Strength and weakness alternated in the prog ress of the stock market yesterday, but the close was relatively strong, last prices, however, being in most instances under the best of the session. The news developments wore of a favorable character, except for the afternoon announce ment of the failure of a Stock Exchange house, which had no apparent influence on prices, the most striking being the replacing of the deficit in reserve of the local Clearing House banks with a surplus. That excellent showing, though, which was maae public at the end of the day on Saturday, was probably Us a large extent dis counted by the rapid advance in stock earlier in the week just ended. The Bank of Germany, ' following the lead of the Bank of England and the Bank of France, yesterday reduced its mini ! mum discount rate from T ! 2 to 6Vi per cent, and that action is expected both here and abroad to be followed in turn by another lowering on Thursday of the official rate of the Bank of England. These reductions signify the end of j the money stringency in Europe, and the action of the Berlin institution may be regarded as re lieving the- long felt apprehension of the occur rence of a financial crisis in Germany. Time money v. as reported offering in some quarters at a trifle under the 6 per cent rate which is now ruling for loans up to six months, and was in large supply. Call money was easy to obtain ail da:, at rates between 4 and 6 per cent, with 4 ! : per cent the figure at which most of the business of the session was arranged. From Chicago came word that the banks of that centre had suspended the use of the clearing house certificates, a piece of news which was well received here, as indicating that the im provement in conditions in the West has been as satisfactory as in the East. On the Stock Exchange, where a few weeks ago it was stipu lated by the owners of money available for loan ing on call that their funds should be distrib uted in email amounts among borrowers, funds are now being loaned on call In large lots, an other proof that call money is once more in fairly abundant supply. The bond department of the Stock Exchange was decidedly active, the heaviest trading being in the United States Steel sinking fund bonds, the Union Pacific convertible 4s and the Inter borough-Metropolitan 4 ! -s. The improvement in the bond market, which is among the most encouraging symptoms of the situation, was strikingly shown in the disposal in a single day by J. P. Morgan & I o. of four-fifths of the $30,000,000 equipment trust certificates of the New York Central Lines, a large part of the se curitlea being sold i" European Investors. The Rock Island refunding Is recently sold to Speyer & Co.. it was learned, are also being rapidly re sold to Investors. MONEY AND EXCHANGE.
