A hearing was held yesterday In the Aldermanlc Chamber of the City Hall on the ordinance intro duced by Alderman Dowttng. preventing any owner or owners of a street stand from selling it. The hundreds of newsdealers, fruit stand owners and bootblacks who flocked into the City Hall, paid that the new ordinance was discrimination, and some of them hinted that the aldermen wanted to get some perquisites out of it. The stand owners now sell their stands and the goodwill of the business and try to induce the alderman of the district to Rive the purchaser a license. They say that under the proposed law a manager building up a business for years will be compelled to Rive it up and have nothing to fall back on if he is pick, disabled or incapacitated. Alderman Dowling says that there is a syndicate that makes a business of buying and selling the stands, and that there are a lot of swindlers in the jrame During the hearing a petition was presented signed by two thousand stand owners protesting against the ordinance. CENTRAL LIFE SECURITIES HEARING. Chicago. June. 22,-At a hearing to-day in the ; bankruptcy proceedings against the Central Life Securities Company, for which a receiver **••»" pointed last week. Birch F. Rhodus. president of the company, admitted that the books of the com pany had not been audited since its organization, in 1505. and that a trial balance had never been taken. He was directed by Mr. Hopkins. Master in Chancery, to bring into court a list of the stock holders of the concern and of the notes held by it. Rhodus declared that he was unable to produce the lists, and that so far as he knew there were no such lists In existence. The hearing was con tinued until June 25. In the mean time Judge Kohlsaat. in the United States Circuit Court, will be asked to decide whether Rhodus Is in contempt of court for refusing to answer questions put to him by the attorney for the receiver. The witness' reply 10 nearly every question intended to enow who were the stockholders of the defunct concern was "I cannot remember."
