LORD ROSEBERY'3 "PIT-V ii. A WORD ABOUT THE ATTHOR AND HIS STYLE?; WITH EXAMPLES-HIS ES1T mate of nrr. London. November 26. Thla is Lord Rosebcrys tlmt hook. and it ls a remarkable lirst effort in authorahip. He is fort*.-four years ol.l; just twenty years older tlian 1 HM when lie Invamc flMfl Minister of Kngland. The niere numlier of his years makes the faet of a tirst book MMtkfll*. Omt\ tte clrcumstance. of I.is MMM a-id M tlie surprise. For although IMl ?eeaMey is aml has lx*en tt grcaf reader. his reatl ing has not ha.l literature as its chief aim. His Him seems to have lieen p<.litic?. to whieh literature has been but the handniaidcn. _cw Englishmcn know more of the political and diplomstic hietory of their country: or of those perioda whieh interest him. Such practic. as he hae ha.l in the use of words has been. for ll.e most part, either coll.M,uiul or oratorical. It is not * training whlch would or dinarily lit a man to write a good liook. Much i ani_t l* allow.-d for natural ftffc. much also for that fulness of mind whieh cotnes from any sort of reading continuously followed. But, as La F.ruyere said. it is a trade to make % book, as it is M make a wsteh. It requiree. theiefoi-e. an apprenticeship. V.ati would not ex pect a man who had not l>een tatight the mystery to m.ke a good watch the firet time; even tliongh he had earried a good one all his life. Ii would have technic.il faults? and so has Lord Ros-.'hery's liret book, thoiigh it goes much better than a lirst watch would. So far as style is concerned, it is ln many respects excellent. It is not always eorrect, but it is often pictureeque, forciblc, co pious.. lt. la even too copioys at times. His rlietoric lias some of the exuberance of youth ; is sometimes riot.uis and untamed; the steed runs ftwriy wtth ibs "rider; MaM often when he motints a metaphor. These are faults on the right side: whicli a more frc .uent usc of the pen will eorrect. But flPMfl Latd B_-8~.IT is at his best it is aslonishing how good he is: how well he writes; what a vocal.ulary he has, and with what, oriyinalily nnd foree ho so u*-cs common words as to give tbeni a new siirniflcance and effect. If he has not training, he has instinct. He has a swift perception of the value of phnu.es, and he has s-o much to -*ay that he cannof help saying it well; a paradox, perhaps, and not of uniyersal application. His si?eeches show him possessed of n dangerous reatliness of ri*t<?rt; this, tfl a printed l/4K)k. natiirullv tuk.s the form of antithesis oj: ef epigram : in whi.h lu* is often extremely happy. I would take as a good instance of Lord Rose hery's power ol expres-ing character in a few strokes his chanicter of George Third, nnd eon trr_t_t it with Sir George Tievelvnn's in his " Early I.ife of Cbariea James F<>x." Now Sir George Ir.-velyan from his youth upward has hail a pen m I.is hand and every MfltCflM in his elaborate portrait of tlie King whom the good American instly dctests laetravs the practised hand and the touch of a master of the art. It is more brilliant. for more elaborate*. than Lord Roselaery's; a liner pictnre; BM perhaps a laetter portrait The younger writer hus seize.i the essentiai fcitures, tl.e things that are chnrncteristio and desciiptive. What more does one need? Yet one reads Sir George Trevelyan's for the pleasure of reading it, and with coiigtant and conseious ad miration of the craftsmanship. But open this little book of Lord Rosebery's where you will. you come upon phrases whicli are flashes of light. "The vapid virtue of Rockingham"?there ie Rockingham Ifl two words. ."Tlie dull clumb duke,"' of PortlBfld, depends. perhaps, too mu.-U on alliteratn.n, bflt the etl'e.t is gained. Tlie "scowling hyjioerisy of Thurlow"" __. almost photo graphic. Slielburne has never been betler hit off than in the remark that " his good faith was al ways exemplary, but always in need of explann tion." That is but the snmmary of a long analysis of Shelburne whieh exhil>it6 the atith ,r in one of his best moods, using his material as it has not been used before, and clearing up tlie mystery of Slielburne's oharacter and career. The eomparison of Fox to the l-crman Apostle of Hght and frcedoni is au instance of nudacity justified by 6ticcess: " With his passion, his power, his courage, his openness, his flashes of imagination, his sympathctic errors* above all hls supreme humanity, Fox was a sort of lax Luther, wltli the splendid faults an.i qnalitirs of the great Reformer." < On the 4ither hatnl, I will eite as an example of Lord Roselaery's failures a pBMBM whieh one of liiss panegyrists?aml he has panegyric in the press without stintr?eites as a success?nay, as not un worthy to rank with the elTorts in this kind of Lord BeeMMflflH himself. Still sjaeiking ..f Fox, he says that " he ehanned equnlly tlie affections ol <'ar lisle