Whether anything will be gained for Ireland by the new ai ra liniment i<v mains to be seen. -4> It Ls not apparent to the casual observer what special benefit will result from the, investiga? tion of " (rusts'' which the State Senate decided to engage in yesterday. The HooM of Repre? sentatives has already set out to do something in this direction, and if it makes the iii'iuirv broad enough and deep enough will no dmil). bring to li<*ht many interesting facts, and facts on which lcgisl.itinn might wisely be based. I: Trusts.'' however, are not confined to ono State, and the Albany legislators will in all probability find themselves hampcied by this circumstance!. Then, too, not many legislative investigations have proved highly advan? tageous. The lboadway railroad inijiiiry was a notable exception, but that aftords no prece? dent for such an inuuiiv as has now been to? ko Iv cd on. THE PRESIDENTIAL QUESTION, Two significant and weighty remarks ap? peared yesterday in the, flood of comments on the Presidential ijucstiou. Mr. Taylor, of Ohio, observed that politicians who spend much limn at Washington are not always accurately in? formed respelling the wishes of tho people Republican Congressmen thought that Mr. Lin? coln was an impossible candidate; but the people wanted bim and elected him. Repub bcan Congressmen now may not (pule under? stand the temper of the people regarding tho protection of their industries, or their desire, that the. next Presidential contest shall tako tsiiih shape as to bring all possible n*inforco int nts to the Republican cause, to malic tho result a decisive victory for an American policy against Rritish theories, and thus to terminate the annually recurring uncertainty and depres? sion which free-liado attacks upon the tarill hilve caused. At this point the earnest and almost pathetic nppcal of "The Irish Woild'' deserves aticn lion. That journal has battled most earne*tly for protection, and represents a large body of votois who can be placed in permanent hostil? ity to Demon at ic free tiade by wise Repub? lican management. If the Republican patty can make these voters feel that il fight* without hesitation for the principle ot protection to American industry and Ame] ban rights, seeks no evasions whatever, tolerate* no crippling compromise with British and G'-iman trailers find their organs, cnn ts no favor from Mug? wump malcontents or from manufacturers who caro more for cheap labor and cheap material than for American manhood, it cnn surely draw to itself a decisive reinforcement. With elo ipient truth '"The Irish Would*' says: "It is not necessary for you to talk Marney or l-o play the demagogue. There is need only that you be true to the principles upon which the party of Abraham Lincoln was founded. . . . The Mugwumps are the political equivalents of ibo Toiiea of the American Revolution. Their in? stincts are English and not American. They are Free. Traders to a man ; nnd they went out. of tho Republican party in lhSt because that party is the National party, and because its candidate is an American." The question whether the Republican Con? vention can niako a nomination which will not be interpreted as yielding to Mugwump dicta? tion has to be met with candor. "The Irish World" believes that the nomination of any other candidate instead of Mr. Blaine would "'disgust thousands of voters who are in sym? pathy with what they have conceived to be the distinRuishirif* principle of the Republican party, nor would these voters be confined ex? clusively to nun of Irish blood.'' This opinion may be in error, but it assuredly deserves care? ful consideration. It has not been the belief of The Tiuntxr. that the Republican party could elect only one candidate (hrs year. Rut if the noisy boasting of the Mugwumps that their opposition has forced Mr. Rlaine's with? drawal produces any effect whatever upon the public mind, it may lessen the chances of suc? cess with any ether candidate*. Mr. Rlaine has taken himself ont of the field. There is no excuse for equivocation about his letter. He had no richi to say thal he would not be a candidate if his party should deliber? ately judge his nomination necessary to its suc? cess or to the safely of the country, and he did not say that. Rut he has declared his personal unwillingness to serve a(min. and Ihat his name will not be presented with his consent. To say that it would not be presented without his consent was not in his power. Tt is new fer the Republican party to weigh all the facts with care: to consider what strength other candidate will have in the doubtful Ka?t ern States. In Indiana and in the Pacific States : to measure the force of anv objeetinns lo either of them, and the st ron firth which either could add to the natty: and in Ihe li.