R., Sept. 18.-The Red D Line steamer Caracas. Captain Fuxst. from New York September li for San Juan, arrived here to-day. She reports that on September 14 sha encountered the southern edge of the hurricane in latitude 30. The wind blew at the rate of 100 miles an hour for a period of twenty-four hours. The passengers on board the Caracas were kept below decks. Xo one was hurt. The vessel was slightly damaged. The passcDgers, when the storm was over, passed a resolution of thanks to the captain and the crew, and subscribed a sum of money as a token of ap preciation of the masterly manner in which Captain Furst and his men handled the ship. HEAVY RAINFALL IN GALVESTON. Galveston, Sept. IS.— Owing to sensational reports sent out from a neighboring city concerning the rainstorm of Thursday, Galveston citizens were flooded to-day with inquiries. Six and one-half inches of rain fell in sixteen hours. The wind reached a velocity of seventy miles an hour for two minutes, and for twenty minutes it blew at the rate of sixty-two miles an hour. The business streets had from twelve to thirty inches of water in them, but it was rain water. The tide was four feet, while the normal is eighteen inches. No damage was done to private property. c DROUTH CAUSES DIPHTHERIA. Unable to Flush Sewers of Greensbnrg, Perm. — Water Famine in Other Places. Greensburg, Perm., Sept. IS.— That the drouth is responsible for diphtheria now near the "epidemic stage here is the belief of Board of Health mem bers. A portion of the 7th Ward public school building was closed yesterday, nine cases of the disease having been reported among the pupils. The patients are members of four families, and Wednesday a little girl from one of the families escaped from home and went to schooL Pupils in that school wero dismissed at once, and in others later. The drouth has made the flushing of sewers im possible in the ward, and President Clements of the Health Board states the diphtheria cases are directly due to this. The children had bf: t en playing over a stagnant sewer, it Is said. Alliance, Ohio, Sept. 18.— Thia city is suffering greatly from a water famine caused by the drouth. About one hundred men are engaged in deepening the river bed and the race leading to the intake pipes. This will bring only temporary relief, as the Mahoning River Is about exhausted. The water i 3 thick with pollution, and the city Board of Health has ordered every one to boil the water. The Pennsylvania Railroad and other industries here have, been cut oft from the water supply, and a water train has been installed on the Lake Erie, Alliance & Wheeling Railroad for their relief. Vandergrlft. Perm., Sept. 18.— Thirteen mills of the American Sheet Tin Plate Company here were phut down to-day because the boilers of the mills had been rendered useless by the acid that has ac cumulated in the Kiskiminetas River in the low stage of water, due to the drouth. RECEIVED 2.300 VOLTS AND LIVES. Case of Girl in Chicago Who Took Heavier Charge than Is Given in Electric Chair. Chicago. Sept. 18.— Mollio Frank, twelve years old, of Xo. 2633 Emerald avenue, is alive and<iwell after receiving into her body 2,300 volts of elec tricity, 600 volts mor« than is applied to condemned prisoners in penal institutions in New York and Ohio. Several companions last evening dared her to riimb an electric light pole and touch a wire. She made the ascent, touched the live wire and fell' unconscious to the ground.
