11: I'OLER. LABOR'S FRIEND. Note Takes Issue with Mctz on Back Wages Claims. Borough President <"ol- of Brooklyn Is appar ently BgtiHm the policy of Controller Metz re garding th< . Uiims of the unions for extra compen- Mtloa for work alleged to be done for the city at Kfs than the pravaJHng rate of wages before the pravalUnc rate of wages law was re-enacted. About 510.000.0W in back claims, it is estimated, are la volved, the fi.llowliiir trades making the claims: Firemen, engineers, rock .drillers, dock builders, pavers, wood euwii, lions' shorers. machinists, electricians, marble workers, houscsmttlis, uphol ncrers, steamfittprs. asphalt workers, .irpenttra, go!<1 beaters and Btonecuttors. James Barry, of the Actcrs* Protective I'ninn, v.M.-niay submitted to the Central Federated IJnloa ■ copy of a letter s-nt to Controller Metz by Mr. Coter. in reply to the 1.-tter sent by the Controller, Informing heads of city departments that thrse back claims must be waived ln mal.intr ■gl«l llliula for work in the future. From the smlon standpoint the prevailing rate of wages is the union rate, but in order to show this the unions would rvjuire to prove that at least 51 per cent of the working people aro paid union wages. lr, the letter Mr. Coler says he presumes that the Controller la not on anarchist, and therefore would be fair to the workers. He nays that the waiving Of the claims of the unions would be an Invasion of the rights of tbe people, and that the people ihotild not be called upon to give up their birthright for a mess of pottage; rather than that, all the highly paid stneourists should be discharged. Mr. < VI. r's profession of friendship to the unions did r:iit stir th«- Central Federated Union as much as the idea of losing the 510.000.009. It was decided to refer the matter to. the executive committee with a view to jctttini; tht> affiliated unions to act, end a committee was appointed to wait on the Mayor and urge that the back clalnu be given favorable consideration. B.T. WASHINGTON HAPPY Tells Negroes To Be Proud of Their Race and Save Monet/. looker T. Washington, in the course of .i lecture delivered last night at Carnegie Hall, sounded again an optimistic note lor the Negro race, and told nesroea to be of t^ood rhcrr and to be proud of the progress the race had niad<- since it had received Us freedom. The occasion was the twenty-ninth anniversary of the Mount Oliv.-t Baptist Church, in West 53d street, and the big hall was crowded to its utmost capacity. The pastor of the church, the Rev. Dr. M. W. Gilbert presided and made the opening address. He said that the congregation of Mount Olivet was the largest negro congregation ln the North. He also said that he took particular pleasure in'an nouncing that the congregation was out of debt. H«j said that the presence of bo large a congrega tion tended to ke<-p down the number of inmates of the Tombs, aa Its influence was for good, and people who belonged to such a congregation were not found uniong the criminal classes. Mr. Washington" said, in part: I want to sef> the time come when our people will be represented in larger numbers as proprietors of various business enterprises, In the South a per son has to ask questions to know whether the owner of a business rpris<- is a colored man or a white man. Do not be discouraged. Get all the education you can, and teach your sons and daughters some kind of trade. 1 kr.ow how hard it Is to save money in New York, for while 1 am hore my hand is In my pocket doling It, out all the time. Tho fault oi non-saving Is due to the husband. The one who can Bave the most is your wife. Take her into your confidence about your earning capacity and your debts, and you will tind that you will have the best kind of a partner. • You have unlimited opportunities here in New York for education, hut I fear you do not take the advantage of tl em you should. I want to say of the negro in New York City that he is the most progressive, orderly and ambitious found in any of our Northern cities, and l was pleased U\ bave your l>istri'-t Attorney, Mr. Jerome, agree with me In that view. The work before our race now Is of the constructive character. Begin in the ownership of the soil, and the cultivation o.f It. too, and 1 should advise that you get out in the country, where you will have better opportunities to bring up your children in the way in »whioh they should be. You have got i" create opportunities for your selves. Do not put the emphasis on your disad vantages, but rather emphasize your advantages. The world gets tired or a sick man and of a slrk race. 1 want to see o;;r race get well in every part of America. Let us t.-!l the world that we belong to a well race, and a progressive one. You cannot discourage the negro In New York. Get away from the -i- ■■ nsive i nd the complaining side of life. We surrender no rights granted to us under the Constitution of the United States. We are making progress, and a race that has made such stri.i--- as we have in forty years cannot bo kept back. Never duck your head and be ashamed to belopir to rhe colored race. I nev?r get. discouraged at the prog ress of our people. XO CANS RUN IX FRISCO. Strike Tics Up Lines — Federal Pro tection Ma?/ Be Asked. Pan Francisco. May 5. -Streetcar motortnon and conductors struck to-day, tying up the streetcar system of San F"ranrisco. In place of cars, all kinds of vehicles, from automobiles to express wagons, were uswl by the public. The l.. r motormen and conductors employes of the United Railways Investment Company voted early to-d.iy to declare a strike after having failed to obtain an eight hour day and a flat wa£o of f',\. Tho strikers have been re inforced by the stationary firemen, who demand recognition of their union and an Increase of wages from $2 7f> to 5-3 2T> a day. It is probable that other allied unions will come to the sup- Xiort of the carmen. There was no disorder to day, as no attempts wero made to take cars from the barns, but it is expected that an effort to run cars will be made to-morrow. President Patrick Calhoun says that tho United Railways will operate Its lines inde pendently of the carmen's union, and, if re- Hist»-d. will demand from the city and state au thorities the full protection guaranteed by the law. The United Railways has been making elabo rate preparations to run cars in case of a strike, and has several hundred experienced men ready to take the places of the strikers, it is said. If the city and state are unable to provide protec tion in case of serious trouble, federal assist ance may be invoked on the RTotind that the United Railways Investment Company of Now Jersey is a foreign corporation.
