Mr. Fields predicts that the existing managements of botli the Kew York I^ife and the Mutual will win in their contest with the poUcyholders. Aldermen'g Failure to Act May Cause Loss of Rebates. By the failure of the Beard of Aldermen to take action on the taxes for l&f"5 at its meeting yester day the city is placed in an unusual position. The charter provides that the Board of Taxes and Assessments shall famish the assessment rolls to the Board of Aldermen by July 1. They are to be returned to the Beard of Taxes within thirty days. Owing to the absence of the chairman tit the Finance Committee <f the Board of Aldermen. Al derman Davies. In Europe, no action on the matter ha* been taken, and the oity officials are uncertain as to the result of so unusual -.i condition. Accord- Ing to the usual procedure, after the Board of Aldermen has approved of the roll It is sent back to the commissioners for approval and then sent to the Controller for approval as ••• the water rates. The charter provides that the Collector of Taxes end Assessments shall have possession of the com plete lists not later than September 15. This is to give him the necessary tim« t'» have the lists ready tor collection by October 1. Owing to the failure of the aldermen to take ac tion at their last meeting, th<-s<' requirements of the chnrter are net compiled with, and a special meeting of t'le aldermen seems necessary to rem edy th«» defect. i Whether it is possible to net a special meeting «f the B<--ard of Aldermen soon is a question, as the board has adjourned until August 31. In the mean time the rw>nj who, tinder the law. are en titled to rebates for payments before January 1 may not get the rebates. . "■• • XO SCAFFOLDS USED.