and Fitzpatrick, tlie meteorh; mind of Burke, tlie pedantii; vanity of Parr, the austere virtue of Horner, and the hedgehog soul of Rogers." That is* lah-,red and nionotnnous in mcthod. Hc has put forth all his museular power, but he leaves his reader on the eartli. It le not unworthy of Lord Beaconsfi4-l.i, beflflflM Lord Bcarvonslield, also, had many failures. A more generai com IMirison between Disraeli and Lord Rosebery might Ih* set up and pursued in some iletafl. It would be interesti'i", bat tlie utility of comparisons Is dubious. and tlie business in hand does not require it to Ik* done. Different in manner is the device by whieh his d.votion to parliamentary life is impressed on the reatler. .' He went into the House of Commons as an heir cnters his home; he bieatliod in it his pative atmrasphere? lie had, indeed, hroafhed no (tber: iu the nursery, in tiie 6choolroom, at tlu I'niversity, he lived in itw temperaturc; it had l*-en, so to e|aeak, ina<le over to hiin as a l)e.|uest by its unq uc.it ioncd master. Throughout his lifi*, fr4.rn the cradh- t4) the grave, he may lie said to have known no wider existence. The objects and amusenients that other men seek in a thousand ways were for him all coneentrated there. It was his M-MmBj his stud, his dice-lnix, his game pi-eserve; it was his ambition, his library. his oreetl. F4ir it, and it alone, had the consuminate t'hatliam traine<l him from his birth. No young Bflflnibfl] was ever more solemnly devoted to his country tlian PM to Pttrliament." Different again the line image he ha_s found for Mr. l-lailstone's oratory ? " those rolling an4l interminable _K*ntences whieh come thtindering in mighty MMMMM1 like the Atlantic Wllfl on the Biscavan coaat." His humor he has kept for the most part in strict eeflMaL It breaks out nt times in spite of himself, as in the pBBflflJB on the patronage of Inilia: " Wielded hy DflfldM in dexterous combinatlon, he so arranged it, no doubt for the mutual lienelit of Uoth, tlnra hlie Eastern Empire of wliich he was the trustee should be enriehed by an increasing immigration from h_6 own Kingdom of BflBtiM-l." That is .|iii.-l enoug't t<a 8IM8XJ Scotch eriti ci-sm entiril.v. Mr. G-8-_dfl6MB incliided, for Mr. Gladstone's perception of a jokc is slow and B-Idona. lt mav I?e ?aid of l.ord l.osebery thnt his spirit is broad. catholic IM) but tlie very flrst BBja shows how sharp are the limiiations upon thia catholic spirit. Filt was born in I.S*. tlie year, observes Lonl xmmmmMtf, that pradflMd Burns and Wilberforoe : and he adds: "None, perhaps. has given us nar_e_ aa honorod and clierished by the huniiin rar-r.'' There speaks not only the Briton. but the dweller north of the Tweed. It would seem thal even au ex-Foreign Minister has to Ih* reminded lhat ihe htiman nuyc d4>ea not consist 4-niirely ol Englishmen and Scot<?!. n>en. Pitt. Burns, Wilbcrforce?what proportion flf the human race w.aiild sdeet these three to honor and cherish above all others!' l'itt was and is hat'-d Ifl France more than all other English men put together. 1 lu* splendid servm** ,,. Willx rloi'e to hiimiinit.v ii'-ver won outside of Greut Brifain nnd Ami-rii-a their full ^meed of reoognition. Burns. beyond tlie eaine geographical apheir, is uuknown, ox most imperfectly known. 6vea to those who know Euuliah literature; whieh doea not always imply or includc a knowledge of Scottieh literature. But the Scotch cnthusiesni for whatever is Scatch, though not critical, is ilclightful. iMM i-oiriTs of literature are, no doubt, more interest ing with reference to the author than to the subject of this little book. Style, workman ahlp. all kinds of literary felicities are subsidiury, from one point of view, to tlie main question whether this is a goinl account of Pilt ; BMB tlie NflMf will tiigl in the*' IM pages what he has a right to expect. It is not much to say that it is the ?>cst- biography of the great Minister to be had within the same composs. There is no gooil biography of Pitt within this or any other compass. Toailinee is all but unreailable. Maeaulay's is,?well, Maeaulay's; rcadable, no doubt, but the pamphleteer ever visible in it. Stanhope's Life is a painstaking performance, and one of the dullest books in the world. Style, or the want of it, has much to say, after all; it is bceause Stanhopc cannot write that you cannot read what he has written. I_ord Rosebery had a clear fleld. He entered upon it ln a spirit of deep entliusiaflni. Pitt Ls to him a hero, and his study of him, though tlie effort to be. historical. to t* critical, to bc judieial, is maintaine.l throughout, is, on the whole, a Iiafl6g.ilII J he Hnal chapter on the Character and Position of Pitt Bays, and says extremcly well, nearly all that can l)e said for him. It is an estimate and a eulogy. It is right that it should be both. The world never