MOVEMENTS IX SECURITIES REPRESENT TRADERS' DEALINGS. Trade Conditions Sound, but Healthful Reaction Expected — Bank Hold ings Do Not Warrant Bull Speculation in Stocks. THE WEEK IN WALL STSXET. Movements in securities last week presented few striking features, and the majority of mar ket observers were not of the opinion that great activity would develop in speculation in the near future, except, perhaps, in stocks affected by factors relating entirely to the companies direct ly concerned. There is too much uncertainty over the crop* and railroad earnings to encour age a widespread speculative demand for secu rities, and this uncertainty also serveß to dis courage extensive operations on the short side of the market, traders fearing to make big com mitments until they know whether the crops are to be good or bad and until the course of railroad returns shows whether or not the poor results accomplished in net in the first three months of the year are a forecast of the trans portation business in the balance of the year. Extraordinary conditions, it is asserted byvrail road managers, were responsible for the gener ally adverse business in the first quarter, and the falling off in the net earnings of the New York Central, the Pennsylvania, the Southern Pacific and the Southern Railroad are attrib uted to factors which, according to the traffic men, are rapidly disappearing; but Wall Street doubtless will prefer to wait until actual re sults for April, May and June are presented be fore operating in stocks on the theory that 1907 is to be a period of great expansion in railroad receipts. Gross earnings have been on a large scale, but In most cases they have been eaten up by expenses, with many indications that the cost of operation will be heavy for months to come, while there are signs of a reaction In trade that will be large enough to cut down gross returns. It need not "be assumed that because of a healthful reaction in the country's business and the expenditure of large amounts of money on the railroads the latter will be forced into bank ruptcy or to reduce dividends, but it is, how ever, safe to assume that in the event of dwin dling earnings stock market speculators will not be Inclined to take a bullish view of prices for securities. The railroads of the United States are In a strong position, and they can go through a lean period without being compelled to cut their disbursements to stockholders, and the same thing may be said of the solid indus trial concerns which have enjoyed a number of years of great prosperity and are fully able to assure their necurlty owners that dividends will continue to be paid, even if market values de cline. Likewise the agricultural community is strongly Intrenched against a year of adversity. The farmers of the country have had years of big crops, their profits have been large, their mortgages have been liquidated or reduced and they have money in the banks, with a reserve buying power that will be an important factor in preventing distress if weather conditions should go against them In the current season. The country in general Is stronger at present than ever before in its history. The Federal Treasury is strong, the corporations are on firm ground and the individual Is richer than ever recorded In the past. Moreover, in all lines of business preparations are being made to meet hard times, and in these preparations lies a sure safeguard against financial disturbance. Students of economic affairs see in the report of April commercial failures some sign that prosperity is on the wane, but they are unable to find anything !n current conditions that war rants the belief there will be anything more than healthful reaction, a slowing down process and a period of rest that will tend to conserve rath.er than upset the industrial situation in this country. In the month of April commercial insolvencies were about the same in number as in the corresponding month a year ago, but lia bilities were heavier by more than $3,000,000, the increase coming chiefly from manufactur ing bankruptcies. Though there was some expansion In the vol ume of trading on the Stock Exchange last week, as compared with the dealings of the pre ceding week, the gain In transactions was bup jilied by the operations in a few shares, notably the copper stocks, Union Pacific and Reading. There was little commission house buHlnep.s for outnide account. Brokerage houses, as a rule, advised their customers to trade for quick turns only, the market being niado up In great part of this sort of dealings, buying on the reactions and selling on the rallies. Interest to a great extent was centred In the movements In Union Pacific, and the sharp rise in the preferred cre ated the impression that something of unusual importance to the holders of the Harriman shares was being discussed by the management of the Harriman properties. The old story of a Union Pacific holding company was brought out In various new colors, but whatever Mr. Harri man and his fellow directors in the Union Pa rifi.- had in mind was guarded more closely than a state secret, and at the end of the week thrt Street was no wiser regarding the Union Pacific plans than it was at the beginning, though <t chose to believe some arrangement will be madjj b^ which the Union Pacific' will divest Itself of its holdings in other roads without, however, losing the control and ownership of these secur ities. Evidently the Harriman interests fear ac tion by the government to upset Union Pacific's control of Southern Pacific, and as a conse quence they intend to forestall Tany movement on the part of the federal authorities; but what ever the Harriman people do and whatever the government may do the various railroads that make up the Harriman group will continue to run their trains and pay dividends. Action by the Interstate Commerce Commission against the roads that violate the law, a government valuation of railroad properties and the passage of new laws at the next session of Congress af fecting nil corporations will not knock out vested rights, as some narrow thinkers assume. The copper and steel shares have many friends, and the underlying strength of both the copper end ste«>l industry suggests the pur chase of the peourities of the United States Ft eel Corporation and of the Amalgamated and Anaconda copper properties, as even in the event of trade reaction the companies will not be weakened to an extent that will make the passage or reduction of dividends necessary. The directors of the United States Steel Cor poration acted wisely last week in not advanc ing the dividend on the common stock, despite the fact that earnings in the first quarter of the yeur showed a large amount earned for the junior security. Conservatism and management that understands the iron and 6teel business are conspicuous features of the big steel concern, and it Is owing to the able handling of the company's great business and the belief that Steel preferred has obteined the right to l,e I classed with solid investment ercurities that t'.ie list of investors' nam»s on the transfer I books has increased to such a largo <-xtont In : recent months. The T'nlted StaJ^.> Steel Cor poration has a surplus which is equal to about 'JO per cent on the |50(M)0O,GQ0 common stock. At the end of the June quarter in 1901 the company's surplus was $?0,1»."i0,24i». Since that time it has grown to $l<il,4nr.,2tM}, the amount :•• riled in the quarterly report issued last Rrwk. MAY 6. 1907. corporation is shown by the fact that the bal ance of earnings applicable to di%"tdends on the common stock in the first quarter of this year was 4 per cent, compared with 3.16 per cent in the same time, last year and Lls per cent in the corresponding quarter of 1905. Call money ratfs were somewhat firmer in the last week, but time contracts remained un changed. Money will, it is believed, rule at relatively easy ligures until the time comes for the July Interest and dividend payments, and it is expected the price of funds here will continue cheaper than discounts abroad, nnd in conse quence sterling exchange doubtless will rule against this contre. The general position of money the world over is far better than it was a few weeks ago, and at the. present time there. appears to be nothing in the outlook that will cause any disturbance in the various money markets. Bank reserves at this centre, how ever, do not. warrant a big bull speculation In securities.
