provided that tho permits to work tiie mines should be given to American citizens only, and bo transferable to Amorican citizens only. Everything was going quiotly and costly along, without tho slightest obstacle, when Mr. 8k\v.?.kv> offbr'd an amendment by adding after "citizens" the words, " And to such as shall have declared their intention to become suth. in accord?me with the naturalization laws of the United States." This harmless little amendment throw the Sen? ate into a flurry again, almost equal to the grand flare up when Mr. Snwaitn moved the abolition of Slavery in the District of Columbia. Several Southern 8ei ntor* felt thomselves called opon to abuse Mr. Skwaiw in good vernacular Itilllugsgate, to which be of course paid nut tho slightest atten? tion. When the cauldron had done bubbling a j little, aevertl Western Senators began to rub j their eyes and wake up to the recollection that they I had several thousands cf their own constituents on the way to California, and along with ihem numer? ous fort igners who bad lirat received the hospital j ity of their own States, and who, relying npon the same hospitality, had pushed their way onward to California to find, if this provision should psss, all their hopes blasted, by a discriminating law worthy of the 15th century. These Western Senators, WAt.kjer, and DoDOC of Iowa, especially, put In a strong light the out throat policy it would have been, for Wisconsin and lows to have excluded Foreigner* from those States in their early settlement, and especially in respect to this one buiine** of raining. Mr. Frb 51 o.st was driven to take refuse in the statement that it was not so much the Europoan foreigners that they objected to, but especially those from Mejtico, South-America, Australin, and tho Lord knows where. The fax', is, that American Sena? tors have not yet learned that the world is round, and that folks live on evoiy side of it. Mr. 0win was driven sti l furti or He ba?ed bis wish fi r the provision of ti e? set a* it stood on humanity ai d ntiti s'ave.-) g-ourol*, assertion that if Mexicans were aliowod to como to OaJifsrnia to work tho gold mint's the y wo-ild plant pro/iogr. or Slavery there, and mirabile. dic'u, Southern Sana tors had pot ever on to tho Antl Slavery side of t^e question. Hut when replied to, that by tho glorious Constitution of California, the slave brought into California becomes immediately free, ths kow.tt re? ply of Mr Gwjn was, " Wo don't want them there any how!" In the course of the d, bate, Mr Skward made two short speeches in his best style; and, despite of the restlvencaa of the Senate when he began, they told on the question. Mr. Dono?, of Iowa, brought in an amei dment to the amendment, dis rriminsting between Europeans and other foreign? ers Mr. PoOTE foisted upon that some silly and inoperativu modification, about testimonials of good chsrscter, ard both the amendment t> the amend? ment and the original amendment wereagred to; so that, as the ma't- r now stands, foreigner* from Europe, who brine their characters in their pock? ets, and declare their intention to become citizens of the United States, are put upon the same foot? ing ss American citizens, and all ot?ier foreigners are- exe'uded. So you perceive the wild horse is getting a iittle ttne.
