POSTOFFICE CLERKS HAVE A MEE.
?nu:?
PION ANI*
WANT A NEW CLAS8IFIC
BT8TEM OF PATMENTS.
The postofllce clerks of the I'r.ito.l States are
strongly urging the passage of their bill in con?
gress, known as H. R. ?*>*'>. for th- classification of
clerks in lirst and second class postoftices. These
bard-worked Governmmt employes number 10,000,
and the Tiianncr In which they arc now clasrltle.l
and pall, they declare, ls open to serious objec?
tions. They say that the work which they per?
form yields aboul ? per cent of the total postal
reyen,!.*. or shoat 846,080,888 annually. They main?
tain that tho present systrm forces clerks working
In one ollie.* to receive only half what clerks get
for ilolr.K Ihe same work in another office, and that
In even tbe same ofllce one clerk's compensation ls
twice that of another who does the same work.
Instances are cited where one clerk performing a
higher grade of work than another gets less pay.
Attention ls also called to the fact that the clerkes
?salary, poor ns lt is. is not assured from year to
year, owing to the uncertainties of the estimates
of the Department, the apportionments of Con?
gress, the allotments of salaries an.l allowances,
etc.
The bill offered In favor of tho clerks provides
that al! clerks, "except temporary, emergency or
utility (lerks, enter the service at J600 p?r annum.
rand receive an annual increase of HW till the $900
limit is reached." After that all promotion ls
made "upon a basis of efficiency an.l length of
service, under such rules as the Postmnster-(',en
eral may present," "
The Postmaster-General favors the Mil and re?
lieves, along with others conversant with the sub?
ject, that it will tend highly to increase thc efri
clencv of the aervii e, keeping In it good men who
ore now glad tn leave it at the lirst offer of ad?
vancement in some other business, and stimulating
clerks to superior work and eft,nts for promotion.
What ls specially wanted ls a ayatem of claaalflca
tion and compensation which will attract to the
service nun of chara, ter and ability, who desire to
Stay In it and devote their lives to work in the
X>epaitment. ?_?.,_ ,
In a pamphlet Issued by nv mbera of the National
Association of Postofllce clerks of th*- i'nlted
States, and entitled "Why House lilli No. U Should
Become a Kaw." the opinions are quoted of Thomas
I, James. Walter Q. Gresham, Frank Holton, Mr.
Vllas, John Wanamaker, all ex-Poetmaetere-Qen
eral, and W. S. Dlssoll. the present Postmaster
General.
