TARIFF AIDS THE FARMER SHEEP IN MICHIGAN. COLONEL MTLl-tl-'S | XTRAOItDIXART STATE MEXT8 AT DO-XKSTOWN, COXCEUX1XD SHEEP, COMFLETELY AXSWERED. f>cm __? -Veekly Trlbunr of F-bruarv 25. 1. "1. Tbe peaccful flocks of Michigan liavo liecomc the theme ot controversy. Colonel A. K. McClure, of Fhiladelphia, in a recent free-tra.le speech at Doylestewn, Fenn., made the startling statement that " a frcc-tratle teriff would better prutect the farmers of the United tSUrtes than a high tariff." As proof an.l illustration, he said: ' Twenty years ago with free wool, Michigan had 4,000,(00 alieep; to-day. with high t4.x, that State _HM ofily 2,000.t)00 head." The Colonel thcn ealled upon me twho waa to follow him the next evening in favor of protectionj to explain, if possiblc, thia state o_ affairs in my own State. In complying with his request, my auswer was simpty thia, that his statement was not true. 1 deoied that Michigan had ever, at any time, had 4,000,000 sheep; and I also denied that wool had been on the free list, any time twenty or twenty flve years ago. I then showed, from the census reports, tbat sheep had constantly iuereascd ii) numbers in Michigan, with tlie exception, per hapB. of one brief pcriod, up to 1883, at whioli time the tariff ou wool was reduCed, aud that the decline in the numbcr of sheep in that State had taken place since that reduction of the tariff. I showed further that the same state of facts had existed as to the entire Uuited States. Upon my return from an cxtensive absence from the city to keep various engagements for speeches on the tariff and lectures, I lind upon ny table a copy of "The I .liladelphia Tiuies'' of January 20th (the paper conductc-d by Colonel Alexander K. McClurei, containing tlie followiug article: ?? Ex4__.ngres.sman Horr, of Michigan, addro-scd the Farmei-' Inatltute of liucks County, at Doylesiown, on Friday cvcniiig last, on the tsritf and its relatlon to tlie farmcr. Mr. McClnre had addressed the In Btltnte the precedlng evening on Uie same, subject, and Mr. Horr devoted mueh of his speech io onswer to tbe vlews exprcssed before the Institute by Mr. Mc? Clurc. "On two vltal questlons of faet Mr. Horr poslUvely contradlctod Mr. McClure. One was the qucstion of the decline of wool growlng la Mr. Horr's own State under high taxes on wool, osmnslbly to prote't the fanner in the giowth of sheep. Mr. McCluro staied lhat Michigan had, ln a quarter of a century, falien ofi in growth of sheep from over 4,CKK),t)00 to a llttlo liver _,00O,0OO, to wlilch Mr. Horr answered. if cor rcctly reported ln both ihe Doylostown paperc, that M__bb_aa never had 4,000,000 sheep. and that her sheep growing had increased in.tcad of decline- under high taxes on wool. ?? Pos-ibly he did it Ipnorantly; probably not. "The same facts are shown in the growth of 6hecp ln Pennsylvanla. In 1800 we had 3.230,440 sheep ln this State, Biid under high-tarlff t__e. on wool we bave steadily declined until we have only ?3..,040. The decline ln Michigan ls wltliin a small fniction of one half. The deciluo ln Pennsylvania is more than two-thirds.'' lt seems from the foregoing extract tliat Colonel McClure stlll insists that his original statement wa* correct, and that my reply is untruc. Having given him the bencfit of publisliing liis entire reply, wiil he now do mc the justice to print my auswer? Here are the cxact facts, as near as I am able to lind tliem: The census returns for 1800, now being tabu lated, indicate tliat there are at present 2,240,000 sheep in the State of Michigan. But thesc are sheep of a wool-beariiif,' age. Ti.e iigures do not iuclude lambs under one year of age, any moro tb in th y do pi_-, or cat-. or .Ioks, or anv other B_on-wool-bearii_i. aniuia_?. Tbey simply incluiie sheep. "-_- all documents about wool and sheep the custom is invariahle to keep lambs and sheep iu a scparate list, and lambs are never even ealled Kieep. ln order to ninke up 4,OO4),OO0 haad, twenty years ago, Colonel McClure adds, for 1867, over l.Ooo.OOo lanibs, WBiefa produccd no wool that year, and which siioul.l aol ba included as biie.p; au.l then, in order to make the other end of his statement strikiii-, lie giv.-s tbe numbcr of Bheep now, excluding the lambs! Will Colonel McClure explain why, after 1867 up to 1884, the number of _J_8Bf ?teadily inepeaaed jn the entire l.'nited Slates, and that the v.ool-clip made the uamc increase, and then wly, after tlie reduction of the tariff in *?83, in tlve .eara the numbcr of sheep had f?Uen off over 8.000,000 head, and the production 01 wool 50.00H 000 pounds. lf the rate o_ ncrease from 1870 to 1884 ha.l been kept up until 1889 there would have lieen 'f*1* Cnited Sutea nt that time over 57,000,ooo aaj-fc iiiatea,! ot 42,599,070, and our wool-dip would lfhve lieen fully 350,000,000 pounds, a diflercnce of 15,500,000 of Bheep and 00,000, 000 pounds of wool. It was the intcntion of the persons who framed the McKinley bill to stop this decline in the pro? duction of wool in tbis eountry and to brinir about. an moreasc in the numlicr of sheep and in the wool clip.