makes too much of ite great men; of ita really great men. It cannot read or write too much about them. " What is the best lcsson for youth T* asks some one of an anonymous sage. "The life of a good man," answered the anony? mous one. "And wbat is the next best?" "The life of a bad one." It is Goldsmith who reeords the saying. As Arte mtis Ward's stranger observed of the whiskey; some biogrophies are better than others, but all biographies are good. Lord Rosebery has made Pitt * living figure; a human being. not a mere catalogue of qualities. His entlmsiasms and pnr tialitiee have never led him into a conscious in sincerity; he has not wi!fully suppressed a shadow aar softe'ned a harsh fenture, or passed an error in silence. Ue has paintetl him as Cromwell wished to bo painted, with the warts and sears an4l red ness of face thnt belonged to the great Englishman of the Seventecnth Century. It is, I siippoec, characteristic of the period in whieh we live, and of the party to wliich Lord Kosebery belongts, that he should lay the founda tions of PIM_ greatness in peace, not in war. If he fnils any where to do him justice, it is as a War Minister. That Pitt shrank from war, that thir teen years of war should have ended Ifl Austerlitz and the collapse of Inith coalitions against Napoleon. that he shotilil have rolle4l up the Map of Europe and lain down to die in despair. worn out with a Mflk too gigantio even for him?all this does not prove that he was not a cnpjible or even a great rulcr in stormv times. Against tlie TOtMflk forces whieh Ihe French Revolution enllel into play, .. .linst tl.e all hut incomparnble genlus of Napoleon. Pitt dM what a Statesman could do. But against viupiditv the Qada tl.en.selves light in vain. The crowned allies of England on the Continent and their IObJbMM and the gen erals of England were more than a ni.-itch f,.r anv ?Mtd-M-Mtl-p or any constancy whieh 1 itt could appOM to them. He had no geiierals, says |,is biographer. and he tells a story wl.ich is among the laest of its kind anywhere to lae found. -I know not," saiil Lord North, when a Lst of offlcers was submitted to him for the commands in America. " I know not what; effect these nanms may have on the enemy, but I know they make me trcnible." , . **? with Pitt, he adds. " He discovered the enius of Wellington. but did not live to proht bv it Hc was obliged to employ the Duke of York, or, as Lord Gienville said, ?some old woman iu a red riband.' Ha had Nelson by sea, but whom elsf? Pitt was not t'hatham, says Lord Rosebery. It mav be admitted hc was not. Two Chatha.i.H in the same century imply a creative effort whicli Nature is not eager to make But why compare father and son ? Why not take stoek ol 0# abilities and the afhievements of each. and let each stand bf himsell ? It is possiblc t0 do justice to each without exalting or belittling the other. "From the time that war was declared," says Lord RaMbMJ. "the guidano; of Chatham would have been worth an army. (irant it: tlie same or a similar thing was said of Napoleou-tliat hia uppcaranco on tbe fleld ol battle was equal to a mnforccroent of 40 000 Mfl. Why then turn roiiml on your army '.' ?1 hy h.iy. "No country eeflld attord the co-'ly aml spic'ndid luxury of many Chuthiinis?" Aml why weigh t'luitham and Pitt iu different BealBB, und ileclare that " no country couhl have too nmiy 1 itt; the more she has the grealer will she bc":' Ica.-c hath h -r victories no less than war, says Milton. In these days y<m may yet hear BOBM Manchester Milton screech out that the only vic? tories worth having are the victories of peace. und that tbe real strug_;!e between nations is whicli can sell most gooils to the other. Th;,; was not the t-piiit of either Cliatham or Pitt. and the Pitt to whom Englund, the true England. will ever be most jrrutcful, is not the c onouiist. not tlie li'iancicr, nor the onitor_-hini least of all let us hopc-but tlu- Pitt who organized Efllflfll against tlie French Kevolution, and against I-onu parte, aml wh.,, if he could not make Europe aatC herself, did himself save England. Lord Rosebery knows the history of the Pitt period. aml he has written beciiiiw. he has read: not rea)l in onler to write. Ile moves ju-t, as cus-ily amid th<- .Mini*terial intrigU4*s and politi. il complications of 171* 1 as <>i 1891. It is never ilillicult to follow him in the most ditlioult BDflHlB-8 uf his story. Ea.-h episode. each critical [.eriod. is dealt with clcarly. What, is to some extent lacking is the power of groiiping flU these det.iils into a whole, whieh again la but another way of saying once more that this is his flrst book. Tl.e book wants iitiii,**phere. wants perspcefivc, wants that power ol projection I.v whieh /rom be. inning to end all it. ligurcs and events would fall into their rk'ht place and appear in due proportion.
