Chlcaso. Aug. 16. — special federal grand Jury which Is to continue the Investigation of th« charge that tho Standard Oil Company re ceived rebates from the Lake Shore & Michigan Southern Railroad and other transportation lines •nraa empanelled to-day by Judge Bethea, of the United States Circuit Court. The investigation "Will follow the lines of the inquiry begun in Chicago a week ago. and which resulted in the return of an Indictment against the Standard Oil Company. All the Important testimony pre sented, at the hearing in Cleveland a month ago will be submitted to the present grand jury. The purpose of the "lid special grand jury's Investigation of th« case Is to cover rebates al leged to have been received by the Standard Oil Company since March .''-. 1905, when the eastern division, northern district of Illinois, federal Judiciary was created. Assistant United States District Attorney Childs made a brief statement of the charges against the Standard Oil Company, and outlined the case of the government Witnesses called Included Henry Meyer, of Cleveland, a clerk in the auditing department of the Lake Shore & Michigan Southern Railroad, said to have told of alleged rebates paid the Standard Oil Company by the railroad; C. A. Slosson, freight agent for th*> same railroad at its isth street station in Chicago, and M. C. Tuley. auditor of traffic ac counts for the Lake Shore & Michigan Southern S?allroad, said to have testified regarding an item cf $2<Vioo which It Is said the Standard OH Com f>any owes the railroad for terminal charges, but ■which has never been paid, and is construed by *.he attorneys for the government as a rebate. George C. Roberts, tariff expert for the United States Interstate Commerce Commission, is said to have described the different classifications used by railroads for the shipment of oil. and eubmitted statistics showing that the Inde pendent dealer had been discriminated against for many years by the railroads. BRIDGE COMMISSION MEETS. The New York members of the North River Bridge Commission met yesterday afternoon at the office of Macdougal Hawkes. the chairman of the commission, and spent most of the afternoon go ing over th* records of former bridse plans and discussing the availability of the various eltes vh!cb have hitherto been considered. A strong pe tition came in from the residents and business men of Elizabethport, X. J. asking: for the favorable consideration of the suggested site over the Kills. The New Jersey members of the commission are nearly all away. Mr. Hawkes was uncertain as to the date of the next meeting;. He does not expect much to be accomplished this summer. Of the total dealings In yesterday's stock mar» ket, amounting to more than 1,200,000 shares, the greater part as supplied by eight issu»3. In Amalgamated Copper, Anaconda, St. Paul, Pennsylvania, Reading, Southern Pacific, Union Paclflc and United States Steel common trans actions amounted to 930.000 shares, or more than two-thirds of the day's entire business, the operations represent!: in great part the trading: of professional Interests, and, in the case of the Harrlman Issues, buying to some extent by the so-called public, which was attracted by the expectation that there would be a dividend an nouncement from Union Pacific quarters. The directors of the company did meet, but up to the close of Stock Exchange business they made no announcement regarding the dividend, though it was said In well Informed quarters that It had been decided to advance the rate to a 7 per cent basis. Of course, no one directly ac cused the Union Pacific directors of withholding their decision on the dividend for stock market purposes, yet there were a few people in the Street who were unkind enough to hint that there were market reasons which induced the directors not to take the Street into their con fidence. Operators in stocks, however, were permitted to view the earnings of both the Union Pacific and the Southern Pacific for the last fiscal year, and the exhibit made by the companies presented results that ought to en courage great confidence among the holders of the securities of the two roads. In the greater part of the day prices throughout the list were strong, but a late decline wiped out most of the improvement, leaving many issues at net losses as compared with the final figures of the preceding day. In the case of Pennsylvania, Southern Pacific and Union Pacific, which ended at net gains, last quotations were well under the high prices recorded In the early trading. If it were not for the probability of heavy ex ports of grain and cotton in the next few months the statement of the country's foreign commerce j in the month of July, figures of which were re ceived yesterday, might cause considerable dis appointment In money market circles. The money market is depending on gold Imports to offset withdrawals of currency from this centre for crop moving and general business purposes, yet the statement of foreign trade for the last month shows the smallest excess of merchandise exports over Imports in any corresponding month, ever recorded, amounting to only $0,928,950, as compared with an excess a year ago of $28,417, 815 and $14.029,036 in 1904. There was an In crease in exports of merchandise in July over the same month last year, but It was small In comparison with the gain in imports, total Im ports amounting in value to $107,621,490, against $54,512,60G in July, 1905. the figures for 1906 be ing larger than ever reported in any month in the history of the United States. The large gain in Imports furnishes additional evidence of the prosperity of the United States. it shows the enormous increase In tho purchasing power of the people and it suggests the probability of further heavy expenditures by the American Re public In the foreign markets, though it is not especially pleasing to the Interests in the stock market who nre counting on easy money. Our big crops, however, ought to offset, In the bal ance of the year, the gain In Imports, as prioes for all food products have reached a basis which Is developing a heavy export demand. Cotton also doubtless will go to Europe in volume thl3 year, as the prospects favor a large crop, while supplies abroad are light. Exchange rates are above the point at which gold could be imported at a profit, and there Is now considerable doubt regarding the accuracy of the recent reported engagement of $2,000,000 for shipment to this country. All indications, however, point toward active exports from Europe of the precious metal for American account In the autumn months. Announcement that th» Chicago & North western Railway directors had decided to ask* authority from tho stockholders to Increase the capital stock to the extent of $100,000,000 and the reported Intention of the St. Paul company to put out its treasury stock naturally created Interest In the Street, but they failed to influence to any great extent price movements. North west in induing new stock Is merely entering the race for the Pacific Coast traffic 1 , which In great measure is controlled by Great Northern. Union Pacific. Southern Pacific, Atchison and Canadian Pacific, with St. Paul a factor which soon will nave to be seriously considered. Tho Northwestern extended to the Pacific Coast will , give the Vanderbilt Interests a transcontinental line. MONEY AND EXCHANGE.
