STOCK MARKET OPERATIONS.
Transact lons in stocks were moderately heavy
throughout the five hours of trading, on a move
ment of values which showed strength in the
morning 1 dealings and weakness in th« subse
quent operations. The decline appeared to be
due to realizing and bear pressure, but in great
part the sales originated on the floor of the Ex
change, rather than ip commission houses. From
the high points of the morning- Great Northern
declined o^.. Northern Pacific 2V£, Union Pacific
2%, Reading 1%. Louisville- & Nashville IVi, and
lighter losses In other parts of the list. Including
St. Paul. Pennsylvania and United States Steel.
as a result of tho weakness In the last two hour's
of business the majority of active shares showed
net declines as compared with Saturday's final
figures, the chief exceptions being furnished by
Federal Mining and Smelting. Kansas City,
Southern, American Smelting and the Missouri,
Kansas & Texas le.=ues. The last named stocks
were the most actively dealt In on the day's
trading', buying apparently coming from gor.«l
en and accompanied by Increased specula
tive Interest, as a ropult nf the report that tho
M'«sourl, Kansas .t Texas property will pass to
the control of Mr. Hill and his associates. The
1 roi erty could be used by the ijreat Northern In
connection with the Burlington. There were no
actual news developments affecting' the courso
of valuop, and no widespread Interest in the j?^n
eral dealings, either for ordinary commission
house account or for th« larger holders of s^
curitiea. The early advance failed to influence
iarftc- buying orders for outside Interests, and
the absence of support of this character nat
\irally was a factor in inducing the Fame kind of
bear pressure as was noticed In Saturday's
market.
Operators who want materially lower prices on
the Stork Exchange are not receiving much en
couragement In thn current movement of values,
hut they hope flint stiff rates for funds in the
balance of the year and the meeting: of Con
gress will help to brinpr about cheaper stocks.
"U'all Ptreet, as a whole, and public operators in
securities no longer are afraid of the policies
of President Rooeevelt in the matter of curbing
the trusts, of railway rate legislation and other
ideas Which a year ago were supposed by spec
ulators to be distinctly opposed to securities
values, and it la therefore riot likely that new
legislation suggested to Congress on these lines
will Induce strong holders of Btock to part, with
their posessionsl Prices may recede to some ex
tent ns a result of overspeculation on the bull
BifV, r<i"l higher rates for money may check bull
activity in December, but securities, as a rule,
nr>< In tho hands of people who see no reason
und< :• present prosperous trade conditions to sell
out at current figures. Apparently there is no
chance of an adverse change In the industrial
position of tli<» country for the next six months
at least, and from the way in which consumers
are placing orders for V.M'7 delivery it is evi
dent that business men are confident of great
commercial expansion through the c-ntir^ year >>f
1907. Expectation based on the strength of f'in
damental conditions of a long period of Indus
trial growth encourages the belief that after tin
turn of the yeai prices for securities will move
to a higher level, notwithstanding the fact that
quotations in many issues already are showing at
advanced figures. And it is believed thai In the

week. Call money is subject to various influ
ences in the loan market, which nt this period
may give us 20 per. cent rates on day and •>
per cent the next day, and the true barometer of
the monetary situation is found In time funds,
which are now ruling at the legal level plus a
commission in -many cases When the position
of money becomes easier more consideration
doubtless will bo Riven to the factors underlying
values on the Stock Exchange, and when that
time comes there may be some surprising gains
in quotations, especially amnnj low priced is
sues, which have not boon particularly active In
the last few months. Some market followers
who. however, fail to keep abreast of the times
continue to characterize all cheap priced shares
as "cats" and "dogs." These pre colloquial
names for worthless securities, but they .no
longer apply to the greater number of so-called
cheap priced Issues. These securities have been
gaining In intrinsic merit in the last few years
at a rate which entitles them to the considera
tion of careful buyers. A few years back Mis
souri, Kansas & Texas common was kicking
around the Street at $10 a share, with hardly a
friend in the world. To-day the company is
paying dividends on its preferred stock and
earning upward of 4 per cent on the junior se
curity. This is merely one of the many in
stances showing that the "orphans" and "pau
pers" on the Stock Exchange list may, through
natural causes and careful management by offi
cers of the companies which the "orphans" and
"paupers" represent, become substantial mem
bers of the investment column.

FOREIGN EXCHANGE.— The foreign exchange
market opened steady, with rates virtually un
changed at 4 \"V7iK| 1 * for demand sterling, 4.8O««,
@4.8060 for sixty day bills and 4.8683®4.8870 for
cables. Short francs were quoted at 5.20 and short
relchsmarks at 94? 4 . The market was quiet during

WAIL STREET AND EXCHANGES.
FOREIGN TRADE.— Foreign houses dealt In up
ward of thirty thousand shares In the local market,
mostly sales. In London the general market was
steady and dull. Money was not plentiful, a heavy
call for Canadian Pacific shares and the fortnightly
settlement requirements restricting supplies and
keeping rates firm. In Paris French rentes were
lower: also Russian bonds. Paris exchange on
London declined.
GREAT NORTHERN* AND CANADIAN PA
CIFIC—The Great Northern ore- trust certificates
declined to 80 yesterday, a drop of 11 points, as
compared with the price at which they were first
brought out. Conservative observers believe that
these certificates were valued entirely too high at
th« start, and they would not be surprised to see
them sell much lower. Comparison Is now being
made- In many quarters between Great Northern
and Canadian Pacific, mostly In favor of the lat
ter. Canadian Pacific owns. It Is asserted, more)
ore land than the Great Northern, It has more
land In general than the Great Northern, it* earn
ings are Increasing at a more rapid ratio -and its
future Is just as promising, If not more so. than
that of Great Northern.
DECEMBER DISBURSEMENTS.— It is estimated
that the interest and dividend disbursements pay
able in December will amount to upward of $£>>}.
00O.0CO. The Standard Oil Company will disburse
$?.750,000 in dividends In December, the largest
amount of any corporation. American Tobacco
will disburse $4,02J."45, and United States Steel
52.542.473. Atchison will disburse 52.-W.275, the largest
amount for any railroad, Consolidated Gas, of New-
York, will disburse the largest amount of any pub
lic service corporation— JMltta The Red Metal Min
ing Company's disbursement will amount to $2,933,
".'..'. the record for mining corporations. The Penn
sylvania Railroad will be called upon to pay a
larger amount of Interest during the month than
any other corporation. Its Interest payments will

will pay out for Interest $1,108,127.
STATES* ISLAND STEEL COMPANY.— Th*
Staten Island Steel Company, which has been • x
perimenting for several weeks, yesterday began
the manufacture of blooms, billets and slabs for
commercial purposes. In other words, the company
enters the market n« a seller of st-ml-milahed st°el.

manufacture of finished mat rial on January 1,