*ht of all these facts to make a nomination upon which may depend the welfare of the country for many years. All that can possibly be done to secure perfectly fair and candid consideration of the merits and the strencth of every candidate Rtpp now been done, nnd those who advocate the nomination of any one at thi*r .tincture tthonld realize their rosnonsihilitv to the partr and to the country for Ihe wisdom of thc advice they offer. HRIT1SH RAPACITY. The seizure, of a valuable mining district of Venezuela is a most arbitrary net on tho part of Great Rr ita in In 1 b70 gold was disco voi ed in tho valley of tho Yuruari River, a branch of the Orinoco, and the district rapidly attracted settlers from British Guiana, adjoining Vene? zuela. The territory belonged to the Republic but has been claimed for many vears by thc restless and enterprising MttteM from tho Rritish colony. Last year tho Venezuelan Government authorized the construction of a railway from thc mines to tho Orinoco in order to secure direct communication with them, i.iitish Guiana has prevented the construction of tho railway, made surveys for I rival lino leading from its own territory, and finally occupied Ihe miiiinj* district with an armed force. The Republic looks upon this occupa? tion as an invasion of its territory and an act ol downright robbery. Its Government evi? dently expects the United States to revive the Monroe Doctrine and to warn Great lb dam against trespassing on the domain of a feeble South American State. We are not aware that Secretary Ruyard has eyer interested himself in Hie affairs of any of tho South American Suites. The Poet onie'" Department, ol all others, ought to bc duetted rrith the greatcet possible. business ability, because it is the only one with which the people are constantly brought into contact. The number of these who have to do v. ill) a custom house, on internal revenue office, the Patent Office or the Pension Ibireau is com? paratively small, but the prompt and safe de? livery of the mail atfects the lOmrinetM n*? well as the comfort and happiness of the entire popu? lation. The delay oi loss "f a single letter wiil sometimes cause great mischief, and any tiiing like a genetml demoralization ol tho mt vice necessarily results in almost incalculable! damage, annoyance and even suflcnng. It may seem like an extravagant assertion to say that the postal service is demoralized, but there an* pails of the count iy in which sii.-h a statement would be far within the truth. For many months complaints have been pouring into Washington from all quarters of tlie l'nion. but especially brun the fast-growing WoMcrn Stott!, where Um population increases so rapidly that the Post Office Department nerds tobe intelligent ami energetic?which the pres? ent adininUtra'ion of the Department docs not appeal to be?in order to keep pace with its demands. Malters finally reached such a pass that Senator Plumb, of Kansas, one of thu States from which complaints are londeet, in? troduced a resolution into the Senate directing the Committee on Tost Olbces ami Post Roads to make an investigation. It would bo sup? posed that sn. li a rc*..I ut ion would pass as a matter of course, especially if the Democratic) Senators really believed the inquiry would show the Department to be doing its Wini. properly; but they have had so much to say in endeavoring to prove: Brat, that the postal se! \ ice is in liner condition than eyer before; ****fOnd, that, if it is in a bad way, it is because the Dcpaitment has not a large enough clerical force; tinnily, that it is in a sid slate, but that this is nil the inuit of the small residuum of incompetent and malicious Republican Herks, liberally e*tinial"d at 10 per cent?that the resolution was not passed till yesterday, al? though it was introduced nearly three weeks ago. The demits given by som-* of the Senators suggested n pathetic degree of hclplesaatiBti on the part of the Department. Senator Plumb told, for Ctanijilo, how it takes four days foi papers, to travel a certain seventy-live miles by direct raiboad in Kansas, and ciuolol a number of prominent journals in that Slate to show that, in the words of one of them. ,: gi uss and almost criminal carclesMiess 1ms been the rule for the past two years.'' Senator Man Jerson produced proof that prac!itally the * IBM condition of affairs existed in Ncbra*ka. These States aro in the fast-filling regions of the country, but Senator Platt had the same story to tell of Connecticut, where population is eer tainly not increasing so rapidly as to muk" it imporasible for the Department le keep up with it. Ile read a letter from a publishing company at Norwich, complaining of ,: the. uppaient dis? organization of Hi'" whole postal system of this country," caused, as they ivlievo, "hy the ie moval of experienced postal route agents anl others and putting inellicient men in their places."
