SAMTARY INSPECTOR VSSAULTED Accused Janitor Say, He Appeared at Llid night and Became Aggressive. Dr. Wilh«m Adler. of No. 236 East 68th street, sanitary Inspector of the Health Department, ap peared before Magistrate Mayo in the West Bide court yesterday as complainant againsi Daniel J. Fagan. an engineer, of No. 234 Central Park West, who. he alleged, assaulted him while in the per formance of his duties. Dr. Adler told the magistrate that a few days •ro he received a letter from a tenant of the build in* at No. 234 Central Park West complaining that the pump that is used to distribute water to the different apartments of the house was kept run ning all night, causing a great deal of noise and disturbing the Inmates. He had culled the atten- Piu v ,S n> who '■ superintendent and engineer of the building, to the matter, but the latter paid no attention to him. Dr. Adler then went to the house and. after explaining his business to Fagan he alleges, he was roughly handled and thrown out of the house by the defendant Fagan. who pleaded not guilty, told Magistrate Mayo that Dr. Adler came at midnight, awokr the elevator mnn and told him he would like to inspect the rear windows of the lmiiainp, without disclosing 1 his identity. Fagan was called out of bed, and when the doctor, whom he did not know to be a sanitary inspector, became aggressive, he took him by the arm and led him out of the house. Fagan said that their first suspicion was that Dr. Adler was a burglar. The case was postponed. NEGRO ADDRESS ON RACE QUESTION. Congress Declares Negroes Have Right to Equal Education. Washington, Aug. s.— The Negro Young People's Christian and Educational Congress brought its sessions to a close here to-night by a meeting at Convention Hall. The congress Issued a long ad dress to the American public, in which the hope Is expressed "that an aroused public conscience may be directed to ! America's most troublesome and complex problem— a harmonious adjustment of the races." , The address characterizes as p. "mischievous fal lacy" the "dogma that the white race voluntarily imposes taxes upon itself for the education of the Negro." It declares the apportionment of public benefits according to taxpaying abilities is never advanced, except where the race issue is involved. "Directly or indirectly," it says, "the Negro con tributes his full chare, toward bearing the public burden in every Southern city, and is therefore en titled to the education of- his children on equal terms with the rest as his just and equitable por tion, and not as a civic gratuity." Declaring that crime has no color nnd the criminal no race, the address states that to im pute to a race the evil deeds of individuals tends to promote rather than diminish crime. SHEDS HIS SKIN LIKE A SNAKE. Gold Miner in Montana Loses Epidermis Once a Year in Summer. [By Tel»*raph to The Tribune.] Helena, Mont., Aug. s.— John D. Price, superin tendent of tht Gold Reef mines in Granite County. is undergoing the annual shedding of his skin, much after the fashion of a snake. • The strange phenomenon lias attracted a great deal of attention in the medical world, and four years ago Price went to Chicago by specila request just prior to his shedding period, where physicians from various sections witnessed the process. But no solution was reached by them. The shedding is preceded by an illness and high fever, during which the skin apparently dries up. He is at present undergoing this spell. A new skin forms underneath, and in several days the •eld skin peels off. This done. Mr. Price says he feels as if he had been made anew. Until the new skin hardens Mr. Price is 'obliged to exercise con siderable care to prevent its breaking. SUBWAY EMPLOYES "OFFICIOUS." Magistrate's Criticism in Discharging Man Arrested on Ticket Agent's Complaint. Magistrate 3reen. in the Tombs court, yesterday morning discharged Joseph Brerton, of Xo. 20 Pop lar street. The Bronx, who was charged with dis orderly conduct by a ticket agent named Suwarrow, of the City Hall subway station. • "These cases are too trivial for consideration, •' said Magistrate Bree'n, "and the police should use more discretion in making arrests just to please the company's officious employes." ISrerton had bonrdod what he thought was a South Ferry train, and did lot discover his error until the City Hall station wae reached. He refused to leave the train, believing lie had » right to ride hack to the Brooklyn Bridge station nnd ;i<-t on a South Ferry train. His refusal to leave caused his arrest, but in discharging him Magistrate Breen held that he wa» fully within his rights. Magistrate. An autopsy was performed on Quebec, an acro batic bear, yesterday in the Mundy animal arena at Luna Park by P. Kohnstamm. a veterinary surgeon of the Twenty-third Street Veterinary Hospital to discover the cause of its sudden death. The bear had performed as usual, and when It was returned to the large cage in front of the animal building with the Email lions It was taken suddenly sick and died. The veter inarian will report later as to whether .It was poisoned or not. Quebec was raised from a cub by Colonel Mundv and had been taught its tricks only this season and was ro clever that its performance was one of the features of the Mundy show.
