WEEK OF HEAVY STOCK DECLINES, WITH A RALLY, Some Improvement Recorded in Monetary Conditions — Business Posi .^ tion Sound — Railroad Earnings. THE WEEK IN WAIX STREET. While »evere losses were suffered by many speculators last week through the violent decline that took place on the Stock Exchange, there was no acute disturbance in financial circles such as often In the past has accompanied panicky movements of values. One unimportant failure was announced. The general position of affairs was not Injured by the reduction in stock quo tations; Indeed, as far as the speculative situa tion was concerned, conditions were vastly im proved by the liquidation of overloaded pools and weak Individual holders. Selling of the high grade issues Included a large proportion of actual Investment sales, the movement repre senting operations for the account of interests who ■were compelled to convert securities into cash, owing to the urgent necessities developed by the San Francisco disaster and by investors j who were disposed to use their funds in the 1 money market in the expectation of being able to reinvest in htgh grade issues at a lower level of quotations. Through the recent depreciation in Stork Kxohange quotations the yield on first class issues to buyers at present figures has been materially improved, and if further de- 1 cllnes take place it will be possible to secure good | stocks that will returp from 4Mi to more than 5 per cent. Indeed, already a list of sixteen active issues, mostly preferred securities, name ly: Atchison preferred. Baltimore & Ohio pre ferred. St. Paul preferred. Erie first. Denver pre ferred. Illinois Central. Louisville & Nashville. Manhattan. "Soo" preferred. New York Cen tral. Pennsylvania. Reading first preferred. Southern Railway preferred. Southern Pacific preferred. I'nion Pacific preferred and "Western Union, show an average yield of more than 4 l ~j per cent. With time money at its present price, however, such securities as Great Northern and Northern Pacific are high, and it is not likely there will he an active Investment demand until there has been more <>f a readjustment between investment values and money rates. After the liquidation of the first four days of the week values in the last two days recovered a part of their losses under the influence of speculative buying, a movement which was helped by the President's message accompanying the report of the Commissioner of Corporations on the Stand ard Oil Company. There was nothing in the Pres ident's message to which Wall Street could take exception. His recommendations were in line with sound business sense, and his ideas re garding a closer government supervision of cor porations doing an interestate business, if car ried out. will tend to conserve the value of American investment securities. The announce ment Saturday that the coal miners would re turn to work under the award of ISXVS was an Important factor in inducing: bull operations at the close. While conditions in the money market last week were not favorable to the operations of speculators who are anxious to bring about higher prices for stocks and commodities, there were no developments in the monetary situation which foreshadowed disturbance at this centre, nor was there any factor which warranted the belief that the after results of the San Francisco disaster would create trouble in the financial world In the future. Indeed, the ease with which this country was able to draw gold from Europe in order to satisfy the demands for the Paclfio Coast Impressed financiers and business men in general v.ith the stability of affairs in this country, and the probability of further expan sion in the general industries which are so de pendent upon the money market. The urgent demand for funds from the West showed some signs of slackening at the end of the week, but j it Is not unlikely that the Inquiry for money in ■ connection with the re-establishment of San ! Francisco on a business basis will be an lm- j portant influence in money for a long time to J come, and It therefore is Improbable that rates ! for loans will rule at an easy level In the balance j of the year, except, perhaps, for a brief period in i the summer. Assuming that the United States { will enjoy a year of bountiful harvests money | will be in great demand in the fall of the < ur- I rent year, but fortunately through the emer gency measure adopted by the Secretary of the Treasury in the matter of gold Imports New York is placed in a position to maintain its bank j reserves at a level which will prevent the dis turbance which otherwise might develop. Since the beginning of the current movement or gold to this country there has been engaged ever $42,000,000. and in the same time there has been shipped to San Francisco more than $34, 000.000. While the banks In the stricken city havo large sums In their vaults they have been unable to use much of this money so far, and In expectation of an active call from depositors on the full resumption of business they have strengthened their resources through the help of the Eastern markets, and as a consequence no trouble is looked for when the vaults finally are opened and depositors begin to withdraw their funds either for investment in San Fran cisco or for shipment to other places. Naturally the heavy pressure in London for gold for New York account has been effective in bringing about firmer discounts in the British capital, an instance of which is presented in the advance in the Bank of England's minimum rate of discount, a movement most unusual at this period of the year. Notwithstanding the rise in the Bank rate there apparently is no prospect of an Immediate end to the gold exports from Eu rope to the United States, especially as European capitalists are now active buyers of securities in New York. This movement tends to depress the rates for foreign exchange, and it Is interesting to record the fact that in the last week enor mous amounts of securities were shipped from New York to Europe representing actual Invest ment purchases for the account of foreigners. While there is no certainty that future Secreta ries of the Treasury will adopt the method em ployed by Mr. Bhaw for the relief of the money market, it is extremely gratifying to know that at present the country has a man at the head of the Treasury Department who is endowed with common sense and business ability, and who is not afraid to adopt extraordinary measures in the face of some hostile criticism which, in his belief and In the belief of the most experienced bankers, will tend to conserve the business in terests of the country. If it had not been foi the help extended to the money market through the deposits of government gold with the banks pajidlng Imports of the metal, the San Francisco earthquake and fire undoubtedly would have caused a severe panic in the money market of this country. Though rates for loans were high last week, especially in the case of the call de partment, no hardship was experienced by the business community In securing accommodation, and the fact that the banks found It necessary to call in much money which was outstanding for the account of speculators, not only Improved the position of the money market, but also strengthened the technical position of the stock market. The high rates which prevailed for call money to the early part of the wesk wsr* due in part to the locking up of funds by the trust companies, which were preparing to establish their 16 par cent cash reserve under the law just passsd by the State Legislature compelling all trust companies doing business in New York to creat a reserve fund. This development, how ever, Is not alarming at present, as there is no indication of widespread disturbance. wag?s, as a rule, being satisfactory to these emplo.od. particularly in the case of the iron and suel business, which ia such an Important factor in the prosperity of the country. All reports re ceived from iron and steel centres Indicate heavy production and big consumption throughout the balance of the year, particularly in ctccl rai's and fttructuraj material. In the first four inontns of the current year t'.ir» various rail mills prac tically have be. v running to their full capacity. and at a rato which foreshadows a production <>* upward of four million tons for 190 G. Unfilled business is larjrr than ever before in the his tory of the steel industry, and the congested condition of the mills soon will result in heavy orders for 190". According to ihe best Informed men in the trade, this country -a;!! bo able to supply San Francisco with all the steel it needs for Its rebuilding, and as the home demand abroad for 3teel is active, it i? not considered likely that large shipments will be made to this country for Pacific Coast account. The chair man of the United States Steel Corporation be lieves that it will be at least six month 3 before San Francisco will need any large amount of structural steel, and by that time the company will have increased its facilities to aa extent which will add materially to its capacity, or ders on the books of the United States Steel Corporation represent at present about one year's operation of thf mills, end naturally some of the orders for delivery in 1906 will be carried over into 1907. Evidence of the activity In most lijies of trade is presented in the large expansion which is reported in railroad earnings and bank clearings, in which new records are being made in all parts of the country. Another important factor in the present situation is the favorable position of winter wheat. Ot course, it is too early to speculate on the outcome of the crops, but at»this early period conditions as a rule en courage the hope that the harvests will be up to the average, if not better.
