Interstate Commerce Commission Hears New York Carriers. Washington. June 29.— Arguments were heard by the Interstate Commerce Commission to-day in re gard to the allowance for cartage made by the carriers entering New York City for the transfer of sugar. The cartage allowance is tjvo cents a hundred pounds on all shipments of sugar out of New York. The inquiry was instituted by the com mission with a view to determine the legality of the allowance and to decide whether it was a part of the rate piv.-n by the carriers to the shippers. It developed at a recent hearing of the case that all the sugar eold in the country takes the Phila delphia price. The refii.ers of that city have the advantage of a 2-ccnt differential, as compared with X«-w York refiners, whiie the raw sugar that ieaches their, largely by water, costs no more than the Xew York reliners have to pay. In order to equalize the price carriers entering New York have been allowing the refiners cartage of two cents a hundred pounds. The defendant carriers received fifteen days in which to Hie briefs. Ohio Railroad Company. MUST TAKE MORE CARE IN PACKING. Railroads to Charge Shippers Higher Rates to Keep Down Damages. In line with their recent requirement of more detailed and careful marking of their shipments by consignors of freight, with the object of les sening waste, the 416 railroads of the official classi fication territory have decided to require, beginning to-day, the use of more secure boxes for the pack ing of freight. One of the present rules stipulates that '•property packed in boxes or cases made from strawboard. leatherboard. woodpulp, fibre, wired ■pUntwood ->r other analogous material will be charged 10 per cent higher than the classification provided for such property"; and it has now been decided to add 30 per cent to the regular rate on all packages not packed in strong boxes coming up to requirements, which are- set forth in detail in the new rule. It is believed ly railroad traffic rzperts that the irtroduciio:i of cheap substitutes for substantial ■wooden boxes has been responsible for a large num ber of "damages" to gCKids in transit. The Penn sylvania Railroad, for instances, last year paid out $452,0(X> i:i claims for such damages. Under such oondtttons the railroads regard it as Impossible to prevent damages, and rules even more stringent than that now about to go into operation will be enlorced, it is understood, unless shippers take more care in their packing. The oinoials of the Coney Island & Brooklyn Bail road Company and a committee representing the employe* <'f the road signed a working agree ment yesterday to go into effect July i, which is practically a renewal of the agreement which l,as< been in operation for several years. The new agreement expires on July 1. PROVIDENCE COAL MEN NOT GUILTY. Providence, June i?:— in a decision hand'.-d down f> the Supreme <'<>urt to-day, tho coal dealers of this city who were indicted in February, 1907, on a charge of conspiracy to rtgulate 'the price of coal, were declared not guilty.
