FAILED TO TAKE TEST.-The Secre tary of the Navy has had occasion to repri mand one commissioned officer and may administer a similar rebuke to others. The difficulty arises through the failure of cer tain officers to take the annual physical test in the calendar year Just ended. It was prescribed In orders originating at the White House and promulgated from tho Bureau of Navigation that every commis sioned petty and warrant officer of the nary should walk or ride the ; prescribed distance at some time in the calendar year. In the majority of cases officers took prompt measures to comply •with the re quirement, choosing their route and means cf locomotion. In some cases officers de layed talcing the test until the last two weeks in December, and those on duty in Washington wera confronted with " icy streets or country roads in worse condition. Some of the officers, therefore, were caught without having performed this duty within the period named in the order. Others were cautioned against walking or riding by their medical advisers, and still others hare failed to take the test for reasons which are now being considered by the department, to determine if they may bo accepted as sufficient. In one case an offi cer has been informed that his excuse ib not acceptable, and he will be required to undergo the test without delay, with the understanding that it shall ba credited to the year ISO 9 and shall not excuse him from the test of 1910. There has been some con sideration of ordering these officers before courts, but it is probable that the Secre tary cf the Navy will regard the situation as fully met by letters of reprimand. NAVAL ESTIMATES.— The revised esti mates of appropriations for the naval es tablishment, to correspond with the pro posed redistribution of the duties of the bureaus, were submitted to Congress to-day by Secretary Meyer. The aggregate is $12, 866.122 more than the original estimates sent in scon after Congress convened. MORE FOR PEARL. HARBOR.— To pre vent a serious setback to the development of the Pearl Harbor (Hawaii) naval station through exhaustion of the regular appro priation of $1,000,000 by February 1, Sec retary Meyer to-day sent a deficiency esti mate of $300,000 toward completing the dredging of the 35-foot channel for the sta tion. Secretary Meyer hopes to have the station ready to take care of the fleet by July 1, 1913. The general plan of piers and slips, sea walls, railroad, water system, power plant, storehouse and machine shops there already has been approved. NEW KIND OF SAILOR.— How th« character of seamen has entirely changed in the last ten or fifteen years is pointed out in a statement by Secretary Meyer to the House Committee on Naval Affairs. "What the old navy wanted," said Mr. Meyer, "was a sailor— a man who had been before the mast, a man who could run up the masi with readiness, unfurl the sails and be an all around man. What the navy wants to-day L- not that class of man who is set in his ideas, but we want young men ■who can be trained to manage the mechani cal features of a modern battleship. An Inland man is often better than a man from near the sea, because he comes with no preconceived ideas and learns what he is tausht. He should have the faculty for acquiring knowledge of electricity, mechan ical and machinery work, because our great battleships to-day are nothing more or less than gre*.t big moving ma-chine shops." TO JOIN ASIATIC FLEET.— The cruiser New Orleans, under Commander Rodger Wells, now at the Mare Island Navy Yard, has been ordered to join the Asiatic fleet. She will proceed via Honolulu, Guam and Yokahama. On the arrival of the Pacific fleet at Honolulu, about February 1, Rear Admiral Sebree, the commander in chief, will transfer hla flag from the Ten nessee to the California or the South Da kota. The Tennessee and the Washington will : en proceed direct from Honolulu to the Pug^et Sound navy yard, where they will be put in trim for the trip around the Horn to join the special cruiser squadron on its visit to Buenos Ayres on the occa sion of the centennial celebration of the independence of Argentina. HAZING PENALTY TOO SEVERE.— The military authorities deprecate the pro posed restoration by legislation to the Mili tary Academy of any of the cadets dis missed from that institution for alleged hazing. They say that in the interest of discipline, regardless of whatever exten uating circumstances may be proved in be half of the young men. Congress should re frain from retreating. The Secretary of War and the superintendent of the Mili tary Academy do favor, however, a modi fication of the existing law so as to au thorize official discretion in imposing pun ishment in the case of cadets found guilty of hazing, as has been urged editorially in The Tribune. It is appreciated that that term may be applied to ail sorts of mis conduct of widely varying degrees of vio lation of the academic rules, but under the law the authorities at West Point and the Secretary of War have no power to mod ify the penalty. If the cadet has hazed, he must be dismissed. The only way out of the difficulty is to disregard what may properly be classed as hazing in order that the cadet may not suffer the severe pun ishment of dismissal. If any of the dis missed cadets are restored to the Military Academy, however, it will be, it is feared, harmful to discipline at West Point, ac cording to the view expressed by th* head of the institution.
